
Six months without a new EU privacy chief, and still no deal in sight
Six months after the mandate of the privacy watchdog of the EU institutions – the European Data Protection Supervisor (EDPS) – expired, EU lawmakers and national governments still can't agree on who will lead the authority.
And the decision on who will take over from the current EDPS, Poland's Wojciech Wiewiórowski, is no closer to being taken, according to people familiar with the matter.
The selection process has been plagued by delays. Hearings, which were due before 5 December, when Wiewiórowski's mandate ended, were pushed back by the Commission to January because of delays with approving a shortlist of candidates.
After that, politicians failed to agree on a successor, with both the European Parliament and the member states backing different candidates from the four contenders picked by the Commission following hearings in January.
A special working group with representatives from both institutions was set up, which met a few times, but those meetings were inconclusive, and no further meeting has been convened on the issue.
The Parliament's Civil Liberties, Justice and Home Affairs Committee, LIBE, voted to appoint long-time Commission official Bruno Gencarelli, from Italy, while the member states are backing Wiewiórowski to stay on for another mandate.
In March, think tank Centre for AI & Digital Humanism and a group of privacy academics wrote to the Parliament and Commission presidents, signalling Gencarelli ought to be conflicted from the role.
Appointing him would be 'a violation of the constitutionally protected complete independence of EDPS and of the principle of good administration. This would also undermine the European system of checks and balances, in favour of the Commission,' the letter said, adding that the next privacy chief should be a 'candidate whose independence is beyond doubt.'
The EDPS job has never been held by a former Commission official: Wiewiórowski, as well as his predecessors Peter Hustinx (2004-2009 and 2009-2014) and Giovanni Buttarelli (2014 -2019) all previously worked at national supervisory authorities.
Established in 2004, the EDPS is unable to fine tech giants for breaches of EU privacy rules — that's a competence of the national data protection authorities — it publishes opinions on legislative proposals and weighs in on upcoming digital legislation.
In the absence of a new head of the watchdog, Wiewiórowski is continuing his work.
For example, earlier this month the EDPS office published an opinion on rules proposed by the Commission to establish a common system for the return of third-country nationals staying illegally in the EU.
His advice was to carry out an in-depth fundamental rights impact assessment 'to better identify and mitigate potential risks."
Isabelle Roccia, Managing Director, Europe of privacy professional's organisation IAPP, told Euronews that the role of the EDPS has developed much more than was anticipated when it created 20 years ago.
'It [now] oversees compliance for close to 80 EU entities and has built a significant role in EU policymaking over time,' Roccia said.
'Understandably, MEPs and member states are carefully gauging how the next Supervisor could navigate data protection vis-à-vis other areas of law, new technology, security and geopolitics, at a time when the Commission is focused on competitiveness and simplification,' she added.
The Commission did not reply before publication to a request for a comment.
French artificial intelligence (AI) start-up H Company, which launched last year and raised hundreds of millions of euros in investment before it had even released its first product, brought out three new AI agents on Tuesday.
"We are all in on the agentic race, that's our path. We are even potentially ahead with really good results in computer use technologies," Charles Kantor, the company's CEO and co-founder, told Euronews Next.
Agentic AI models, or AI agents, do not just process information but also try to plan and complete tasks and solve problems.
However, Kantor said that humans would 'always be at the centre' of their AI models, so that if the agent wrote an email, it would just be a draft and only the human would be able to send the message.
The three models that H has released are called Runner H, Tester H, and Surfer H.
H said that the three products reflect the company's vision for a "trusted, action-oriented AI that delivers task execution beyond traditional chatbots".
It claims that it achieves a 92.2 per cent success rate while reducing costs by up to 5.5 times against competitors such as OpenAI, Anthropic, and Google.
Runner H allows users to automate workflows and streamline tasks. Kantor said it was "a more advanced version of Manus," he said, referring to the Chinese AI agent. It is aimed at consumer use.
Surfer H allows you to surf the web and navigate browser environments, and the company claims the model achieved a 92.2 per cent task completion accuracy on the WebVoyager benchmark at $0.13 (€0.11) per task.
This is much cheaper than competitors, such as OpenAI's Operator agent, which costs $200 (€175) per month for its Pro subscription plan.
"It's really like almost an agent acting on your behalf, using planning to visual capabilities to recognise interfaces, clicking, scrolling, acting, fetching information, and so on," Kantor said.
Tester H is the final new model, which is built more for enterprise use with one of the big things it can do being software testing.
