SHANGHAI: The United States' move to eliminate de minimis treatment for small packages and low-value imports from China will prompt Chinese cross-border eCommerce platforms to adjust supply chains and logistics networks, speed up the establishment of overseas warehouses and diversify layouts in emerging markets, experts say.
Shein and Temu, two Chinese cross-border eCommerce platforms offering a wide selection of merchandise at competitive prices, recently raised prices for US consumers.
The two platforms said recent changes in global trade rules and tariffs have caused their operational expenses to go up, making the price increases necessary.
The de minimis exemption allowed items valued at up to US$800 and sent from China via postal service to enter the United States duty-free and with minimal inspections.
The Trump administration decided to end the duty-free de minimis treatment for low-value imports by imposing a tax of 120% of the package's value, effective since May 2.
Recently, the US government has cut the de minimis tariff on low-value packages imported from China to 54% from 120%.
A US$100 flat fee will also apply to the packages, down from a US$200 fee set to come into effect by June.
The two Chinese online discount retailers have taken steps to buffer against the impact of the revocation of the small package tax exemption.
Shein has opened distribution centres and a supply chain hub in the United States and started to diversify its supply chain, adding more suppliers from Brazil.
It has expanded its presence in European countries, including Germany, the United Kingdom, France, Italy and Spain, as part of a broader push to explore diversified markets and work with local manufacturing suppliers.
Temu, which is owned by Chinese online discounter PDD Holdings, last year began adding Chinese sellers to its site that have inventory at US warehouses, allowing it to ship packages faster to shoppers in the United States.
He Yadong, spokesman for the Commerce Ministry, said at a news conference in Beijing that China firmly opposes the US decision to eliminate the de minimis exemption, as the move harms the interests of enterprises and consumers in both countries.
He noted that cross-border eCommerce meets the personalised needs of consumers in various countries with unique advantages of high efficiency, fast delivery and low costs, highlighting that the de minimis trade exemption will not stop the rapid development of cross-border eCommerce.
Hong Yong, an associate research fellow at the Chinese Academy of International Trade and Economic Cooperation, said the elimination of the de minimis exemption and increased duties on small packages will push Chinese cross-border online marketplaces to expand sales channels and optimise supply chain management to reduce dependence on a single market.
Hong said Chinese eCommerce platforms should invest more in establishing overseas warehousing, accelerate steps to expand their footprint in more diverse and emerging markets, and strengthen cooperation with international logistics enterprises to improve delivery efficiency and lower logistics costs.
As an important practice supporting the development of cross-border eCommerce, overseas warehouses allow domestic retailers to transport commodities in bulk to overseas locations in advance, which is conducive to lowering shipping costs and facilitating the efficient delivery of goods to consumers abroad, market observers said.
The development of overseas warehouses has been high on the government's agenda. China will advance the construction of overseas warehouses and expand cross-border eCommerce exports to accelerate the cultivation of new growth drivers for foreign trade, according to a guideline issued by the Commerce Ministry and other government departments last year.
Zhang Zhouping, an independent analyst who has been tracking the cross-border eCommerce sector for more than a decade, said that the recent US policy shift will not only result in reduced supply and fewer choices for local consumers, but also have a negative impact on the overall development of the global eCommerce industry.
Zhang said it is of vital significance for Chinese online retailers to strengthen localised operations in overseas markets in order to reduce international transportation costs and expand their global reach to diversified markets such as South-East Asia, Europe and South America.
'Overseas warehouses serve as vital infrastructure that boosts growth in the nation's cross-border eCommerce sector,' he said.
