
TRAI responds to DoT's queries on digital connectivity rating for buildings
New Delhi [India], May 22 (ANI): The Telecom Regulatory Authority of India (TRAI) on Thursday released its response to the Department of Telecommunications' (DoT) back-reference in respect of telecom regulator's 'Recommendations on Rating of Buildings or Areas for Digital Connectivity' made in February 2023.
Digital connectivity is vital to the way people live and work. The exponential growth in digitalization during the last two decades has revolutionized the world impacting everything, from economy, innovation, science, and education, to health, sustainability, governance, and lifestyle, according to Ministry of Communications release.
In the past, Telecom Regulatory Authority of India (TRAI) and the Government have taken various policy initiatives to fulfil the demands of telecom connectivity.
Key recommendations already made by TRAI in this regard have been given in the Consultation Paper (CP) on 'Rating of Buildings or Areas for Digital Connectivity' in March 2022.
These policy interventions have helped in improving connectivity.
However, the Authority noted that all these efforts have fallen short in achieving the desired level of digital connectivity specifically inside the buildings or areas.
The Authority noted that confluence of the Internet of Things (IoT) with building operations and the future of the workplace is creating a significant opportunity for building owners, operators, and occupants to create smart, digitally connected spaces to support the end users.
To fulfil such demand, development of Digital Connectivity Infrastructure (DCI) should be made an integral part of basic infrastructure for Buildings. However, there are various issues in the current framework which are bottlenecks in achieving the demands of good digital connectivity.
In respect of development of buildings, there are relevant Acts, bye-laws, and regulations that prescribe minimum or essential requirements for building services like water, electricity, gas, fire safety, structural safety and other provisions. There are local bodies and authorities who are responsible to enforce the same by granting approvals at various stages of the construction of the Buildings as well as supervision during the construction and approval for the use of such facilities.
Model Building By laws (MBBL) published by the Town and Country Planning Organisation (TCPO) under Ministry of Housing and Urban Affairs (MoHUA) contains the provisions for all building services. States adopt the provisions of the MBBL in their respective State bye-laws for building development related activities.
In this context, the Authority had submitted comprehensive recommendations dated February 20, 2023 to the Government on 'Rating of Buildings or Areas for Digital Connectivity' to address the issues relating to in-building digital connectivity in a collaborative manner.
'These recommendations become more relevant in the present context and to achieve seamless 5G and upcoming 6G services inside buildings and to make them future ready. The 5G and upcoming 6G access networks require higher frequency to deliver high data rates, but higher frequency have higher attenuation rates due to building walls and other building materials,' the release said.
Subsequently, the DoT, through a back-reference dated March 19, 2025, sought clarification from TRAI on certain recommendations.
After examining the issue, TRAI has finalized its response to the back-reference. TRAI's response to the back-reference has been placed on the TRAI's website. (ANI)

YEIDA to buy 5,000 acres land for Japanese and Korean cities
NOIDA : Yamuna Expressway Authority has started buying land for several major projects, including Korean and Japanese industrial cities, a fintech hub , and new residential and institutional areas. It plans to buy another 5,000 acres from nearly 2,000 farmers in Sectors 4A, 5, 5A, and 11. The acquisition is part of its plan to develop the region around Noida International Airport into a global investment hub. Between 2021–22 and June 2025, the Authority has already acquired about 5,232 acres. This is in addition to plots acquired under Land Acquisition Act for Noida International Airport in Jewar and projects like international film city, medical device park, toy park and apparel park. Currently, two more industrial townships — a Japanese City to be built on 395 hectares in Sector 5A and a Korean City on 365 hectares in Sector 4A — are proposed in the area. While the Korean cluster, focusing on electronics manufacturing, including chips, semiconductors, AI hardware and cameras, is to come up just 10km from the airport, the Japanese City will combine a semiconductor and advanced-tech cluster with residential and commercial spaces. CEO Arun Vir Singh said both the clusters are to be self-sustained zones where 70% of land will be allocated for core manufacturing and the rest for supporting infrastructure, like commercial, residential and institutional facilities. A Fintech City is also set to come up on 250 acres in Sector 11. Sector 5, meanwhile, is earmarked for residential and group-housing projects, with land also reserved for civic facilities such as a children's home and an orphanage. While talks are on with farmers over land compensation, officials said UP govt has offered two rates to land losers: First is Rs 4,300 per sqm with no other benefits, and second is Rs 3,808 per sqm along with 7% abadi plot. Farmers, officials said, prefer the second option as they are to get alternative developed residential plots.

UP set to sign fresh lease with third-party developers for 13 Sports City projects
Noida: Yamuna Expressway Industrial Development Authority (YEIDA) is set to execute fresh lease deeds with third-party developers of 13 Sports City projects, following an Allahabad High Court decision allowing it to cancel the allotment of 1,000 hectares to Jaiprakash Associates Ltd in March this year. Officials said these 13 projects involved 13,132 buyers across sectors 25 and 19. According to them, executing the fresh deeds had become mandatory following the HC's decision, which nullified every reference to JAL in previous agreements. Apart from these lease deeds, a new tripartite agreement will be signed between the developers, homebuyers and YEIDA. While cancelling the allotment of land and upholding the interest of third-party developers (sub-lessees), a division bench of Justices Manoj Kumar Gupta and Kshitij Shailendra had on March 10 set a strict timeline for implementation. "Undoubtedly, the terms and conditions should be the same, as between JAL and the sub-lessees subject to the right of YEIDA to recover its dues. Upon execution of the lease-deed, YEIDA will stand substituted in place of JAL on the same terms and conditions as contained in sub-lease deeds between JAL and sub-lessees," the court said. YEIDA was asked to issue individual notices to the third-party developers within four weeks and complete all documentation in 12 weeks. Its CEO Arun Vir Singh said developers could upload their documents on the Authority's portal by June 21, the same deadline that applies to homebuyers. The developments in these 13 projects range from high-rise towers to villa plots. While Imperia Homes Planners has approvals for 629 flats in Sector 25, Royal Hometown Planners has 480 flats, of which 224 have been sold. Pyramid Townships' two parcels together make up 615 units. Gaur Sons' twin high-rise parcels in Sector 19 account for 3,104 units, followed by Solitaire Real Infra's tower cluster, which has 2,250 sanctioned flats. Gaur Sons' colony in Sector 19 has 3,230 plots, with 2,210 of them already sold. Presidency Infra Heights, MSA Developers, VGA Buildtech, Homes & Soul Infratech, and Imperia Structure add 2,824 more units between them. The March 10 ruling ended a five-year legal battle in the Allahabad HC. The case began after YEIDA cancelled JAL's Sports City allotment on Feb 12, 2020, over mounting dues. JAL, which was allotted the land parcel in a special development zone (SDZ) in 2008, had promised an international sports, education, and healthcare hub anchored by the Buddh International Circuit. It launched 12 housing schemes on its own and sub-leased the additional land for 13 more projects by third-party developers. JAL challenged the cancellation of land, and initially secured a stay order. But after multiple hearings, the HC upheld YEIDA's right to reclaim the land. On March 10, the court also asked YEIDA to complete JAL's 12 partially built housing projects with staggered deadlines — one year for projects 75% complete, 18 months for those at 50%, 30 months for 25% ready projects, and three years for the rest. A monitoring committee comprising govt officials, YEIDA executives, Rera representatives, and homebuyers' nominees will oversee the implementation. While YEIDA was preparing to bring in a construction partner, an interim order by the Supreme Court last month — restraining the Authority from appointing new developers without its permission — has temporarily halted the process. The matter will be heard again on July 19.
