‘RSS never accepted Constitution': Congress slams Dattatreya Hosabale's ‘should socialist, secular stay in Preamble' remark

A day after Rashtriya Swayamsevak Sangh (RSS) general secretary Dattatreya Hosabale made a pitch for a discussion on whether the words 'socialist' and 'secular' should continue to remain in the Constitution, the Congress on Friday hit out at the outfit, saying that despite people rejecting Prime Minister Narendra Modi's 'campaign cry during 2024 general elections to change the Constitution', the demand continues to be made.
'The RSS has NEVER accepted the Constitution of India. It attacked Dr. Ambedkar, Nehru, and others involved in its framing from Nov 30, 1949 onwards. In the RSS's own words, the Constitution was not inspired by Manusmriti,' Congress MP and communication in charge Jairam Ramesh said in a post on X.
'The RSS and the BJP have repeatedly given the call for a new Constitution. This was Mr. Modi's campaign cry during the 2024 Lok Sabha elections. The people of India decisively rejected this cry. Yet the demands for changing the basic structure of the Constitution continue to be made by the RSS ecosystem,' he said.
'The Chief Justice of India himself delivered a judgment on November 25, 2024 on the issue now being raised by a leading RSS functionary. Would it be asking too much to request him to take the trouble to read it?' asked Ramesh.
He was referring to the Supreme Court order on November 25 last year, when it had dismissed petitions challenging the constitutional validity of the 42nd amendment by which the words 'secular' and 'socialist' were added to the Preamble of the Constitution during the Emergency period in 1976, saying 'these terms have achieved widespread acceptance, with their meanings understood by 'We, the people of India' without any semblance of doubt'.
A bench of then Chief Justice of India Sanjiv Khanna and Justice Sanjay Kumar said Parliament's power under Article 368 to amend the Constitution also extends to the Preamble and rejected the argument that the words could not have been added retrospectively in 1976 to the original Preamble which has a cut-off date of November 26, 1949.
On Thursday, Hosabale not only asked the Congress to apologise to the country for imposing the Emergency but also made a strong pitch for a discussion on whether the words 'socialist' and 'secular', inserted in the Preamble of the Constitution during the Emergency days, should continue to remain.
In a statement, Congress MP and whip in Lok Sabha, Manickam Tagore, said: 'The RSS always wanted the Constitution to be attacked, and to be removed… We all know RSS stands for Manuvad and they want to spread hate. They call themselves a cultural organisation, not a political one. We all know the attack on words like secularism and socialism is an attack on the Constitution and parliamentary democracy. We will fight for the Constitution.'

1 2 Guwahati: Assam CM Himanta Biswa Sarma on Friday reiterated his govt's pledge to reclaim over 4,400 acres of land, belonging to 922 Vaishnavite satras (monastic institutions) in four districts of the state, alleging that they have been encroached upon by illegal immigrants during previous Congress govts. "The Congress govt ignored sentiments of the indigenous people, while pandering to their illegal immigrant vote bank, which led to 922 Satra lands being encroached upon. Thousands of bighas of Satra lands are encroached across major centres," Sarma posted on X. Detailing the extent of encroachment, Sarma wrote that 7,137 bighas (2,355 acres) of satra land in Barpeta, 2,583.79 bighas (852 acres) in Nagaon, 2,757.39 bighas (909 acres) in Bajali and 896.76 bighas (295 acres) in Lakhimpur were being occupied by illegal immigrants. "We are on a mission to reclaim them," the CM added. The state govt has previously launched large-scale eviction and land recovery drives, successfully reclaiming significant portions of encroached land in recent years. To further protect these heritage sites, the Assam assembly has also passed the Assam Land and Revenue Regulation (Second Amendment) Bill, 2024, which restricts outsiders from buying land near heritage institutions, including major satras. In a comprehensive approach, the govt has also established a temporary Satra Aayog (commission) to oversee the protection, welfare and sustainable development of satras, with a long-term vision plan for their revival and preservation. This includes initiating legal and administrative reforms, such as satellite mapping and protective zoning under Mission Basundhara 3.0, to formalize land ownership and prevent further encroachment.

T'puram: Chief minister Pinarayi Vijayan came out against RSS general secretary Dattatreya Hosabale's demand to review secularism and socialism that were included in the preamble of the Indian constitution. "RSS general secretary Dattatreya Hosabale's call to review secularism and socialism in the Indian Constitution is a brazen attempt to dismantle the core ideals of our republic," Vijayan wrote in a social media post on Friday. Hosabale, on Thursday, demanded that the words socialist and secular, added to the preamble of the Indian Constitution by Indira Gandhi, should be reviewed. Invoking the Emergency to discredit these principles was a deceitful move, especially when RSS colluded with the Indira Gandhi govt during that time for its own survival, said the chief minister. "To use that period now to undermine the Constitution reflects sheer hypocrisy and political opportunism," he said. Secularism and socialism were not additions; they define India. Every citizen who believes in democracy must raise their voice against this communal agenda, said the chief minister. Meanwhile, CPI state secretary Binoy Viswam said CPI will oppose 'the new move by RSS to rewrite the preamble of the Constitution'. "Secularism and socialism are values that the country has always regarded as fundamental to Indian democracy. From the very beginning, RSS claimed that these are Western concepts and that there was nothing Indian about them," said Viswam.
