Accused of driving Malays from cities under guise of urban renewal, Nga Kor Ming says it's about rescuing the poor
The minister has been on the receiving end of a firing squad that has taken aim against the proposed law to redevelop ageing buildings and improve living conditions – especially for low-income urban communities – and which has at times, turned into a personal attack.
'These are all slanderers with nothing better to do.
'They say the original residents will be kicked out — this is all falsehood,' Nga told Malay newspaper Mingguan Malaysia in an interview published today.
He was also asked, point black, if the proposal was a subtle eviction of Malays.
'No. What do I gain by evicting people? Developers prefer buying their own land – it's faster and cheaper than negotiating endlessly with residents.
'Buildings, like people, have a lifespan. Wiring doesn't last forever. We're not obligated to help, but as part of the Madani Government, we sincerely want to help,' he replied.
He highlighted that just as the country will mark 70 years of independence in 2027, buildings, like people, age.
Some buildings, Nga said, are so unsafe that people sleep outside in dangerous conditions.

'I did an expedition with MPs and the media. Some people sleep beside their houses, with pythons. Can you accept this?' he asked in the interview.
The minister emphasised that redevelopment under the proposed Urban Renewal Act is designed to help, not displace residents.
'I already asked DBKL to give them PPR application forms for free. But why are Opposition parties blocking them from getting help?' he asked.
DBKL refers to the Kuala Lumpur City Hall while PPR refers to the People's Housing Programme in Malay.
Nga said the government plans to reduce the requirement for redevelopment consent from 100 per cent to 80 per cent — a move aligned with global best practices.
'In Tokyo it's 66 per cent. In Shanghai, two-thirds. Even in Singapore it's 80 per cent,' he pointed out.
He added that land ownership and legal statuses will remain untouched.
'If your house is on Malay reserve land, then it remains Malay reserve. If it's a 99-year leasehold, it remains a 99-year leasehold.'
Compensation, he said, will always be higher than current property values, based on official assessment by the Valuation and Property Services Department.
'We are not taking homes. We are offering compensation, and it must be more than the existing value,' he was quoted as saying
Nga cited Kampung Kerinchi in Kuala Lumpur as an example of successful renewal.
He noted that the old PPR flats had measured about 400 square feet and was worth about RM70,000.
But after renewal, each flat unit more than doubled their size to 850 square feet, could accommodate three rooms and could be priced more than six-fold, about RM450,000.
Nga urged Malaysians not to fall for racial rhetoric surrounding the Bill.
'If there are Opposition parties playing the race card, this is the biggest lie in the history of human civilisation.
'Usually, only bankrupt political parties with no ideas will resort to racial sentiments,' he told the weekend edition of Utusan Malaysia.

Cahill unopposed for ninth term as Hampton First Selectman
HAMPTON — Without a challenger, First Selectman Allan Cahill is poised to return to his seat in November, along with the Town Clerk and the Town Treasurer. Cahill, a Republican who has served since 2011. The Democratic Town Committee did not endorse a challenger, paving the way for Cahill's ninth term. The Democratic Town Committee did endorse two candidates to run against Cahill's running mate, John Russell, with the three candidates vying for two seats on the Board of Selectmen. The Democratic candidates are Bob Grindle and John Tillinghast, both of whom are already Selectmen. Tillinghast has served since 2021. Elkhart breaks silence out on SB 1
ELKHART — Elkhart Mayor Rod Roberson on Tuesday met with the community to address the possible impacts of Senate Enrolled Act 1 on the City of Elkhart. The city will also host a discussion with more detail surrounding the impacts of the bill on Elkhart and its residents. Roberson said his administration was working with municipal consultants, Baker Tilly, to understand the impact of Senate Enrolled Act 1 formerly known as Senate Bill 1 to Elkhart. 'Senate Enrolled Act 1 is the biggest disruption to local government revenue in the last 50 years,' he said candidly during the meeting held at Elkhart's City Hall Tuesday morning. 'Our philosophy and commitment to providing unparalleled service has not changed. We believe quality of place drives economic development and we will continue to invest where we can in services and projects that generate quality of life improvements for our residents.' Roberson said because the city has been a good steward of public funding and remains in strong financial standing, ASPIRE Elkhart projects and essential services to residents will continue. 'For example, our funding contribution to Fire Station 6 and the Hively Avenue Overpass will remain intact, and we are evaluating a way forward on the Public Safety Center,' he said. Rather, the change creates long-term challenges that Roberson said will affect every community across Indiana by cutting property taxes and overhauling local income tax. 'Because of this, Elkhart's future property tax revenues are now projected lower,' Roberson said. 'State estimates show up to $6 million lower in 2028. Even worse, the income tax we currently collect, about $34 million a year, will be eliminated in 2028, with the expectation that we recoup that locally by raising fees and utilizing new local tax options. This is not an insignificant challenge. We are talking about one-third of our entire budget. And it's not clear right now that local revenue options will be able to make up for the anticipated losses.' Roberson said the Indiana Governor Mike Braun and lawmakers have made it clar they expect cities to make up for the funding. Another law, House Enrolled Act 1461, Roberson notes, requires municipalities to create a local wheel tax in order to keep getting state funding for roads, even if the county already has a wheel tax. 