
HC issues notice to govt over Greater Bengaluru Authority Act
The PIL was filed by noted filmmaker T.S. Nagabharana and others. The matter was heard on Monday by a division bench comprising Chief Justice Vibhu Bakhru and Justice C.M. Joshi. After hearing preliminary arguments, the court directed the state and the BBMP to file their objections within four weeks.
Senior advocate M.B. Nargund, appearing for the petitioners, argued that the Act violates the 74th Constitutional Amendment, which was enacted to strengthen local self-governance through urban local bodies. He contended that the state government is undermining the constitutional mandate by attempting to centralize control over municipal administration, effectively bypassing elected representatives. The petitioners have also requested the court to direct the government to conduct BBMP elections within three months.
The petition expresses concern that under the new GBA structure, elected municipal representatives will be sidelined, with legislative and executive powers being extended to Members of Parliament and Members of the Legislative Assembly. It claims that municipal plans and decisions will now require GBA approval, thereby reducing the autonomy of the BBMP and weakening the role of locally elected leaders.
Additionally, the PIL criticizes the lack of criteria ensuring that GBA members are local residents or elected representatives. It argues that this could lead to a disconnect between decision-makers and local communities, undermining accountability and citizen representation in urban governance.
The petition also warns against dividing Bengaluru into multiple administrative zones under the GBA without conducting a scientific urban study. It points out that similar attempts in other cities have led to administrative failures and that issues such as population imbalance and social disparity could emerge. The move to appoint a Chief Commissioner over the entire GBA, while placing elected mayors and councillors under their authority, is seen as a blow to the democratic structure of urban governance. The High Court will take up the matter further once the state and BBMP submit
their responses.

Jubilant scenes unfolded at Shantisheela Housing Society on Law College Road on Saturday as Lt Colonel Prasad Purohit returned home for the first time after being acquitted in the 2008 Malegaon blast case. The National Investigation Agency (NIA) court, on July 31, acquitted all seven remaining accused, including Purohit, of all charges under the Unlawful Activities (Prevention) Act (UAPA), Arms Act, and other relevant laws, bringing to an end a legal battle that spanned nearly 17 years. We were determined to fight injustice to the end,' she said. A college friend of Purohit, part of the welcoming committee, said, 'He has finally received justice after 17 years. He returns home not as an accused, but as an innocent man. That is why we felt this welcome was necessary.' The 2008 Malegaon blast occurred on September 29, when a bomb strapped to a motorcycle exploded near a mosque at Bhikkhu Chowk in Malegaon, Nashik district, killing six people and injuring 95 others. The case, initially investigated by the Maharashtra Anti-Terrorism Squad (ATS) and later handed over to the NIA, had a total of 11 accused. Purohit, who was arrested in November 2008, spent nearly nine years in jail before being granted bail by the Supreme Court in 2017. Over the years, the case became politically and socially charged due to the alleged involvement of individuals linked to right-wing groups, leading to a contentious national debate. The NIA court's verdict came after examining 323 prosecution witnesses and eight defence witnesses. In its ruling, the court noted that there was insufficient evidence to prove the charges under UAPA and other sections against the remaining accused. Purohit's legal team has maintained that he was falsely implicated despite being an Army intelligence officer working to infiltrate and monitor extremist groups. His acquittal has been met with celebration in some quarters, while others have questioned the outcome, calling for a review of the investigation and judicial process.

Election Commission urges amendments to ensure smooth polls to GBA corporations
Bengaluru: Karnataka's State Election Commission (SEC) has urged the govt to amend the Greater Bengaluru Governance Act-2024 to plug legislative gaps and enable smooth conduct of elections to the city's newly created multi-corporation civic agency setup. In a letter to additional chief secretary of the urban development department, state election commissioner GS Sangreshi highlighted the absence of clarity in the current law regarding preparation of electoral rolls and conduct of elections. In his letter, he said: "Section 35 of the Greater Bengaluru Governance Act-2024 does not specify whether the SEC should prepare electoral rolls or adopt the Legislative Assembly electoral rolls." "There is a need for the govt to frame rules under Section 68 of the Greater Bengaluru Governance Act-2024 for conducting elections for councillors, mayors, deputy mayors, and standing committee chairpersons," the letter states. Currently, Karnataka Municipal Corporations (Election) Rules-1979 are in use for elections in other municipal corporations. The SEC has recommended their adoption for Bengaluru's five city corporations to maintain procedural uniformity and avoid legal ambiguity. The commission also stressed urgency of govt intervention. "The SEC urged the govt to take prompt action to amend Section 35, frame necessary rules, or adopt existing ones to facilitate the smooth conduct of elections under the Act," the letter stated. "These measures are essential for upholding the democratic process in the newly established multiple city corporations in Bengaluru," it added. The govt is yet to respond to the proposal. Mukhtar Ansari's son Umar Ansari arrested on cheating, forgery charges
The Ghazipur police have arrested Umar Ansari, the younger son of slain gangster-turned-politician Mukhtar Ansari, late Sunday evening in a case of cheating and forgery, police said. Former MLA Mukhtar Ansari died inside the Banda district jail last year. According to the police, the property linked to Mukhtar Ansari was confiscated under the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act. A petition was later filed seeking its release. Police allege that Umar Ansari, in a pre-planned conspiracy to gain unlawful benefits, submitted forged documents in court by faking the signature of his mother, Afsa Ansari, who is a wanted accused carrying a reward of Rs 50,000. The police said that a case has been registered in the matter, and Umar Ansari has been taken into custody. Further legal proceedings are underway. The FIR was lodged on Sunday at Mohammadabad police station in Ghazipur under various sections, including those related to cheating and forgery. Notably, Umar Ansari is also an accused in a separate case involving a controversial speech for which his elder brother, Abbas Ansari, was sentenced to two years in prison. Following the conviction, Abbas, then an MLA from Mau, lost his Vidhan Sabha membership. Umar's trial in that case is still pending.
