
Africa Needs More Renewables, So Why Is It Investing In Fossil Fuels?

Sub-Saharan Africa (SSA) has an energy funding deficit. As our new research points out (for which I must credit my colleagues Anne Louise Koefoed and Sujeetha Selvakkumara), SSA needs to spend $20 billion per year to supply its citizens with access to clean and affordable energy by 2030. Instead, this figure is closer to $8 billion annually, which is part of the reason nearly half the population lacks access to electricity. As its economy and population grows, its electricity demand will quadruple to 2100TWh by 2050 – which is the approximately equivalent to half of what the U.S. uses today.
We are at the midpoint of a critical climate action decade and parties to the Paris Agreement are expected to submit their second Nationally Determined Contributions (NDCs) with a timeframe for implementation through to 2035. Yet, few have submitted their proposals.
DNV's review of current national commitments in Sub-Saharan Africa indicates a regional goal to limit emissions growth to 68% by 2030 compared to 1990 levels. However, these targets are conditional on international support.
Several countries in the region have set renewable generation targets. These targets vary widely. For example, the ECOWAS countries aim for a 19% share of generation from new renewables in the electricity mix by 2030, Nigeria is aiming at 36%, South Africa 41%, and Kenya is going for 100% in 2030 from renewable power generation.
Reported investment requirements for the energy transition agenda, such as those by Ghana in September 2023 and Nigeria in August 2022, highlight financing needs rather than reflecting existing domestic policy and funding. For example, about $410 billion above business-as-usual spending is needed in Nigeria between 2021 and 2060.
Despite requiring more investment, energy spending in Sub-Saharan Africa is going the wrong way. The region lagged in global energy investment, receiving just 3% of total energy funds and 1.5% of renewables between 2010 and 2020 and dropping to less than 1% since. Financing is also unevenly distributed, with a few countries receiving the bulk, while the 33 least-developed nations secured only 37% of renewable commitments from 2010 to 2019

Despite the manifold benefits of green electrotechnology, our analysis shows that, until 2023, most capital expenditure in the power sector was directed toward fossil-fuel power plants. On average, between 2015 and 2024, for every $3 invested in fossil-fuel power plants, only $1 was invested in solar and wind in the region. However, in 2023, for the first time in Sub-Saharan Africa's history, investments in solar and wind power surpassed those in fossil-fuel power.
The main reason for the previous lack of investment in solar and wind lies in the structure of capital financing. Large, centrally planned fossil-fuel projects typically benefit from state-guaranteed funding. To attract more investment into renewable power, it is crucial to enable the free flow of capital — which requires providing risk-guaranteed funding.
The success of utility-scale renewables hinges on an enabling policy environment, technical support, and international capital—particularly concessional finance and development bank funding to catalyze private investment. This highlights the critical role of COP29's finance agenda. The financing structure of renewable energy investments varies widely across Sub-Saharan Africa, with projects ranging from fully debt-financed to fully equity-financed models. Both debt and equity capital carry associated costs. The cost of debt is reflected in interest payments, while the cost of equity represents the opportunity cost of invested capital. This overall cost of capital (CoC) is a key determinant of whether a renewable energy project, such as a solar PV power plant, proceeds to implementation.
The cost of capital is influenced by the level of risk associated with the project. Two primary risk factors impact financing: technology risk and geographic risk. If a technology and its supply chain are not well established, the perceived project risk is higher, leading to an increased CoC. Even for mature technologies like solar PV, projects located in high-risk regions, such as many parts of Africa, face a 'risk premium' which raises the CoC compared with lower-risk regions.
DNV modeled two scenarios to assess how varying cost of capital assumptions affect future solar PV capacity in Sub-Saharan Africa compared with the Energy Transition Outlook (ETO) baseline.
If SSA had a CoC equivalent to that of Europe throughout the period from 2024 to 2050, the region's solar PV capacity would be 20% higher.

The dismantling of USAID will have far reaching consequences for Africa and can be regarded as a sign of where U.S. priorities now lie. With recent geopolitical changes and budgetary pressure, European countries have also prioritized security spending often at the expense of foreign aid and investment.
Recent turmoil in the international financial markets demonstrates how previous norms have been upended. The rise in yield of U.S. Treasuries show how risk perception is changing and although investors are unlikely to choose an African utility scale solar project over long-term American debt, there may be a window for African countries to present themselves as a more stable option than previously perceived.
The most interesting player is China. Although slower domestic growth has put the brakes on China's Belt and Road Initiative, Beijing may regard U.S. retrenchment in the Africa as an opportunity to act. African countries have already received billions in loans and grants from China and given that it is the global factory for green technology, there is an obvious investment gap for China to extend its soft power in the region.

