‘Focus on flow, not fines': Chandigarh DGP's message to traffic cops
1 2 Chandigarh: In a visible shift on city roads, Chandigarh's traffic cops have been ordered to focus on managing traffic flow rather than stopping motorists without cause. The directive comes straight from UT DGP Sagar Preet Hooda, following a string of viral videos and public complaints alleging harassment by traffic personnel. The DGP has made it clear: manual challans are to be issued only for visible, serious violations. The rest? Leave it to the city's network of smart cameras. This policy shift gained urgency after a video surfaced on July 29, allegedly showing traffic constable Parveen accepting a ₹500 bribe from a car driver. The constable, posted at the Sector 45/46/49/50 chowk, was suspended and now faces a departmental inquiry. The action followed a report by DSP (Traffic) Shriprakash, submitted to SSP (Traffic) Sumer Pratap Singh. At a high-level crime review meeting, DGP Hooda emphasized that traffic enforcement must not turn into intimidation. Officers were told to avoid unnecessary confrontations and to stop vehicles only when a clear violation is observed. The crackdown comes amid growing public outrage. Several videos have gone viral in recent days, showing traffic cops allegedly targeting out-of-state vehicles—especially from Himachal Pradesh and Punjab—without valid reasons. One particularly disturbing clip featured a 12-year-old girl from Punjab, whose family was slapped with a ₹10,000 challan for a minor tyre protrusion on their Swift car. The family claimed they were mistreated during their visit to the city. The issue has now reached the UT Administrator's public hearing, with at least two formal complaints lodged. The Road Safety Committee, chaired monthly by the Deputy Commissioner, has also flagged the matter. DGP Hooda reiterated that only deliberate and serious violations should attract penalties. "We are here to ensure safety, not to create fear," he reportedly told officers.
