Govt ropes in AI firm to speed up I4C's cybercrime response

The Indian Cybercrime Coordination Centre (I4C) is preparing to deploy an artificial intelligence system that will automatically classify complaints and detect emerging fraud patterns across the country's cybercrime reporting platform. The AI model, developed by firm S4AI, will be integrated into the National Cybercrime Reporting Portal following further formalities, officials said. The system addresses a critical challenge faced by victims filing complaints on the portal. 'When a complainant is under pressure to report on the NCRP, they often don't even know what kind of crime has happened,' said Nisarg Gandhi, co-founder of S4AI. 'They might file a complaint in their local language, sometimes they only have a call recording, or maybe just some evidence files.' S4AI's model can process audio complaints in 22 languages, scanned FIR copies and text descriptions to automatically identify crime types and methods of operation. The system was trained using real-life data from the NCRP. The technology emerged as the winner of an AI hackathon organised October 2024 by the Union IT ministry's India AI Mission and I4C, chosen from 20 shortlisted teams to claim a ₹25 lakh prize. 'We are facing numerous challenges in cybercrime. The volume, veracity and complexity of the problems that are posed to us can be addressed very successfully with AI models,' said Rajesh Kumar, CEO of I4C. The portal currently receives approximately 6,000 cases daily. The need for such technological intervention is stark. According to the National Statistical Office's 'Comprehensive Modular Survey: Telecom, 2025' released on May 29, only 12.6% of rural residents aged 15 and above know how to report cybercrime or fraud, compared to 27.8% in urban areas. Experts hope the AI system will not only improve efficiency but also bridge this awareness gap by simplifying the reporting process. A key feature of the model is its ability to flag emerging cybercrime patterns in real time. When similar complaints spike within a single day, the system alerts law enforcement agencies about potential new fraud methods, enabling investigators to respond quickly before scams spread. Once deployed, Gandhi said the model will operate entirely within the NCRP's infrastructure. S4AI will lose access to the system post-deployment, ensuring data security and control remain solely with the government.

HYDERABAD: Hyderabad City Police Commissioner CV Anand on Thursday inaugurated Zonal Cyber Cells (ZCCs) across all seven zones. Speaking at a press meet at the CCS office, Basheerbagh, he said each cell will operate under the supervision of the respective DCP. The initiative aims to deliver swift, localised responses to the rising threat of cybercrime. The ZCCs will serve as dedicated hubs within each zone for registering complaints, investigating cases, blocking fraudulent transactions and ensuring maximum refunds to victims. They will also provide timely support and collaborate with the Cyber Crime Police Station (CCPS) and external cyber forensic experts for complex investigations. Since its establishment in 2010, the CCPS has struggled to keep pace with the surge in cybercrime. Registered cases increased from 351 in 2015 to 3,111 in 2024 — a nearly 10-fold rise. Recognising this, Hyderabad police have decentralised cybercrime handling by setting up ZCCs. Staffed by 61 personnel — including seven sub-inspectors, three head constables, 36 police constables, and eight home guards — the ZCCs will act as task forces assisting local police in case detection, investigation, and refund facilitation. Cyber Crime DCP D Kavitha highlighted that these dedicated units possess the specialised skills required for cyber investigations, which local stations often lack. The police urge citizens to report cybercrimes via the 1930 Cyber Crime Helpline or at nearby police stations. Complaints registered on the National Cybercrime Reporting Portal are forwarded to ZCCs for prompt action, strengthening Hyderabad's digital security framework.

The move comes against a backdrop of a surge in cybercrime cases over the past decade: from 351 cases in 2015 to 3,111 in 2024, marking an increase of over 786%. The sharpest spike was recorded between 2019 and 2020, when cases nearly doubled from 1,393 to 2,550. Each unit will be staffed with trained officers and function directly under the supervision of the respective Zonal deputy commissioner of police, enabling faster case resolution and better engagement. The ZCCs will work closely with the Cyber Crimes Police Station (CCPS) for technical support and expertise. The CCPS, established in 2010 with 40 personnel, saw a major boost in manpower in 2023. It now operates with 147 staff members, including a deputy commissioner, additional DCP, nine inspectors, and 20 sub-inspectors, among others, who played a key role in training the ZCC personnel. A total of 61 officers were deployed across the ZCCs, including inspectors, sub-inspectors, head constables, police constables, and home guards. These officers underwent an intensive training programme conducted by the CCPS and supported by cyber forensics and legal experts from external organisations. The training focused on practical investigation techniques, digital evidence handling, and emerging cyber threats.