NYC pension funds want asset managers like BlackRock to have legitimate net-zero plans—or lose their business
As the Trump administration funnels money into fossil fuels and the country largely retreats on climate efforts, New York City is trying to ensure its pension funds take the climate into consideration. In 2021, New York City officials announced that the city's pension funds divested an estimated $4 billion from fossil fuel companies, a landmark move in the effort to divest money from polluting industries. But divesting directly from these companies only covers a small portion of how the markets support the continued development of oil, gas, and coal. Major asset managers like BlackRock still invest in fossil fuels; so if a pension fund is invested in BlackRock, it's still essentially funneling money into oil, gas, and coal. Now, those asset managers will have to show the city that their investments align with New York's climate goals, or they could risk losing the pension funds' business. New York City Comptroller Brad Lander recently announced new climate standards for pension fund asset managers, including clear net-zero goals that decrease their scope 1, 2, and 3 emissions. Asset managers have until June 30 to submit their climate strategies to the city. Officials will evaluate those net-zero plans to ensure that they're 'real and actionable.' If an asset manager's plans fail to meet those climate standards, they'll be sent to a 'rebid' process, meaning they'll have to bid again for the pension funds' business, and the funds could then move their money to a different, cleaner asset manager. As part of any new bidding process, Lander will recommend evaluating an asset manager's corporate-level climate behavior as well. 'What we're doing is getting the New York City pension funds to use their buying power to shift money from dirtier money managers like BlackRock, who are bad on climate, to cleaner money managers,' says Pete Sikora, climate campaigns director with New York Communities for Change, a nonprofit that campaigned for these new standards. Activists hope that by taking business away from the less climate friendly asset managers, those companies will be forced to clean up their portfolios in order to get back the pension funds' business. New York City's five pension funds have nearly $300 billion worth of investments, with a few hundred asset managers. The largest is BlackRock, which holds nearly $60 billion of the funds' investments. (In total, BlackRock has more than $11 trillion in assets under management.) The city's pension funds include the New York City Employees' Retirement System (NYCERS), Teachers' Retirement System (TRS), and Board of Education Retirement System (BERS), which have all historically been progressive on climate action; TRS is also the largest investor with $109 billion in assets. (The other two funds are the New York City Police Pension Fund and the New York City Fire Pension Fund.) Already, since 2019, New York City's pension system has reduced its greenhouse gas emissions by 37%. It aims to be net-zero by 2040. This move to require climate plans from asset managers—and to stop investing with them if their climate plans aren't strong enough—is crucial to reaching that goal, Sikora says. It's a more impactful move than just divesting directly from fossil fuel companies, he notes, 'because it pushes the entire financial industry' to be cleaner. 'There's no way to stave off global climate catastrophe unless finance as a whole flees from oil, gas, coal, and deforestation,' he says. The move is also a direct response to the Trump administration's efforts to funnel money into the fossil fuel industry, and to push back the entire country's climate progress. 'We will not retreat from our strong climate action, a position that remains consistent with our fiduciary duty. Climate risk is financial risk,' Lander said in a statement. 'Some may cave to the Trump administration and reverse their climate commitments, but we will not be deterred from jointly prioritizing our climate goals and financial responsibilities.' (Lander is running to be the Democratic candidate in New York City's mayoral race, and has made ' standing up to Donald Trump ' a tenet of his campaign.) New York Communities for Change has been advocating for these climate standards for years, Sikora says, and was talking to Lander about the possibilities before he was even elected as comptroller in 2021. Before that role, Lander was on the city council, where he sponsored a resolution calling on BlackRock, JP Morgan Chase, Liberty Mutual, and other financial institutions to stop lending to and investing in the fossil fuel industry. That hinted to activists that he would be supportive of these efforts. Though this effort was years in the making, it's becoming more urgent as the financial industry backslides on climate commitments at large. In January 2025, weeks before Trump took office, six major banks left the Net-Zero Banking Alliance, a group that was setting net-zero targets for the financial world. Still, some funds are trying to hold banks to account. In February, the People's Pension, one of the United Kingdom's largest pension funds, said it was 'prioritizing sustainability' by pulling a majority of its money out of State Street; the fund moved £20 billion to a different asset manager, Amundi, which it says has stronger climate standards. Changes to New York City's pension funds won't happen immediately, though. After asset managers submit their climate plans to the city, officials have to review them before they make recommendations on whether to put the business up for rebid; those recommendations will likely start to happen in the summer or early fall. New York City's move to divest its pension fund from fossil fuels did face a lawsuit from oil and gas companies in 2023; in 2024, the city won. These additional climate requirements may also face criticism or legal pushback, particularly from the Trump administration, but Sikora is confident it will hold up in court. Investing in fossil fuels is no longer a sure route to profitability; thousands of oil and gas assets are at risk of becoming stranded —meaning they would be unprofitable or forced to shut down years before planned—because of the impacts of climate change. 'New York City pension funds have an interest in a healthy world,' he says. 'You don't have New York City pension funds in a dead New York City that is submerged under rising seas. . . . On a basic, prudential level, you shouldn't be furthering your own destruction with your investments.'

