Redress process for Post Office Horizon victims could go on for years

Many victims of the scandal are still awaiting full redress, as one of the final reports from the long-running inquiry – looking at the impact on those who had their lives destroyed and compensation – is set to be published on Tuesday.
More than 900 subpostmasters were wrongfully prosecuted by the Post Office between 1999 and 2015 after faulty Horizon software made it look as though money was missing from their accounts.
The previous Conservative government said those who had their convictions quashed were eligible for £600,000 payouts – with victims such as Amanda and Norman Barber accepting the fixed offer.
Despite losing their business and home, the Warrington couple said they found it 'almost impossible' to provide the details required to have their case individually assessed so did not want to risk 'getting less'.
Unexplained shortfalls in their accounts at Thelwall Post Office eventually led to them being prosecuted over a deficit of £5,600 – despite using around £200,000 of their own money to attempt to balance the books.
Both received a community order of 12 months and 100 hours' community service.
Speaking about the redress process, Amanda, 55, said: 'We were being asked to produce evidence we simply couldn't get our hands on with regards to our losses as we are talking going back 15 years.
'We found it almost impossible to provide the details needed to go down the route of having our case individually assessed.
'It just didn't seem worth it. I think subpostmasters are still being left in an impossible situation when it comes to seeking true and full redress.
'Given the time it would take we simply couldn't risk a full assessment and getting less, particularly because the lack of documents we had.
'It got to the stage where, when the £600,000 was offered, it seemed the best way to bring years of torture to an end.'
Redress has been a key issue for subpostmasters since the scandal came to light, with many finding the various compensation schemes difficult to navigate.
Lead campaigner Sir Alan Bates previously described the various processes as 'quasi-kangaroo courts', telling The Sunday Times that the Department for Business and Trade 'sits in judgment of the claims and alters the goal posts as and when it chooses'.
The chairman of the Horizon IT inquiry, Sir Wyn Williams, is due to publish his findings on redress on Tuesday, with Amanda Barber saying she will join other subpostmasters in attending the report's publication event.
She said: 'We feel we just need to be there to hear what is said.
'Lives were ruined and compensation has been made too hard to get, and too little by far.'
One law firm involved in securing redress for victims, Hudgell Solicitors, said it still had more than 700 ongoing compensation cases to resolve.
Solicitor Neil Hudgell said the firm had agreed damages for more than 300 people, totalling £170 million, but said the redress process had 'far too much red tape to get through'.
He said: 'We have seen inconsistencies between the various compensation schemes, which remain over-engineered and over-legalistic, with far too much red tape to get through.
'There has also been a repeated failure to give the benefit of the doubt to subpostmasters in appropriate circumstances.
'It's made it far too long a process for so many people who have been through so much, and are now in the latter stages of their lives.
'It has been retraumatising for many, and increasing numbers are sadly passing away without seeing redress.'
Addressing how long it could take for all claims to be settled, the solicitor added: 'At the current speed, we are looking at another two to three years.'
Mr Hudgell said one client who was initially offered £50,000 has seen their offer rise to £500,000.
He added: 'It is not a one-off glitch, but a stark illustration of a very common issue.
'It has been a painful process for all, and ended with a new appeals process being confirmed earlier this year, in recognition that many people had been under-compensated.'
In a statement, the Department for Business and Trade said: 'We are grateful for the inquiry's work, which has revealed the immeasurable suffering that victims of the scandal have endured.
'This Government has quadrupled the total amount paid to affected postmasters to provide them with full and fair redress, with more than £1 billion having now been paid to over 7,300 claimants.'