Noida: A 33-year-old woman in Noida was duped of ₹14 lakh after being allegedly put under digital arrest following a call from an international number, with the caller impersonating a telecom regulatory representative, police said on Tuesday, adding that a case was registered on Monday at the cybercrime branch police station. In her police complaint, the victim, name withheld, a private firm employee who resides in Sector 50, said she received the call on January 3 and filed the complaint on a cyber portal later that day. 'I was told on call that there were 17 complaints against the mobile number, including an FIR related to illegal advertisement and harassment, registered in my name,' reads the first information report (FIR). She was threatened that her current number would be blocked, and she would not be able to use any cellular network in India, officers said. 'I was told I had two hours to submit a police clarification letter or face dire consequences. He offered to help me connect with the police directly for faster action,' the FIR said. Police said later the fraudsters transferred her call to another person posing as a Mumbai police officer on the pretext of investigation. 'I was crying, trembling, pleading. I told them …have never been to Mumbai… They kept bullying me mentally cornering me, humiliating me, and emotionally,' she alleged in the FIR. Following her questioning, she was compelled to visit the bank despite her ligament injury and transfer ₹14 lakh. Later, her mother counselled her and she realised being duped, officers said. 'The case was then reported to the National Cybercrime Reporting Portal (NCRP), and following investigation, a case under relevant sections of cheating of the BNS and the IT Act was registered on Monday,' said cybercrime branch station house officer Ranjeet Kumar Singh.

Citizens who fall prey to cyber frauds—crimes that often transcend geographical boundaries—will soon no longer have to struggle with where and how to file an FIR. The Ministry of Home Affairs (MHA) has launched the e-Zero FIR initiative through the Indian Cyber Crime Coordination Centre (I4C), aimed at streamlining the registration of cybercrime cases and speeding up investigations and money recovery efforts. Announcing the move on Monday, Union Home Minister Amit Shah said that all cyber financial fraud complaints filed via the National Cybercrime Reporting Portal (NCRP) or the national helpline number '1930' will now automatically be converted into FIRs under the new system, TOI reported on May 20. In a post on X, Shah wrote, 'The new system, launched as a pilot project for Delhi, will drive investigations, swiftly cracking down on cybercriminals,' adding that it 'will soon be extended to the entire nation.' The automatic FIR conversion will initially apply to cases involving a threshold of ₹10 lakh and will be expanded to include all cyber financial fraud cases in future. 'The Modi government is bolstering the cybersecurity grid to build a cyber-secure Bharat,' Shah also posted. These cases involved cyberfrauds worth thousands of crores, of which ₹4,386 crore was saved due to timely interventions by I4C. In another response, the MHA revealed that cyber frauds reported via the NCRP accounted for nearly ₹36,450 crore in total. The e-Zero FIR system integrates the NCRP platform, Delhi Police's e-FIR mechanism, and the National Crime Record Bureau's (NCRB) Crime and Criminal Tracking Network & Systems (CCTNS). Under this process, any complaint of financial cybercrime above ₹10 lakh made to the NCRP or 1930 helpline will trigger the registration of a zero FIR with the newly designated e-crime police station in Delhi. These FIRs will then be forwarded to the appropriate territorial cybercrime police station for further action. Victims will be able to visit the respective cybercrime police station within three days to get the zero FIR converted into a regular FIR. The initiative is currently being piloted in Delhi, where the e-crime police station has been officially notified to register such FIRs and transfer them to the concerned jurisdictional police stations. Delhi Police and I4C have collaborated to ensure that the process aligns with the provisions of the Bhartiya Nagarik Suraksha Sanhita (BNSS). In a statement, the MHA said, 'This initiative will improve the conversion of NCRP/1930 complaints into FIRs, enabling easy restoration of money lost by victims and facilitating punitive action against cyber criminals.' The e-Zero FIR system is expected to be rolled out across all states and Union Territories following its successful implementation in Delhi.
