Not Everything Is An Agent

It is easy to be caught up in the excitement of this new, exciting, agentic world. Everything you look at could be an agent, replacing boring form-based workflows. Recently, Microsoft CEO Satya Nadella, talking to Bill Gurley and Brad Gerstner on their BG2 podcast, suggested that business applications could 'collapse' in the agentic AI era. His view was SaaS would be CRUD database with agents on top.
But not everything is an agent. Some of the earliest agents we built didn't necessarily need to be, but we wanted to deploy them just to get the experience of building an agent. For example, an employee booking their PTO. What was interesting was thinking about the process showed us the existing workflow we'd built had flaws. And while it would work as a workflow, it is much nicer as an agent.
We also discovered that building the agent was far easier than coding it and that it could be built, tested and deployed by a junior business analyst.
This got us thinking about the criteria to determine whether to build an agent or simply create a workflow linked to a button:
• Do you want to shield/isolate the user from your terminology/notation/process? In our PTO example, an employee can say, "I want to take time off / I need to book PTO / I need to schedule vacation / I was off last week," and the agent understands.
• Is the input unstructured data? Agents are great at making sense of this. An example would be pulling information from a call transcript and suggesting updates to the related opportunity. Another example is our agent that provides coaching roleplay to our sales teams based on a customer call transcript.
• Do you need to perform complex reasoning that would be complex to code? In our PTO example, we don't want employees to book time on a weekend or public holiday. We used a simple prompt template that has access to weekends and public holidays in the UK and U.S., and the agent understands them.
• Do you have complex validation rules where a rule is based on multiple field values? Again, an agent handles these if you give it the target output and think through the process. The PTO example requires you to provide a start date and length of PTO that is not on a weekend/public holiday and does not span a calendar year, and you need enough left in your balance for the year based on the policies for your country and seniority. And you cannot book PTO in less than 1/2 increments. This is complex logic, but it's just a few agent instructions. Easy to write, review, test and debug.
• Do you need some form of planning that cannot be coded? For example, constructing a quote based on criteria: A customer wants X licenses and has a maximum budget of $Y but is prepared to do a one-, two- or three-year deal, so what is the best way to structure it?
• Is it critical that the data is correct? Form filling can be overridden by users selecting the first dropdown or putting "..." in a mandatory field. The agent can guide them to the correct answer but also reduce the effort because it can use context to pre-fill information.
As we get more patterns for agents, and the pricing is more transparent and realistic, then many automations could cost-effectively be replaced with agents. But at the moment, ROI and cost shouldn't be the gating factor. This is a major disruption, and you need to start building agents to ensure you have the right foundations in place: well-understood business processes, strong data governance and data quality, documented systems metadata. And all this must be underpinned by a rapid but governed implementation lifecycle because agents will iterate fast at the beginning.
Every organization will find use cases for agents that will provide a huge competitive advantage. But this is only going to happen if you start experimenting. It's only when you get started that you will be able to uncover even more valuable use cases.
Let's look at process configuration mining, for example. We've built an agent that can take a system's metadata and document how it works as a process diagram. Not how you think it works. Not how you remembered it working. Not how the consultants said it worked. Not how the design document said it should work. How it actually works.
The process configuration mining agent is a combination of code and agent actions. It wouldn't have been possible without the AI capabilities, which are an enabler.
So not everything is an agent. But unless you start using simpler use cases, you may never discover a step change example.

WSP announced a $1 billion, seven-year partnership with Microsoft at the beginning of 2025 to accelerate the digitization of the architecture, engineering and construction industry via artificial intelligence. That alliance is now paying off, CEO Alexandre L'Heureux said on a second-quarter earnings call Aug. 7. 'In our bidding group … we believe that very soon we will be able to reduce some of our human output by close to 80%,' L'Heureux said. 'So that's not de minimis, because we have bidding groups across each and every segment and across each and every country. So that's an example of where we feel we can make a tremendous improvement and reduce human intervention.' It's not just AI creating those results, though: In the past decade, the Montreal-based construction giant's revenue per employee has seen constant growth while labor became cheaper, according to L'Heureux. 'Our revenue at the moment is growing much faster than our headcount,' L'Heureux said. 'That's why today, unlike perhaps five, six, seven years ago, I am not talking as much about headcount as we used to. To me, it's becoming more irrelevant.' Although the market is still 'very, very dynamic,' WSP has not seen much election-related disruption amid recent or upcoming votes in major markets including New Zealand, the U.K., Australia, Canada and the U.S., according to L'Heureux. Even with regime change in the U.S. and U.K., infrastructure spending remains a top priority for both of those countries, L'Heureux said. Although President Donald Trump's administration has brought some shifts in priorities — for instance, away from renewables and towards fossil fuels — he aims to facilitate and expedite investment. Projects and sectors Data centers and related projects remain hot, with 'robust activity across all of our geographies,' according to L'Heureux. 'Mandates encompass site acquisition, due diligence, master planning for new AI factories, greenfield data center design projects, brownfield data center upgrades and the growing power and water infrastructure demand,' L'Heureux said. WSP has also seen 'tremendous growth in power generation,' L'Heureux said, citing thermal and nuclear energy in particular. To that end, Power Engineers, the Hailey, Idaho-based engineering and environmental consulting firm it purchased in August 2024, had an organic growth rate of 16% this quarter. 