Dibrugarh to get Rs 188-crore maritime skill hub: Sonowal

Guwahati: In a major boost for youth empowerment in the northeast, the ministry of ports, shipping and waterways (MoPSW) is establishing a cutting-edge Regional Centre of Excellence (RCoE) in Dibrugarh.
Announcing this on Friday during the ongoing Lok Sabha session, Union minister Sarbananda Sonowal said the Rs 188-crore project aligns with the Atmanirbhar Bharat mission and India's Maritime Amrit Kaal 2047 vision.
"Under the leadership of PM Modi, the northeast is no longer seen as a remote corner of the country, but a gateway to growth and connectivity. This new centre of excellence in Dibrugarh will harness the potential of our youth and equip them with world-class maritime skills," Sonowal said.
The RCoE will provide advanced training in smart navigation, marine engineering, logistics, IT, and certified courses in inland waterway operations and maritime safety. Completion is targeted within 19 months.
This new centre will complement the Maritime Skill Development Centre (MSDC) in Guwahati, which already offers training in inland vessel management, hospitality, and safety. Together, the two institutes aim to equip youth across the eight northeastern states with globally relevant maritime skills.

Sonowal added that the move will not only boost employment but also contribute to India's inland water transport economy.
He said as part of the Atmanirbhar Bharat initiative, select islands in Lakshadweep, Andaman & Nicobar, and Gujarat will be developed as maritime cities with facilities for eco-tourism, ship and seaplane repair, maritime training, free trade zones, and bunkering terminals, which are expected to generate over 50,000 direct and indirect jobs, creating employment opportunities for skilled maritime talent from the northeast via the two training centres in Dibrugarh and Guwahati.
"We are investing in human capital and infrastructure simultaneously. This initiative will open up new economic corridors through the Brahmaputra and connect the region to national and international maritime networks," Sonowal said.
With strategic investments in both human capital and infrastructure, the RCoE in Dibrugarh is poised to become a national hub for maritime excellence, Sonowal stated.

Although the purchases were made by way of the government's e-marketplace portal and also passed through the Third Party Inspection (TPI) agency and the Vadodara Municipal Corporation's auditing department, besides the Standing Committee, officials said that the inflated prices 'went unnoticed'. An official, speaking on the condition of anonymity, said that several items in the tender, including whistles, lighters and mosquito nets had been bought at a cost of over Rs 3,500 each, for which tenders had been invited in February and March this year. The total procurement amount was Rs 3.17 crore for 16 pieces each of pocket knives, gas lighters, whistles and other tools. 'While a departmental inquiry is underway to ascertain how the discrepancy was not raised by the TPI and the auditing committee, the VMC is already staring at an internal controversy with the new appointments as those fire officials, who were hopeful of getting the posts vacated by Patil and Bhatt, have already sounded a rebellion… The fact is that no one pointed out the inflated cost of the items listed in the procurement list,' the official said.

NEW DELHI: Brushing aside the allegation by opposition MPs Asaduddin Owaisi and Randeep Surjewala that the special intensive revision of electoral roll in Bihar is an exercise in disenfranchising minorities and precarious communities, the Election Commission on Wednesday asked them to get all such electors to file their claims and objections before Sept 1. "Mr Owaisi and Mr Surjewala should ensure that their state units and booth level agents (BLAs) facilitate those they complain have been wrongfully excluded to file their claims with the ERO to add them back in the electoral roll. Interestingly, even as the national party leaders have been complaining of alleged irregularities and imperfections in the roll, not a single claim or objection was filed by any of the 1.6 lakh party BLAs in the field, between publication of the roll on Aug 1 and 9 am on Wednesday," said an EC official. On the other hand, 3,659 individual electors directly filed their claims and objections during this period. Another 19,186 newly-eligible electors have also filed pleas for fresh enrolment through Form 6, along with the mandatory declaration. EC on Wednesday said it is revising the Bihar roll as per the Constitution and the extant laws, and with full transparency. AutoSaveMax Get Quote While the opposition parties question the purpose of the SIR exercise, EC underlined that it has also led to Bihar becoming the first state in the country to limit the number of electors per booth to 1,200, which is expected to cut queues on polling day. EC said lists of electors reported by BLOs as dead, permanently shifted, having two votes and who could not be contacted after at least three visits of BLOs were shared with all political parties and their BLAs on or before July 20, giving them ample time to report any wrongful additions or deletions.