'SEA 1 and our state legislators are also encouraging Indiana cities to charge a separate city income tax starting in 2028, on top of the county's income tax' he said. Roberson said his team is continuing to examine th changes and how other rising costs shift to residents. 'This huge drop in yearly revenue will make it much harder to pay for city services and projects,' he said. 'Elkhart is in good financial shape right now and will still move forward with top-priority projects thanks to our diligent savings strategy over the past several years. But we may have to delay or cancel less urgent projects. Unless the State Legislature fixes this, we'll eventually have to reduce our operating budget — which likely means cutting city services that support roads, parks and public safety. We're reviewing our budget carefully to make sure the money coming in can still support our core services. 'We want the public to know: this problem was caused by SEA 1, and it's hurting every city and town in Indiana,' Roberson added. 'Elkhart is working with lawmakers to try to fix it, but we've already had to delay projects and spend extra time and money just figuring out how to respond. We are working with state legislators to evaluate potential changes to the act and to hopefully mitigate the impact. We'll keep you updated and keep fighting for what Elkhart needs.' With that in mind, the Elkhart County's Finance Committee will meet at 5 p.m. Wednesday at the Elkhart City Council Chambers, 229 S. Tax Relief For Affordable Housing: Feasible, Simple, And Efficient
The last four posts in this series about property tax incentives to encourage more affordable housing have covered the concept in general and some specific programs in the country. Since property taxes are a cost, they ultimately end up being paid by the consumer. Lowering those costs in exchange for passing some of those savings to renters can be an efficient strategy to create lower cost housing for people who need it. Based on this review, here are the key elements that any abatement or exemption policy should have to be successful. Feasible—When it comes to housing development, state and local governments have some significant controls over costs, and property taxes are one of them. A temptation for local government is to squeeze developers for so many concessions for affordability, like extremely low rents or high rates of inclusion, that those costs eliminate the benefits of any tax relief. Any successful property tax reduction or exemption must come with requirements that are additive, not dilutive of value for the housing developer. Simple and Efficient—Programs to reduce tax costs and create affordability have to be easy to use. Too much administrative resistance at the front end or excessive compliance requirements adds real costs to development or operation. Rather than onerous regimes that assume housing developers and providers will game the system, rigorous evaluation of savings for taxpayers and residents is preferable. And the idea of tax incentives is that developers see more return on investment even while residents see lower rents and taxpayers get that affordability at a lower cost than other alternatives like Low Income Housing Tax Credits (LIHTC). Balanced—Picking up on that last point, local officials must balance the need to deliver real benefits for the community with real costs of producing housing. Creating new housing, maintaining and operating it, and keeping up with costs is a marginal business; that is, ongoing operations of housing must yield at least as much income as the costs of operation. Just like any other business, rental housing has to at least pay for itself, and if those costs exceed rent collections, like any other business, a housing project will be in trouble. Many in the public want to extract concessions from 'profits' of funds from operation. But those urges must be resisted in favor of feasibility. Focused on housing—The example of Oregon's program to uses property tax incentives is an example of one that simply asks too much. Building height is a necessary condition for creating density on a project site, and density does mean that more people can share the same costs of construction in the form of rent. This simple math—more people mean lower rents—is real. However, design mandates and inclusionary formulas for affordability miss the point, lower rents. Simple set asides allow developers more flexibility to build to feasibility rather than trying to meet some external standard that might add costs to production. Negotiated rather than formulaic—And formulas are understandable when local governments want to create fairness and predictability. But applying them inflexibly across an entire jurisdiction can lead to low participation. Negotiated programs like Maryland's Montgomery County might be more challenging to administer which adds costs for both government and housing developers, but allowing site conditions and immediate economic factors to drive the balance of incentive and performance can lead to wider use of incentives and thus, more affordable units. Exemptions are better than abatements—Exemptions for a set period with specific set asides seem to create the most predictability for the developer. The best performing program, with over 7,000 units created is Seattle's Multifamily Tax Exemption (MFTE). The exemptions edge out abatements because only reduce the taxes and don't eliminate them. It's worth a closer study to see if this truly matters, but in the case of the MFTE, the exemption has performed very well for developers, renters, and the City and its taxpayers. This brief review of property tax and housing indicates one important fact: reducing the real costs of property taxes for affordability is a useful and efficient tool to create affordable rental housing. Just as important is that there are many options to translate tax reductions and exemptions into real affordability for people who live in rental housing. The next part of reviewing the role of taxation in housing production is a look at tax credits. The biggest tax credit program of all is the Low Income Housing Tax Credit. But what about programs that give more straightforward tax credits for housing? We'll look at those next.
