The Mumbai Metropolitan Region Development Authority (MMRDA) blamed it on power failure caused by overcrowding.The Authority on Wednesday introduced some new measures for making Monorail operations safer, officials said.

"The passenger count could have crossed 20,000 if the operations had not been suspended due to the incident," said the officer.