India's JSW Neo Energy Ltd. is seeking a loan of about $675 million to back its purchase of renewable energy platform O2 Power from Sweden's EQT AB and Singapore's Temasek Holdings, according to people familiar with the matter. Deutsche Bank AG and Mitsubishi UFJ Financial Group are the mandated lead arrangers and bookrunners of the five-year deal, said the people, who asked not to be identified discussing private matters. The loan is being syndicated to the broader market, they added, with investor meetings taking place in Dubai, Singapore and Taipei this week.

The trend-conscious young lady frequently travels to see her boyfriend in Johannesburg and always leaves with a head of 100 percent Indian Remy human hair. Remy is considered the best quality, as all the strands lie the same direction. 'The last one I bought cost me R6 000,' she giggles. 'My boyfriend almost died, but he knows it's worth it and that it will last. He also doesn't want me walking around with a matted mess on my head!' Women like Lulama are in abundance these days: willing to skimp on treats because doing their hair is considered to be as necessary as paying the bills. A while back, even the most style-conscious girl was happy to buy synthetic hair from friends or from a 'suitcase supplier' who brought back a few packets from their travels to the East. According to a report by Investment Networks, South Africa's ethnic hair industry is worth an estimated R9.7 million a year and it's growing at an astronomical rate. It is also showing resilience against the economic downturn that has affected many global markets. So it's no surprise that global beauty houses have turned their attention to Africa in the hope of tapping into the wealth of a growing middle class with money to spend. Beauty giant L'Oréal reported a sales growth of just 5.2 percent in the U.S. and only 1.7 percent in Western Europe for the second quarter of the financial year, while new markets such as Latin America, the Middle East and Africa posted a 10.3 percent rise in like-for-like sales. Impressive extension - Yaki to Remy One of the fastest areas of growth has been seen in the hair extensions business. Thanks to celebrities such as Beyoncé, Bonang Matheba and the ladies of TV, weaves and wigs have become a hair staple for many Black SA women. From Yaki to Remy, sew-ins to micro bonding and even lace-front wigs, extensions are clearly here to stay and continue to contribute big profits to the economy. Once again, not surprisingly, it's the premium end of the market that seems to be drawing the most interest and investment. Bucking the trend Hair-care company Mizani's story is a particularly interesting one. Traditional wisdom tells us that consumers with less money spend more on cheaper products; hence, many brands focus on the lower end of the market. However, as a premium product sitting in the L'Oréal professional product division, Mizani has become a key brand for the stable, despite its reliance on the hair salon industry as its primary distribution chain. The brand now has about 300 Mizani-affiliated salons across South Africa and is seeing continued sales growth in this market. 'Although we tend to focus on quality rather than trying to get into just any salon, I can say that the growth has been excellent – beyond expectation, in the double figures year on year,' says an elated Lindelwa Nkambule, a product manager at Mizani. With over 40 000 salons in the country, the significance of having a growing network of premium A-list salons is a definite indication of maturity for the industry. And, for any Black woman who's endured choosing her relaxer from buckets of mismatched product or washed her head hanging over a basin, just having the choice of better customer service is a big deal. 'Historically, stylists have not been trained. You became a hairdresser as an escape route. But [these days] you're seeing more and more stylists who are hungry for development and education,' says Lindelwa. The result has been cleaner salons, better service to clients and a greater diversity of products as well as price points. Unlike sodium hydroxide, which is found in Lye relaxers, the product doesn't have a permanent effect. Though hair won't be straight as an arrow, it does offer an option for those wanting a short-term straight look, as hair reverts to its natural style after a wash. Off the back of a growing African-American natural hair movement, and with access to global trends via YouTube tutorials, Pinterest boards and Instagram's robust hair community, more and more South African women are plugged into the latest global trends. They are even using social media to connect with their favourite brands. 'The consumers are on social media, are travelling and Googling. By the time a product is launched, they can't wait to try it,' says Lindelwa. 'The industry is largely unregulated and, while laws exist, they are not enforced. How often have you had a relaxer burn and done nothing about it?' asks publicist Farah Fortune. The show is one of a handful of local expos that cater to ethnic beauty and trends. It also hopes to encourage both legally and morally sound practices in the ethnic hair industry.
