Hong Kong opens probe into AI-generated porn scandal at university

GMA Networka day ago
HONG KONG — Hong Kong's privacy watchdog said Tuesday it has launched a criminal investigation into an AI-generated porn scandal at the city's oldest university, after a student was accused of creating lewd images of his female classmates and teachers.
Three people alleged over the weekend that a University of Hong Kong (HKU) law student fabricated pornographic images of at least 20 women using artificial intelligence, in what is the first high-profile case of its kind in the Chinese financial hub.
The university sparked outrage over a perceived lenient punishment after it said Saturday it had only sent a warning letter to the student and demanded he apologize.
But Hong Kong's Office of the Privacy Commissioner for Personal Data said Tuesday that disclosing someone else's personal data without consent, and with an intent to cause harm, could be an offence.
The watchdog "has begun a criminal investigation into the incident and has no further comment at this stage", it said, without mentioning the student.
The accusers said in a statement Saturday that Hong Kong law only criminalizes the distribution of "intimate images," including those created with AI, but not the generation of them.
There is no allegation so far that the student spread the deepfake images, and so "victims are unable to seek punishment... through Hong Kong's criminal justice system," they wrote.
The accusers said a friend discovered the images on the student's laptop.
Experts warn the alleged use of AI in the scandal may be the tip of a "very large iceberg" surrounding non-consensual imagery.
"The HKU case shows clearly that anyone could be a perpetrator, no space is 100 percent safe," Annie Chan, a former associate professor at Hong Kong's Lingnan University, told AFP.
Women's rights advocates said Hong Kong was "lagging behind" in terms of legal protections.
"Some people who seek our help feel wronged, because they never took those photos," said Doris Chong, executive director at the Association Concerning Sexual Violence Against Women, referring to cases at the group's crisis center.
"The AI generations are so life-like that their circulation would be very upsetting."
Asked about the case at a Tuesday press briefing, Hong Kong leader John Lee said most of the city's laws "are applicable to activities on the internet."
HKU said on Saturday it will review the case and take further action if appropriate. — Agence France-Presse

Chinese warships approach PH-US exercise off Zambales

The Philippine Coast Guard patrol vessels BRP Cabra and BRP Suluan sail alongside the guided missile destroyer USS Curtis Wilbur during a joint exercise off the Zambales as seen from the Philippine Navy frigate BRP Miguel Malvar on Wednesday, July 16, 2025. GMA INTEGRATED NEWS Chinese warships approached and issued a radio challenge to Philippine vessels that were conducting joint exercises with the United States Navy off the Zambales coast. According to Chino Gaston's Wednesday report on '24 Oras,' the ships that took part in the exercise were the BRP Miguel Malvar, the Philippine Navy's newest frigate purchased from South Korea, the US Navy guided missile destroyer USS Curtis Wilbur and Philippine Coast Guard (PCG) patrol vessels BRP Cabra and BRP Suluan. Meanwhile, the People Liberation Army Navy (PLAN) Jiangkai class frigate with bow number 551 and Jiangdao Corvette with bow number 646 were observed shadowing the joint exercise. The Chinese warships were accompanied by a Chinese Coast Guard vessel with bow number 4203. According to the Philippine Navy, the Chinese warships approached BRP Malvar to a distance of three to four nautical miles, but these later came nearer to the smaller PCG vessels. The Chinese also conducted a radio challenge but did not repeat it. ''Yung activity natin with the Philippine Coast Guard is very important because every time na mag-operate ang Coast Guard natin, we always support 'yong law enforcement ng Coast Guard,' said Lieutenant Commander Bryan Magura, the operations officer of the Malvar. (Our activity with the PCG is very important because we always support the Coast Guard every time they conduct their law enforcement activities.) 'So we are here to show that the coordination and interoperability with the Philippine Navy and the Philippine Coast Guard, to include 'yung partner nations natin, is enhanced and improved (to include our partner nations in enhancing and improving our operations),' he added. The division tactics exercise began at around 1 p.m. where the training focused on various sailing formations. In all maneuvers, the two PCG ships were in the middle of the formation. From the Malvar's flight deck, its Agusta Westland helicopter took off to observe from the sky and take photos. Two PCG vessels participated in the multilateral cooperative activity along with the Philippine and US navies in preparation for future missions where they need to be accompanied by warships. This is the eighth maritime multilateral cooperative activity (MCA) the Philippines has had with allied countries. According to the Armed Forces of the Philippines, these military exercises will continue, along with adding more Philippine Navy ships and more allied countries that support the Philippines' defense of its exclusive economic zone — Mariel Celine Serquiña/RF, GMA Integrated News