But it can also do things such as smart email replies. You can ask the agent to read your recent emails, and it can draft template answers. But the agent will not hit send; only the human can do this.
H said that the three products reflect the company's vision for a 'trusted, action-oriented AI that delivers task execution beyond traditional chatbots'.
All the models are trained on synthetic data, which means it uses artificially generated data designed to mimic real-world data, allowing the company to meet Europe's GDPR rules on data protection.
According to Kantor, he personally uses H's AI models for the interconnection between tools such as emails and documents to prepare information, such as for billing or drafting emails.
But he also uses it for preparing company content that is then reviewed, such as for ads and markets.
'When you start to review the work of an agent, you start to feel the productivity,' he said.
H Company created a buzz when it launched last year. Kantor was a university professor at Stanford while the start-up's other co-founders came from DeepMind.
Meanwhile, investment came from LVMH's CEO Bernard Arnault, Iliad founder Xavier Niel, Amazon, Samsung, and former Google CEO Eric Schmidt, among others.
But just several months after launch, three of the co-founders - Daan Wierstra, Karl Tuyls, and Julien Perolat - quit due to 'operational differences,' the company said in a LinkedIn post.
For Kantor, the situation surrounding their departure is "in the past".
"We had this kind of strategic disalignment, but now they are ambassadors of the company, and H's vision is really clear," he said.
"We want to be at the state of the art in terms of action models and the agentic space, and we want this technology to benefit humanity".
The company now has around 70 employees in Paris and the United Kingdom and has a big research and engineering department.
"It's kind of the concerto of age. You need to be able to really orchestrate in the right manner: Product, research, and engineering synergies to build category-defining AI," he said.
For Kantor, agentic AI is the next phase of AI, which will be vital to physical AI, which NVIDIA spoke of at length two weeks ago.
"We're gonna see a lot of companies thriving worldwide, but also in France, in robotics. I think Agent AI is gonna be the heart, the gist, I may say, of many fields," Kantor said, referring to computer games, simulated worlds, and robotics.
"The software part of robotics is gonna be based on agentics, superintelligence. The opportunities are numerous".

BEUC files complaint against Shein for alleged 'dark patterns' on app
Pan-European consumer organization BEUC filed a complaint with the European Commission Thursday against online fast-fashion retailer Shein for using "dark patterns," tactics designed to make people buy more on its app and website. Pop-ups urging customers not to leave the app or risk losing promotions, countdown timers that create time pressure to complete a purchase, and the infinite scroll on its app are among the methods Shein uses that could be considered "aggressive commercial practices," BEUC said in a report also published Thursday. BEUC also detailed Shein's use of frequent notifications, with one phone receiving 12 notifications from the app in a single day. "For fast fashion, you need to have volume, you need to have mass consumption, and these dark patterns are designed to stimulate mass consumption," Agustin Reyna, director general of BEUC, said in an interview. "For us, to be satisfactory, they need to get rid of these dark patterns, but the question is whether they will have enough incentive to do so, knowing the potential impact it can have on the volume of purchases." In a statement, Shein said: "We are already working constructively with national consumer authorities and the European Commission to demonstrate our commitment to complying with EU laws and regulations." It added that BEUC had not accepted its request for a meeting. Shein and rival online discount platform Temu have surged in popularity in Europe, partly helped by apps that encourage shoppers to engage with games and stand to win discounts and free products. BEUC has also previously targeted Temu in a complaint. Shein's use of gamification, drawing shoppers to use the app regularly, has helped drive its success. In the "Puppy Keep" game on the app, users feed a virtual dog and collect points to win free items. They can gain more points by scrolling through the app and by ordering items but must log into the game every day or risk losing cumulative rewards. BEUC noted that dark patterns are widely used by mass-market clothing retailers and called on the consumer protection network to include other retailers in its investigation. It said 25 of its member organizations in 21 countries, including France, Germany and Spain, joined in the grievance filed with the Commission and with the European consumer protection network. Late last month, the European Commission notified Shein of practices breaching EU consumer law and warned it would face fines if it failed to address the concerns. The company is also under scrutiny from EU tech regulators on its compliance with EU online content rules.

