Kuwait warns against politicization of human rights issues at UN forum

GENEVA, July 5: Kuwait's delegation to the United Nations in Geneva emphasized the critical role of technical cooperation and capacity-building in advancing human rights, while calling for the avoidance of politicization and selectivity in providing such support. This was highlighted in a statement delivered by Diplomatic Attaché Asma Abdullah Al-Hajji during a panel discussion on 'Capacity Building and Technical Cooperation in the Field of Human Rights,' held as part of the 59th session of the UN Human Rights Council (UNHRC).
Al-Hajji reaffirmed Kuwait's firm commitment to mutual respect among nations and stressed that technical cooperation should be responsive to the specific requests of countries and aligned with their national priorities and development needs across relevant fields. She described technical cooperation as a key element in achieving the goals of the 2030 Sustainable Development Agenda, underscoring Kuwait's dedication to supporting sustainable progress worldwide.
The Diplomatic Attaché also highlighted the importance of exchanging expertise and successful practices among countries, emphasizing that such collaboration must be grounded in partnership, understanding, and respect for each nation's cultural and social specificities. This approach, she noted, fosters an environment conducive to promoting rights and freedoms in an inclusive and sustainable manner.
Kuwait expressed its readiness to continue constructive cooperation with relevant UN mechanisms and pledged support for initiatives aimed at empowering countries to enhance their capacities in safeguarding human rights. Al-Hajji called for depoliticization and non-selectivity in the delivery of technical cooperation and capacity-building efforts, reiterating Kuwait's commitment to maintaining respectful relations with all countries.
The panel discussion also examined the role of technical cooperation in supporting the efforts of the Office of the High Commissioner for Human Rights (OHCHR) to strengthen national human rights protection frameworks. Participants emphasized the vital contribution of national institutions and mechanisms responsible for implementation, monitoring, reporting, and follow-up as part of comprehensive strategies to ensure respect for fundamental rights and freedoms.

He condemned the Israeli occupation's refusal to allow UN officials access to the occupied Palestinian territory, calling this an 'unacceptable obstruction' of investigative efforts and urged immediate and unconditional facilitation of such visits. Al-Bannai also drew attention to Sudan, the Democratic Republic of the Congo, and Myanmar, where entire communities have endured collective trauma from widespread sexual violence, often with ethnic targeting. He called on all parties to cooperate with the UN, ensure documentation of crimes, protect survivors, and prevent reprisals. The ambassador warned that the persistence of such crimes undermines peace and security, affirming that accountability is not optional but a legal and moral duty, and survivors must see justice delivered through national courts or international mechanisms where necessary. The Gulf Group expressed support for the Secretary-General's recommendations, including sanctions such as travel bans, asset freezes, and the recognition of sexual violence as a standard criterion for sanctions regimes. The statement also called for vetting of armed and security forces to exclude perpetrators and for binding provisions against sexual violence in ceasefire and peace underscored the importance of deploying Women Protection Advisers with sustainable UN funding, alongside survivor rehabilitation and awareness concluded that sexual violence in conflict is not inevitable but a preventable crime, ending it requires political will, accountability, and unwavering support for survivors.' No one immediately claimed responsibility for the attack in the town of Unguwan Mantau, in the state of Katsina, but such attacks are common in Nigeria's northwestern and north-central regions where local herders and farmers often clash over limited access to land and water. The attacks have killed and injured scores - last month, an attack in north-central Nigeria killed 150 people. The prolonged conflict has become deadlier in recent years, with authorities and analysts warning that more herdsmen are taking up arms. The state's commissioner, Nasir Mu'azu, said the army and police have deployed in the area of Unguwan Mantau to prevent further attacks, adding that gunmen often hide among the crops in farms during the rainy season to carry out assaults on communities. He added that the mosque attack was likely in retaliation for a raid by Unguwan Mantau townspeople, who over the weekend ambushed and killed several of the gunmen in the area. Dozens of armed groups take advantage of the limited security presence in Nigeria's mineral-rich regions, carrying out attacks on villages and along major roads. The farmers accuse the herders, mostly of Fulani origin, of grazing their livestock on their farms and destroying their produce.