Sara Duterte: Marcos economic team should've prepared for Trump tariff

The US flag, decreasing stock graph and word 'Tariffs' are seen in this illustration taken, April 4, 2025. REUTERS/Dado Ruvic/Illustration Vice President Sara Duterte said the economic team of the Marcos administration should have prepared for US President Donald Trump's imposition of a higher 20% tariff rate on Philippine goods exported to America as the move was already "expected." "Well, dapat 'yan unang-una, expected na darating na 'yan, 'di ba? Kasi pag-upo pa lang ni President Trump, ay nagsabi na siya na isa 'yan sa mga priority niya na gagawin," Duterte said in an interview in The Hague, Netherlands on Tuesday. (Well, that should have been expected from the very beginning because as soon as President Trump came into office, he already said that it was one of his priorities to implement that.) "So, dapat meron nang plano ang ating economic team kung ano ang gagawin doon sa mga i-impose na tariffs sa ating pagnenegosyo sa United States of America," she added. (So, our economic team must have prepared a plan on what to do with the tariffs that will be imposed on our goods exported to the United States of America.) The Vice President also said that a "core team" from that economic team should have been coordinating with their counterparts in the US government. GMA News Online has requested comment from Malacañang regarding the Duterte's remarks, but it has yet to respond as of posting time. Special Assistant to the President for Investment and Economic Affairs of the Philippines Frederick Go said last week that the Philippine government was taken aback by Trump's move to slap a higher tariff rate on the country's goods exported to America, despite earlier efforts to haggle for lower duties for products imported from Manila. "We are in receipt of the United States latest reciprocal tariff for the Philippines. We are concerned that, notwithstanding our efforts and constant engagements, the US still decided to impose a 20% tariff on Philippine exports," Go said. Nonetheless, he said the Philippines "remains committed to continuing negotiations in good faith to pursue a better and more comprehensive bilateral trade agreement or if possible, an FTA (free trade agreement)." President Ferdinand "Bongbong" Marcos Jr. and US President Donald Trump are set to have their first bilateral meeting in Washington next week. Details of the summit between the two leaders are still being finalized, according to Foreign Affairs Secretary Theresa Lazaro, but defense and security amid increasing Chinese aggression in the disputed South China Sea, US tariffs, and economic cooperation are likely to figure in their discussions. — VDV, GMA Integrated News

FL Liza won't join Marcos on US trip, says Palace

First Lady Louise ''Liza'' Araneta-Marcos will not join President Ferdinand ''Bongbong'' Marcos Jr.'s visit to Washington, D.C. this month to meet US President Donald Trump. Palace Press Officer Undersecretary Atty. Claire Castro disclosed this in a radio interview on Wednesday. ''Hindi po (No),'' Castro said when asked if the First Lady would go to the United States with her husband. No reason was given why the First Lady would not join the trip. When the President travels abroad, the First Lady usually goes with him, although she also has her own commitments during the trip as well. Marcos is scheduled to visit Washington next week, the first head of state from the Association of Southeast Asian Nations to be invited by Trump to the White House in his second term. Details of the summit between Marcos and Trump are still being finalized, according to Foreign Affairs Secretary Theresa Lazaro, but defense and security amid increasing Chinese aggression in the disputed South China Sea, US tariffs, and economic cooperation are likely to figure in their discussions. —VBL, GMA Integrated News