'It was a must-do deal, and I'm extremely pleased that we completed this acquisition. It's very, very strategic for our platform,' L'Heureux said. 'I'm feeling very bullish on this acquisition and very bullish around this [power generation] sector.' Water continues to benefit from investment across most of WSP's geographies, L'Heureux said. The firm recently secured a role in an Ontario wastewater treatment plant expansion, as well as a major PFAS project for the U.S. Air Force in the Midwest that 'shows our strong position in the combined defense and water markets,' according to L'Heureux. Despite the Trump administration's reversal of environmental projects and protections, WSP's environmental backlog has continued to grow, even in the U.S., L'Heureux said. In particular, WSP's biodiversity and marine expertise are in high demand in Canada. The transportation infrastructure sector, including rail, continued to perform well, per L'Heureux. WSP won a role in the $3.9 billion Hampton Roads Bridge-Tunnel project in Virginia, as well as in the new terminal of Perth International Airport in Australia. By the numbers WSP reported revenues of $4.5 billion Canadian dollars ($3.3 billion) in its second quarter earnings, up 14.6% from CA$3.9 billion in Q2 2024. The firm's profits grew to CA$279 million in Q2 2025, up nearly 52% from the same period last year. Backlog stood at CA$16.3 billion, a 10.9% increase from Q2 2024. That was due mostly to continued strong performance in Canada, the Americas and Europe, Middle East, India and Africa, according to WSP CFO Alain Michaud, and to the fact that WSP reduced its presence in the Asia-Pacific region in the first half of the year after its performance slowed. 'Clients are recognizing the expertise that we bring to the table,' L'Heureux said. 'It allows us to be more selective in the projects that we undertake, but it also allows us to charge for the great work that our engineers are doing.' More M&A Although L'Heureux noted last quarter that election-related uncertainty was dampening the M&A market, he said his firm is continuing to pursue merger and acquisition opportunities. In June WSP acquired Lexica, a U.K.-headquartered consulting firm specializing in healthcare and life sciences, which adds 90 experts to the firm's Planning, Property and Advisory business in the region and forms a new Healthcare and Life Sciences Advisory team. WSP also announced an agreement in June to purchase the U.K.-based consultancy Ricardo, which delivers strategic advisory and engineering solutions that intersect the global transport, energy and environment agenda. What Happened? Shares of tax preparation company H&R Block (NYSE:HRB) fell 6% in the morning session after the company reported mixed second-quarter results, as an earnings miss and weaker-than-expected guidance for the upcoming fiscal year overshadowed a slight revenue beat. The tax preparation company posted adjusted earnings per share of $2.27, well below analyst expectations of $2.83. Although revenue came in slightly ahead of forecasts at $1.11 billion, the focus remained on profitability. The earnings miss was partly due to a one-time tax benefit of $0.50 per share being pushed to the next quarter. Looking ahead, H &R Block's earnings forecast for fiscal 2026 of $4.85 to $5.00 per share also fell short of consensus estimates. What Is The Market Telling Us H&R Block's shares are not very volatile and have only had 7 moves greater than 5% over the last year. In that context, today's move indicates the market considers this news meaningful, although it might not be something that would fundamentally change its perception of the business. The biggest move we wrote about over the last year was 12 months ago when the stock gained 18.5% on the news that the company reported strong second-quarter earnings. H&R Block provided optimistic full-year revenue and earnings guidance, which blew past analysts' expectations. Revenue, adjusted EBITDA, and EPS also came in higher than Wall Street's estimates during the quarter. Notably, the guidance included expectations for industry growth to fall within historical trends (about 1%) and for market share to be maintained in the tax business. Overall, this was a solid quarter with some key areas of upside. H&R Block is down 7.2% since the beginning of the year, and at $49.27 per share, it is trading 26% below its 52-week high of $66.60 from August 2024. Investors who bought $1,000 worth of H&R Block's shares 5 years ago would now be looking at an investment worth $3,311. Dive Brief: Continuing on its push to add artificial intelligence throughout its business, London-based builder Balfour Beatty has invested 7.2 million pounds ($9.6 million) into tech giant Microsoft's AI offering, Microsoft 365 Copilot, according to a July 31 news release. Microsoft's AI-powered assistant embedded within Microsoft 365 applications will operate securely within Balfour Beatty's compliant and confidential IT environment, which is distinct from publicly available tools, according to the news release. Alongside the investment, the company plans to develop AI agents to improve its quality, health and safety and assurance processes, with the first trial at an infrastructure project in Scotland, according to the news release. Balfour Beatty announced the AI development push in March 2024, during its full-year earnings call. Dive Insight: Balfour Beatty is running a pilot of the tech at the 185 million pound A9 project in Scotland, a road improvement job where the firm is upgrading a single-lane highway to two lanes, constructing four new bridges and delivering new side roads together with various junction upgrades. The AI agent, which focuses on inspection and test plans, identifies common issues that include incorrect or outdated templates reaching technical experts. As a result, the agent enhances the consistency, efficiency and quality of ITPs, according to Balfour Beatty. By automating the manual review process, which traditionally takes several hours and is repeated thousands of times across the company, the tool accelerates delivery and allows engineers to focus on high-value tasks such as design assurance and technical problem-solving, which ultimately boosts productivity, per the news release. 'This investment isn't just about embracing technology,' said Jon Ozanne, Balfour Beatty's chief information officer, in the news release.
