In a major step towards combating cyber fraud and financial crime, the Department of Telecommunications (DoT) has announced sharing of 'Financial Fraud Risk Indicator (FRI)' with stakeholders. It is a risk-based metric that classifies a mobile number to have been associated with Medium, High, or Very High risk of financial fraud.

This will enhance cyber protection and validation checks in case of mobile numbers flagged with this tool when digital payment is proposed to be made to such numbers. The multi- dimensional analytical tool developed as part of the Digital Intelligence Platform (DIP) to empower financial institutions with advance actionable intelligence for cyber fraud prevention.

This classification is an outcome of inputs obtained from various stakeholders including reporting on Indian Cybercrime Coordination Centre (I4C's) National Cybercrime Reporting Portal (NCRP), DoT's Chakshu platform, and Intelligence shared by banks and financial institutions. It empowers stakeholders-especially banks, NBFCs, and UPI service providers- to prioritize enforcement and take additional customer protection measures in case a mobile number has high risk.

The Digital Intelligence Unit (DIU) of DoT regularly shares the list of Mobile Numbers that were disconnected (Mobile Number Revocation List - MNRL) with stakeholders along with the reasons for disconnections viz. found involved in cyber-crime, failed re-verification, exceeding prescribed limits. These numbers are also usually used for financial frauds.

As the life of a mobile number that is misused in cyber frauds is generally few days, and full verification can take several days, an advance indicator on risk associated with such numbers is very useful.

As soon as a suspected mobile number is flagged by a stakeholder, it undergoes multi-dimensional analysis, and classifies it into Medium, High, or Very High financial risk associated with it. It then shares this assessment about the number immediately with all stakeholders through DIP.

Ten days after Union home minister Amit Shah announced the launch of an e-Zero FIR initiative to expedite action against cybercrime, Delhi Police commissioner Sanjay Arora issued a formal order detailing the protocol to be followed by field officers. The initiative, launched as a pilot in Delhi on May 17, aims to fast-track investigations, improve fund recovery, and crack down on cyber fraud. Shah had said in a May 19 post on X that financial cyber complaints lodged on the National Cyber Crime Reporting Portal (NCRP) or via helpline 1930 would automatically be converted into FIRs — initially for frauds above ₹10 lakh. The system will later be expanded nationwide. In an order dated May 29, Arora instructed that investigations must begin without waiting for the complainant's signature. Officers are required to issue notices asking the complainant to sign the FIR at the local cyber police station within 72 hours. The initiative integrates the Indian Cybercrime Coordination Centre's (I4C) NCRP system, Delhi Police's e-FIR platform, and the National Crime Records Bureau's (NCRB) Crime and Criminal Tracking Network System (CCTNS), the order said. Once an e-Zero FIR is registered at the cyber crime branch police station, it will be transferred to the concerned territorial cyber police station. Investigative steps — such as freezing bank accounts, obtaining call detail records, and collecting CCTV footage — must begin immediately. 'Ensure the complainant is contacted without delay and requested to sign the printed copy of the FIR within 72 hours,' Arora's directive stated. If the complainant fails to appear, a formal notice must be issued stating that the case will proceed in accordance with Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which lays out the procedure for recording cognisable offences. An official aware of the process added that if the FIR remains unsigned after 30 days, it is liable to be withdrawn. The order also clarified the delegation of cases based on the value of fraud: complaints involving over ₹50 lakh will be handled by the DCP (Intelligence Fusion and Strategic Operations); those between ₹25 lakh and ₹50 lakh will be transferred to the DCP (Crime); and cases between ₹10 lakh and ₹25 lakh will be dealt with by the SHO of the cyber police station concerned. The commissioner emphasised that cyber police stations in each district must be made fully functional, with clearly defined responsibilities.

Chennai: In a coordinated crackdown on online fraud, the cybercrime wing arrested 136 cybercriminals across the state as part of Operation Thiraineekku-II which relied on scientific profiling, real-time monitoring, and financial trail mapping. What made the operation stand out was its back-end precision. Officers used the National Cybercrime Reporting Portal (NCRP) of the Union ministry of home affairs to profile accused peopke based on digital footprints, complaint data, and transaction histories. At the same time, bank fund trail analysis was deployed to detect and track mule accounts (accounts used to route fraudulently obtained money). The three-day operation, which began on June 2 and concluded in the early hours of June 4, led to arrests linked to 159 cybercrime cases statewide. Among the accused were six key players behind more than 30 shell companies and 100 bank mule agents. These are people who lend or sell their bank accounts to scamsters to move illicit funds and obscure the original source. During the raids, police seized 125 mobile phones, 304 bank accounts, 88 cheque books, 107 debit and credit cards, and 35 desktops — assets central to the functioning of fraudulent networks. The operation built on the earlier Thiraineekku-I effort in Dec 2024. Officials said investigations are still underway to track additional suspects, retrieve defrauded money, and identify inter-state linkages. Calling it one of the largest operations of its kind in the country, DGP Shankar Jiwal commended the cybercrime wing.

An elderly woman from Thrissur, Kerala, fell victim to an elaborate cyber fraud after being held captive on a video call by a scammer impersonating a police officer. The victim, identified as Treesa, was duped out of Rs 40,000 in a video arrest that lasted for over a day and a a resident of Meloor area, was contacted by the fraudster who claimed her mobile number was used to create duplicate SIMs for anti-national activities. The scammer, dressed as a police officer on a video call, said a person named Sandeep Kumar was involved in these activities and that foreign funds were being transferred to an account created using her demanded Rs 2,60,000 as part of a police investigation. When Treesa tried to pay by cheque, the transaction failed due to incomplete KYC verification. She then transferred Rs 40,000 in total to various UPI numbers provided by the scammer. Throughout the ordeal, the scammer ordered Treesa not to leave her room. 'I was fed up after sitting inside the room. After transferring the amount, I said I was mentally and physically tired. Then they told me that I could rest. That's when I started feeling suspicious,' she fraudster had instructed her not to tell anyone, to lock her door, and to alert them if someone knocked.