Zhang added that such facilities enable quicker customs clearance, faster delivery and lower costs, while safeguarding the stability and security of supply chains. — China Daily/ANN

The state Utility and Telecommunication Ministry signed a memorandum of understanding (MOU) with China Three Gorges International Ltd (CTGI) and Shanghai Electric Power T&D Group Co Ltd at the International Solar Photovoltaic and Smart Energy Conference (SNEC PV Expo) in Shanghai, China, on Tuesday (June 10). The MOU sets the framework for the Sarawak government, CTGI and Shanghai Electric to jointly undertake studies and collaborate to explore the potential development of floating solar, with a capacity not exceeding 1,000MW, on the Bakun reservoir. State Deputy Utility Minister Datuk Ibrahim Baki represented Sarawak Premier Tan Sri Abang Johari Openg to witness the MOU signing together with Shanghai mayor Gong Zheng. Also present was a delegation from Sarawak Energy Bhd led by its group chief executive officer Datuk Sharbini Suhaili. Delivering Abang Johari's keynote address at the event, Ibrahim said the partnership with CTGI and Shanghai Electric supported Sarawak's aim of ensuring energy security and environmental sustainability. "Sarawak currently has a generation capacity of about 5,900MW, predominantly from renewable hydropower sources. "By 2030, Sarawak targets a 10GW generation capacity and 15GW by 2035, with renewable sources making up over 60% of the capacity mix. "With its vast renewable energy resources, Sarawak has the potential to become a renewable energy powerhouse of the region," he said. The keynote address also highlighted Sarawak's growing focus on solar energy, including solar-hybrid rural electrification, hydrogen-integrated solar systems and the net energy metering scheme supporting solar adoption in housing developments. Additionally, Sarawak's first large-scale solar installation at the Batang Ai HEP began generating power in December last year. The 500MW floating solar farm, spanning over 190ha on the Batang Ai reservoir, also marks Sarawak's first integrated hydroelectric and solar power scheme. "This initiative will pave the way for further development of floating solar in Sarawak at other hydropower reservoirs through privately funded investments," the Premier's address said.

Hong Leong Investment Bank Research said the FBM KLCI may continue to trend sideways with an upward bias, following a positive phone call between Trump and Xi last week and the start of the second round of US-China trade talks, which are set to continue for a second day in London today. 'We believe Sunway REIT presents a decent opportunity, in view of the recent breakout and its uptrend intact share price movements,' it said. Malaysian Pacific Industries led the gainers, rising 32 sen to RM21.22, followed by Nestle, which climbed 26 sen to RM76. Heineken added 18 sen to RM26.98, while PPB Group gained 10 sen to RM11.08. HONG KONG: Asian stocks squeezed out more gains Tuesday as the latest round of China-US trade talks moved into a second day, with one of Donald Trump's top advisers saying he expected 'a big, strong handshake'. There is optimism the negotiations -- which come after the US president spoke to Chinese counterpart Xi Jinping last week -- will bring some much-needed calm to markets and ease tensions between the economic superpowers. The advances in Asian equities built on Monday's rally and followed a broadly positive day on Wall Street, where the S&P 500 edged closer to the record high touched earlier in the year. This week's meeting in London will look to smooth relations after Trump accused Beijing of violating an agreement made at a meeting of top officials last month in Geneva that ended with the two sides slashing tit-for-tat tariffs. The key issues on the agenda at the talks are expected to be exports of rare earth minerals used in a wide range of things including smartphones and electric vehicle batteries. 'In Geneva, we had agreed to lower tariffs on them, and they had agreed to release the magnets and rare earths that we need throughout the economy,' Trump's top economic adviser, Kevin Hassett, told CNBC on Monday. But even though Beijing was releasing some supplies, 'it was going a lot slower than some companies believed was optimal', he added. Still, he said he expected 'a big, strong handshake' at the end of the talks. 'Our expectation is that after the handshake, any export controls from the US will be eased, and the rare earths will be released in volume,' Hassett added. He also said the Trump administration might be willing to ease some recent curbs on tech exports. The president told reporters at the White House: 'We are doing well with China. China's not easy. However, they also warned: 'The current global trade war coupled with big spending cuts by the US government and possibly higher US inflation could derail US consumer spending to the point that the global economy contracts for multiple quarters.'
