Karnataka revokes suspension of four cops, including ADGP Dayanand, in Chinnaswamy stadium stampede

BENGALURU: In a major relief to the beleaguered Indian Police Service (IPS) officers, the state government on Monday revoked the suspension of Additional Director General of Police (ADGP) and former Bengaluru city police commissioner B Dayanand and former deputy commissioner of police (Bengaluru Central) Shekar H Tekkannavar and has reinstated them into service with 'immediate effect'. Dayanand and Tekkannavar belong to the IPS batches of 1994 and 2014.
Besides the two IPS officers, the government has also revoked the suspension of state police officers -- former Cubbon Park assistant commissioner of police -- C Balakrishna and police inspector AK Girish and has reinstated them into service with immediate effect.
Dayanand and the other three police officers were suspended following the Chinnaswamy Stadium stampede on June 4, in which 11 people -- fans of Royal Challengers Bangalore (RCB) -- lost their lives, when they had gathered outside the stadium to celebrate RCB's maiden victory in the IPL tournament. Another IPS officer and former additional commissioner of police (Bengaluru West) Vikash Kumar Vikash, who was also placed under suspension following the stampede had got relief from the Central Administrative Tribunal (CAT), which quashed his suspension order on July 1. The government went in appeal against the CAT order the next day.
Meanwhile, the GO, issued on July 28, quoted Rule-3(7)(c) of the All India Services (AIS) (Discipline and Appeal) Rules 1969, to revoke the suspension of Dayananda and Tekkannavar and reinstated into service with immediate effect, 'pending the initiation of disciplinary proceedings under Rule 8 of AIS (Discipline and Appeal) Rules'.
The suspension of Balakrishna and Girish was revoked under rule 5(5) of Karnataka State Police (Disciplinary Proceedings) Rule 1965. They have been reinstated into service with 'immediate effect, pending the initiation of disciplinary proceedings as per the rules', read the GO.

Jaipur: Chief minister Bhajan Lal Sharma Wednesday ordered the mandatory retirement of nine police inspectors from the home department, in what was deemed as the govt's strict stance against "incompetence, indolence, and unsatisfactory performance" of state govt employees. Sharma also allowed initiation of proceedings under Rule 8 of the All-India Services (Discipline and Appeal) Rules 1969 against a Rajasthan cadre IAS officer in connection with a serious case of illegal land allocation. He also resolved old cases pertaining to retired officers, deciding to withhold pensions of five persons under the pension rules, ordering that 100% pension be withheld in the case of one officer convicted in a corruption case. Reviewing 37 cases of pending disciplinary action and prosecution approval, Sharma ordered action against 55 officers who are under investigation. He also approved investigation findings of certified charges against 14 retired officers. Among other actions, Sharma granted prosecution sanction against six officers and permitted detailed investigation under various sections of the Prevention of Corruption (Amendment) Act 2018 against two officers of the Rajasthan Administrative and Accounts Service. Thirteen serving officers were also slapped with orders to withhold annual salary increments pending departmental investigations.

1 2 Jaipur: The Rajasthan High Court Wednesday declined to grant interim relief to 27-year-old cricketer Yash Dayal, who is facing allegations of raping a minor. The court refused to stay his arrest or halt police proceedings in the case. Justice Sudesh Bansal, while hearing Dayal's plea, observed that since the survivor was a minor when the alleged incident first took place, no protection from arrest could be considered at this stage. The court has called for the case diary from city police and listed the matter for further hearing on Aug 22. Yash Dayal, a fast bowler from Uttar Pradesh and a member of Royal Challengers Bangalore, the current IPL champion team, was accused of sexually assaulting the girl when she was 17. According to the survivor's lawyer, the incident occurred about two years ago, when she was a minor. It was also alleged that Dayal called the girl to a hotel in Sitapura during IPL-2025 and raped her again. Sanganer Sadar police registered the case on July 23. As per the petition, the survivor introduced herself as a cricketer and came in contact with Dayal in connection with her sporting career. He further alleged that the complainant in Ghaziabad and that in Jaipur were in collision and a group was trying to blackmail Dayal by filing coordinated cases against him.
