Iraq Amends Funding Structure for China Framework Agreement

The Iraqi Cabinet has approved amendments to its earlier decision (No. 229 of 2025) concerning the Iraq-China Framework Agreement.
The revisions allow for the reallocation of project funding under the investment account of the agreement, based on proposals prepared by the Diwani Order Committee No. 23995 and in line with the Federal Budget Law.
As part of these changes, the financing source for Phase 1 of a 250-megawatt solar power plant, to be developed by the Ministry of Electricity, will be shifted from the credit account to the investment account of the framework agreement.
According to a statement from the Office of the Prime Minister, this shift aligns the funding mechanism with the requirements of Iraq's federal budget legislation.

'At approximately 8:00 pm today, two ISIS terrorists riding a motorcycle targeted one of our military vehicles with machine gun fire, resulting in the martyrdom of two of our heroic fighters … in the town of al-Bahra, in the Hajin area of eastern Deir ez-Zor,' the SDF said in a statement. It labeled the attack as 'part of ISIS's ongoing efforts to destabilize the security and stability in areas our forces have liberated from the grip of terrorism,' vowing to continue the fight against the jihadists' 'growing threat' in the region. ISIS rose to power and seized swathes of Iraqi and Syrian land in a brazen offensive in 2014, declaring a so-called 'caliphate.' The SDF defeated the group in Syria in 2019 with the help of the US-led global coalition against ISIS. The Kurdish-led and US-backed SDF, the de facto army of northeast Syria (Rojava), has carried out numerous operations this year to counter what they say is a resurgence in ISIS activity, targeting both their forces and civilians. On Wednesday, the SDF announced the capture of a senior ISIS operative in Rojava's Hasaka city, in an operation with support from the US-led global coalition. Earlier in the day, at least one Kurdish-led internal security forces (Asayish) member was injured in two separate suspected ISIS attacks in Deir ez-Zor.

Baghdad ( – Iraq and Pakistan have agreed to launch a ferry service connecting Iraq's Umm Qasr port with Pakistan's Gwadar port, enhancing Iraq's maritime access through the Arabian Gulf. Located in southern Iraq near the Kuwait border, Umm Qasr is the Iraq's largest commercial port and a critical gateway for trade. The new ferry route, which will pass through Gulf waters, is expected to strengthen Iraq's logistics network, reduce transport costs, and support both trade and religious tourism. Umm Qasr port will also strengthen Iraq's connectivity to South Asia and the wider Gulf region. The agreement was finalized during a meeting in Islamabad on August 6, 2025, between Iraq's Deputy Head of Mission Abdulqadir Sulyman Alhimiri and Pakistan's Maritime Affairs Minister Muhammad Junaid Anwar Chaudhry. The ferry will be operated by Sea Keepers, the first international company licensed by Pakistan for such services. The route could facilitate Iraqi oil exports and increase imports of key Pakistani goods, including medicines, meat, and rice. The link may also benefit thousands of Pakistani pilgrims who travel to Iraq annually.

Shafaq News – Riyadh / Baghdad Iraq and Saudi Arabia signed a 17-point memorandum of understanding to boost joint efforts in combating drug trafficking and the smuggling of chemical precursors, according to a statement released by the Iraqi Minister of Health. The MoU outlines cooperation in information exchange, technical expertise sharing, and early warning systems, as well as joint efforts in prevention, monitoring, and surveillance. The statement described the signing as a 'significant step' in advancing regional partnerships to counter the growing threat of narcotics, reaffirming Iraq's commitment to collaborating with regional allies. The two countries have maintained close coordination in drug interdiction efforts. On March 16, Iraqi authorities foiled a smuggling attempt involving nearly seven million amphetamine pills hidden in a shipment of children's toys and ironing boards. The bust was made possible through intelligence shared by Saudi Arabia's Ministry of Interior. In a separate case, Iraq's Interior Ministry seized around 1.1 tons of Captagon pills smuggled from Syria. Iraqi officials confirmed that the operation was carried out with support from Saudi Arabia's General Directorate of Narcotics Control, which provided intelligence indicating the route through Syria and Turkiye.