"We thought this was wrong, particularly from an administration that said they were going to invest well into social housing."The NDSS, established in 2015, sets different minimum internal floor areas for different properties depending on the number of bedrooms and acknowledged there could be issues with applying the NDSS to heritage building conversions but he said these could be taken into account by the Andy Platt, the current chair of the planning committee, agreed that the Bentilee scheme failed to meet space standards, although he noted that the plans had started under the previous said: "I do think national space standards are important. The national standards have got smaller and smaller over the years, but a lot of the council properties in the city meet the original ones from the 1940s, which were huge."Platt pointed out that some of the Bentilee properties had missed the standard by just one square metre. Adil Vasaya, 41, from Bolton, Greater Manchester, had purchased a chicken tikka sandwich, a pack of Walkers Max Flame Grilled, and a Mountain Dew as part of a meal deal from Tesco's Preston Superstore on Saturday, July 5. Moments after taking a bite in to the sandwich,he claims he felt the wiggling legs of a live cockroach crawling around in his mouth. "When I felt it in my mouth and I pulled it out I thought it was a piece of cinnamon – because it's a tikka one I thought it might be a bit of spice or cinnamon," Adil said. "As I put it down I saw legs come out and it started moving it just freaked me out." The whole ordeal has left a sour taste for Adil who said he struggled to eat for the next four days. "I couldn't even eat," he claimed. "I couldn't even face putting anything in my mouth. It literally traumatised me that much. For the first four days I just didn't feel like eating at all." Tesco says it is conducting a "full investigation" but has still not identified the source of the insect and said no issues have been reported in its supply chain. However, Adil claims that he's heard nothing from Tesco since returning the sandwich to the store, adding: "I'd like an investigation to be put forward to find out how this actually happened." A Tesco spokesman said: "We're sorry to hear about this. We work closely with our suppliers to ensure there are robust quality procedures in place and sandwiches are thoroughly checked throughout the production process. "In a situation like this we always ask that the customer returns the product to store for a full refund and so our team can fully investigate the potential cause."

Barron Trump's best friend Bo Loudon has been loudly supporting President Donald Trump and the Republican Party for years - and has managed to nicely nestle his way into the First Family's inner circle. The 18-year-old social media star describes himself as a 'pro-Trump influencer' and has recently taken pride in getting TikTok personality Khaby Lame deported. When Bo's not acting as the political party's mouthpiece - or wearing an ICE-emblazoned cap, he's busy showing off his lavish lifestyle, including hanging out with celebrities and traveling by private jet. In a social media post uploaded on Thursday (July 10), he said: 'I've been around many elites from Satanic Hollywood. 'President Trump is nothing like them. Trump is a stand-up guy that treats everyone around him the best he can.' And according to insiders, Bo is 'determined to win more of Gen Z for Trump.' Last year, a souce told the Daily Mail: 'He even got in trouble once at school for wearing so much Trump gear. 'The boys are business minded; they're patriots. But they are also normal, good kids who are finding their way.' Last April, Bo and Barron teamed up to host an April 'power summit' banquet for Bet-David, MMA fighter Colby Covington, and the entrepreneur Justin Waller, a business partner of the controversial internet personality Andrew Tate. Taking to X (formerly Twitter) on June 6, he wrote that Khaby is an 'illegal alien' in all caps before proclaiming that he has 'been working with the patriots at Trump's DHS' to deport the Senegal-born influencer. ICE confirmed Lame was detained at Harry Reid International Airport in Las Vegas on June 6, the same day Bo made his supposed involvement public. Khaby, who has over 162 million TikTok followers, overstayed his visa after entering the country on April 30, according to an ICE spokesperson. He was granted 'voluntary departure,' a bureaucratic euphemism for being kicked out. The spokesperson confirmed in a statement: 'Serigne Khabane Lame, 25, a citizen of Italy, was detained… for immigration violations. Lame was granted voluntary departure… and has since departed the US.' Bo claimed Khaby was detained at Henderson Detention Center, southeast of Las Vegas proper, though it's unclear how long he may have been in custody before leaving. ICE have not confirmed whether Bo was involved in reporting Khaby to authorities, but Bo has continued to celebrate his alleged role in the TikToker's removal. In the aftermath of the deportation, Bo denounced various media outlets' coverage of this incident, who reportedly called him a 'rat' and a 'rat extraordinaire.' He asked: 'Why? Because I helped President Trump's DHS deport TikTok's biggest star, Khaby Lame, for being in the U.S. illegally. I wish Khaby well and hope he returns as a LAW-ABIDING citizen.'
