Nigeria's Economic Surge Overshadowed by Soaring Inflation and Widening Poverty

Nigeria's economy expanded by 4.6% year-on-year in the fourth quarter of 2024, marking its fastest growth in a decade, according to the World Bank. This surge was propelled by fiscal reforms and a rebound in the oil and services sectors. However, the growth coincided with a sharp rise in inflation and a significant increase in poverty levels, underscoring the complex challenges facing Africa's largest economy.
The World Bank's latest Nigeria Development Update attributes the economic acceleration to President Bola Tinubu's administration's policy measures, including the removal of petrol subsidies, currency devaluation, and enhanced tax administration. These reforms contributed to a reduction in the fiscal deficit from 5.4% of GDP in 2023 to 3% in 2024 and bolstered foreign exchange reserves to over $37 billion.
Despite these macroeconomic improvements, the country's inflation rate escalated to 34.2% in June 2024, driven by higher fuel prices and a depreciating naira. The inflation rate slightly eased to 32.7% by September but remained among the highest globally. The World Bank projects that inflation will average 31.7% in 2024, with a gradual decline expected in subsequent years.
The economic reforms have had a profound impact on the population, with the World Bank reporting that 129 million Nigerians, or 56% of the population, are now living in poverty. This represents a significant increase from 40.1% in 2018. The rise in poverty is attributed to the erosion of purchasing power due to inflation and the limited effectiveness of social safety nets.
Urban areas, traditionally more economically resilient, have also been affected. The proportion of urban dwellers living in poverty rose from 18% in 2018 to 31.3% in 2024. The World Bank notes that employment alone is no longer sufficient to escape poverty, as many jobs do not provide adequate income to meet basic needs.
The removal of fuel subsidies, while improving fiscal health, has led to increased transportation and production costs, further exacerbating inflationary pressures. The naira's depreciation, by 43% year-to-date by the end of August 2024, has made imported goods more expensive, compounding the cost-of-living crisis.
In response to the economic challenges, the Central Bank of Nigeria has tightened monetary policy to curb inflation. However, the effectiveness of these measures is limited by structural issues, including a narrow tax base and reliance on oil revenues.
The World Bank emphasizes the need for continued fiscal discipline and targeted social interventions to mitigate the adverse effects of the reforms. Expanding cash transfer programs and strengthening social safety nets are recommended to support vulnerable populations during the transition.

CAIRO - Saudi Arabia's Foreign Minister Prince Faisal bin Farhan Al-Saud said on Saturday that the kingdom will jointly offer with Qatar financial support to state employees in Syria. "The kingdom will provide with Qatar joint financial support to state employees in Syria," Bin Farhan said during a press conference with his Syrian counterpart Asaad al-Shibani in Damascus. He did not provide details on the size of the financial support to be provided by Riyadh and Doha. However, it echoes a similar move by Qatar to bankroll Syria's public sector. A joint statement by Saudi Arabia and Qatar later said on Saturday that the joint financial support would be delivered over a three-month period. It said the move came following an earlier contribution by Saudi Arabia and Qatar in April to settle Syria's outstanding arrears of around $15 million to the World Bank. The Saudi foreign minister's visit comes a few weeks after the U.S. made a surprise announcement on lifting sanctions on Syria's Islamist-led government which overthrew former leader Bashar al-Assad in December. U.S. President Donald Trump made the decision during his recent visit to the Middle East and said it was at the behest of Saudi Arabia's crown prince, whose country was a main advocate for the lifting of sanctions. The European Union also recently lifted economic sanctions on Syria. Bin Farhan referred to his country's role in helping to lift economic sanctions on Syria, saying that Saudi Arabia would continue to be one of the main backers of Syria on its path to reconstruction and economic recovery. He said he was being accompanied by a high-level economic delegation from the kingdom to "hold talks (with the Syrian side) to bolster aspects of cooperation in various fields". Several visits would then follow in the coming days by Saudi businessmen to Syria to discuss investments in energy, agriculture, infrastructure and other sectors, he said. The Syrian leadership is seeking to strengthen ties with Arab and Western leaders following the fall of Assad at the hands of Ahmed al-Sharaa's Sunni Islamist group, Hayat Tahrir al-Sham. It hopes a flow of aid and investments by Gulf neighbors following the lifting of economic sanctions would help it rebuild a state shattered by conflict. Syria's Sharaa is set to visit Kuwait on Sunday upon an invitation by Kuwait's Emir Sheikh Meshal al-Ahmad al-Sabah, Syrian state news agency SANA reported, citing a source in the Syrian president's office. Sharaa is set to discuss joint cooperation in various economic and political aspects in his first official visit to Kuwait, the source said. World Bank Unveils Open-Source Metadata Editor to Enhance Global Data Transparency

The World Bank has launched its first open-source software tool, the Metadata Editor, marking a significant step in its commitment to data transparency and open science. This web-based application is designed to assist data curators in documenting various types of data, including statistical indicators, survey microdata, geographic datasets, documents, images, videos, and scripts, in compliance with international metadata standards. By releasing this tool under the MIT License, supplemented with the World Bank's specific legal provisions, the institution aims to facilitate the creation of high-quality metadata that is credible, discoverable, interoperable, and AI-ready. Originally developed to support the World Bank's internal teams in managing statistical metadata in line with its Development Data Quality Policy, the Metadata Editor quickly garnered interest from external organizations. National statistics offices, international partners, and academic institutions recognized its potential for broader application. In response, the World Bank established a new institutional licensing framework to make the tool openly available, promoting its reuse and adaptation across various sectors. The Metadata Editor supports multiple metadata standards, including the Data Documentation Initiative Codebook 2.5 for microdata, ISO 19139 for geographic datasets, Dublin Core for publications and reports, and IPTC for images. Its modular architecture, developed using PHP and integrated with Python libraries like Pandas and GeoPandas, allows for seamless ingestion of datasets in various formats, automatic metadata extraction, and generation of summary statistics. This design ensures the tool's extensibility, enabling users to integrate new standards and schemas as they emerge. ADVERTISEMENT The open-source release has already led to collaborative efforts with international organizations. PARIS21, hosted at the OECD, is co-investing in the development of new features and engaging with national statistics offices in low and middle-income countries. INEGI, Mexico's national statistics and geography institute, is working with the World Bank to enhance the tool's capabilities for geographic datasets, with financial support from the Inter-American Development Bank. These collaborations exemplify the tool's adaptability and the benefits of open-source licensing in fostering innovation and shared development. The World Bank's adoption of open-source licensing for the Metadata Editor reflects a broader shift towards making software developed through public funding openly accessible. This approach not only extends the value of public finance beyond individual projects but also supports reproducibility in research. By combining shared data, code, and documentation, users can verify methods, replicate results, and apply models in new contexts, enhancing the overall quality and impact of development data. To support the sustainable implementation of open-source tools, the World Bank has established an Open Source Program Office . This office provides guidance and support to internal teams releasing software, ensuring consistency and adherence to the new licensing framework. The framework itself was developed in collaboration with the Bank's Legal unit and the Office of Information Security, addressing the legal complexities associated with open-source releases by international organizations. The Metadata Editor is available for deployment as a stand-alone desktop application or as a server-based tool, supporting collaborative metadata curation within research institutions, statistical agencies, data repositories, and digital libraries. When operated on a server, it facilitates multi-user collaboration, version control, and centralized metadata management, enhancing the efficiency and consistency of documentation workflows.