Germany's Merz heads for delicate talks with Trump
A month into his job, the conservative Merz, 69, is a staunch transatlanticist at pains to maintain good ties with what he considers post-war Germany's "indispensable" ally, despite Trump's unyielding "America First" stance. Merz will hope that his pledges to sharply increase Germany's NATO defence spending will please Trump, and that he can find common ground on confronting Russia after the mercurial US president voiced growing frustration with President Vladimir Putin. On Trump's threat to hammer the European Union with sharply higher tariffs, Merz, leader of the bloc's biggest economy, has argued that it must be self-confident in its negotiations with Washington, saying that "we're not supplicants". Despite the tensions, Merz said he was "looking forward" to his first face-to-face meeting with Trump. "Our alliance with America was, is, and remains of paramount importance for the security, freedom, and prosperity of Europe," he posted on X late Wednesday. His office has also voiced confidence that Merz will be spared the kind of public dressing down Trump delivered in the Oval Office to Ukrainian President Volodymyr Zelensky and South Africa's Cyril Ramaphosa. Merz is looking ahead to his first in-person meeting with Trump "with great calmness and joy", his spokesman Stefan Kornelius said, pointing to their "very good relationship" so far. "Germany is the third-largest economy in the world, and we have a lot to offer as an economic partner of the USA," Kornelius said. "At the same time, a very constructive and positive relationship with America is very important to us, for our own economy and for the security of Germany and Europe." Hungary's LGBTQ+ law breaches EU regulation, top court advocate says
Hungary infringed EU law by prohibiting or restricting access to LGBTI content when it adopted legislation designed to protect children and counter paedophilia, the Advocate General of the European Court of Justice has said in an opinion. Advocate General Ćapeta also suggested that Hungary breaches fundamental EU values, enshrined in Article 2 of the EU's Treaty. Advocates General's opinions are non-binding, though judges consider them and in most though not all cases tend to follow them. If the judges of the Court agree with the opinion of the Advocate General, they could demand that Hungary revoke or amend the law and could also fine Budapest. The case is considered a landmark for human rights suits within the European Union, and the European Parliament and 16 EU member states have joined themselves to the action, demanding that Hungary annuls the law. The law created tensions in Hungarian society The law was adopted back in 2021 by the Hungarian parliament in a push for what the government called child protection and the fight against paedophilia. But opponents and the LGBTI community saw it as a Russian style anti-LGBTI campaign that poses a threat to fundamental rights. The law prohibits the portrayal of LGBTI people or sex relationships involving underage people in education and media. For example, the law stipulated that books containing photos of same sex relationships had to be wrapped in foil in bookshops, and meant that several TV-programs with similar content were moved to overnight slots. The adoption of the law led to protests against the government, and the European Commission opened an infringement procedure against Hungary in the same year, saying the law is in breach of EU law and values. This year, Hungary issued a ban on gay pride events held in public spaces, based on the child protection law. The European Commission is currently investigating whether this legislation is in line with EU law. But Justice Commissioner Michael McGrath said at a debate at the European Parliament that the Budapest Pride poses no danger for children. The UK's secretary of state for business and trade has told Euronews he is hoping that British holidaymakers will be able to use e-gates in Europe 'as soon as possible' following the agreement struck with the EU in May. The European Union and the UK announced an agreement on 19 May to strengthen cooperation, the first such deal reached since the UK left the bloc in 2020. Jonathan Reynolds, the UK , delivers a keynote address during the Brussels Economic Security Forum on Thursday. As well as outlining new arrangements linked to travel, defence and fishing, the 'reset' focuses on farming, an industry heavily impacted by Brexit. Under the terms of the new deal, British animal and plant products are expected to face fewer checks when exported to the EU. For example, the UK could once again be allowed to export raw sausages and burgers to the EU for the first time since Brexit — thanks to the proposed SPS (sanitary and phytosanitary) agreement. However, the implementation details are still pending. Under the new deal, British travellers will be able to take advantage of the faster e-gate passport checks at many EU airports, but full details have yet been released on when this will be introduced. 'We hope it is as soon as possible because part of the agreement is the Commission saying there's no legal impediment to the use of e-gates,' Reynolds told Euronews. Reynolds said that the e-gates carried 'huge efficiency advantages', adding: 'I want people who are going on their summer holiday from the UK to have the ease and use of that.' Reynolds said his focus now is on implementing the May agreement, and dismissed opposition arguments against the agreement from the UK's Conservative and Reform parties. 'I think there is a coalition [in the UK] we can build that doesn't want to look to the past,' he said, saying such a coalition recognised the relationship as valuable in terms of trade, rather than revolving around issues of EU membership and constitutional issues. 'Let's not forget on fishing, there is no less access, no diminishing of the UK position from what is already the case and actually what is already the case is better than it had been in some previous years,' Reynolds said. There will 'always be people who want to not move on. That's politics. And my political opponents in the UK have stated that', Reynolds said, but he said he was confident that such arguments would not prevail in a future election.
