Delhi govt to hand over upkeep of industrial areas t o pvt players under PPP

The Delhi government is set to hand over the maintenance and upkeep of 11 industrial areas in the national capital to private players under public private partnership (PPP) model along the lines of the Bawana and Narela industrial areas. The initiative will be implemented under the Delhi Industrial Development, Operation and Management Act, 2010.
Delhi industries minister Manjinder Singh Sirsa told HT that the move addresses decade-long pending demands of industrial stakeholders who were ignored by previous governments.
'This move will transform Bhorgarh (Bawana part 2) into a model industrial zone — clean, safe, efficient, and pollution-free. For the remaining 10 areas, a project management unit (PMU) will be appointed for which a request for proposal and pre-bid meeting has already been done. The PPP approach has already proved its merit in Bawana and Narela, and now Bhorgarh and 10 other industrial areas will also benefit from world-class facilities,' said Sirsa.
The industrial areas to be maintained under the PPP model are Okhla Industrial Area Ph-3, Patparganj Industrial Area, Okhla Industrial Area Ph-2, Badli Industrial Area, DSIIDC Sheds Nangloi, Leather Goods FFC, Wazirpur Industrial Area, FFC Rani Jhansi Road, Okhla Industrial Area, and Jhilmil Industrial Area.
The key responsibilities of the concessionaire will include new road construction and long-term maintenance to eliminate potholes and surface wear, storm water drainage to prevent water logging and flooding, setting up and operating efficient lighting systems to eliminate dark zones and enhance security, development of green zones with walking tracks, benches, and user-friendly facilities, door-to-door waste collection, segregation, and mechanical sweeping, use of anti-smog guns, sprinklers, and road-sweeping machines to reduce dust and emissions, surveillance with CCTV, manned security, and proper maintenance of entry gates, boundary walls, and vacant plots, and ensuring functional pollution mitigation, said Sirsa.
The government's decision comes in the wake of reports that many industrial areas are not well maintained and lack basic facilities. Problems such as deteriorating roads, inefficient drainage systems, and inadequate basic amenities have been reported. These functions are currently being performed by a government agency which has faced criticism over the years for poor service.
Jitender Agrawal, president of the association of Bhorgarh industrial units, said there is no water supply and sewer system even though Bhorgarh is one of the key industrial areas of the city. 'Sanitation services are not available and we have to fend for ourselves. The roads were in very poor condition. We asked the lieutenant governor to help us improve the situation. After his intervention, the situation improved in terms of road conditions but more work remains to be done. If the government is going to run maintenance on PPP model, we are hopeful that the situation may improve soon,' said Agrawal.
Bhorgarh Industrial Area, located in north-west Delhi near Bawana, has 4,000 industrial plots and currently only 800 industrial units operate from the estate and many plots have remained underdeveloped largely due to infrastructure issues.
Mukesh Kumar, treasurer of the Shyama Prasad Mukherjee Industrial Park Welfare Association, which represents the industrial units of Bawana industrial area, said that after the maintenance of Bawana and Narela industrial areas was handed over to concessionaires in 2013, both areas have witnessed significant improvement in road infrastructure, utility services, and cleanliness and security. 'The private company charges ₹20 per sqm maintenance charge from the industrial unit apart from some nominal charges for water and sewage,' said Kumar.

The Delhi government will soon begin redevelopment of the Bhorgarh Industrial Area (Bawana Phase II) using the Public-Private Partnership (PPP) model, a release by the Office of the Industries Minister stated on Saturday. Delhi Industries Minister Manjinder Singh Sirsa said the project aims to improve infrastructure and meet the demands of industrialists that have been pending for nearly a decade. 'This move will transform Bhorgarh into a model industrial zone—clean, safe, efficient, and pollution-free. Long-standing demands of industrialists, pending for the last 10 years, shall be soon fulfilled by the present government.' According to the minister's office, a private concessionaire will be responsible for maintaining roads, building stormwater drains, installing smart lighting and CCTV cameras, managing waste, improving green spaces, and reducing air pollution in the area. 'This is more than redevelopment — it is an environmental and economic intervention. We are building infrastructure that supports business and safeguards the environment. This is how we are working towards the Prime Minister's dream of a Viksit Delhi,' Sirsa added. Along with Bhorgarh, ten more industrial areas will be redeveloped. As per the minister's office, Project Management Units (PMUs) are being set up for Okhla, Patparganj, Badli, Nangloi, Wazirpur, Jhilmil, and other areas. Tenders have already been issued and pre-bid meetings held. The government has also set a target to plant 85,000 green units in 2025–26, including 25,000 trees, 50,000 shrubs, and 10,000 bamboo plants, as per the statement. The project builds on PPP model used in Bawana and Narela Industrial Areas. According to the statement, 'These projects set a benchmark in cleanliness, maintenance, and infrastructure development. The same model will now be replicated at all remaining industrial areas under the administration of the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), ushering in a new era of industrial planning and eco-conscious growth.' As per the statement, similar redevelopment is planned across all DSIIDC-managed industrial areas within a year. 'The role of the concessionaire will be all-encompassing,' Sirsa said, adding, 'From laying and maintaining pothole-free roads and stormwater drainage to installing smart lighting and CCTV-based 24×7 surveillance — every aspect of urban industrial infrastructure will be upgraded. The aim is to make industrial areas truly world-class.'

Seeking a consensus on the proposed Banke Bihari Corridor project, Awanish Kumar Awasthi, advisor to the chief minister, held meetings with local residents, traders and Goswamis (priests) in Vrindavan on Friday. The Goswamis (priests) from the Banke Bihari Temple have been vocal in opposing the Banke Bihari Corridor plan. 'It was a constructive discussion that we had with all, including locals and traders, and separately with Goswamis. They openly placed their viewpoint. We communicated that the state government was here to ensure development of the area and ensure better facilities for devotees coming to have darshan at the Banke Bihari Temple,' Awasthi said after the discussions. While a section of traders and residents voiced concerns about the plan, they were assured a patient hearing by Awasthi after the first round of discussions though, at one stage, some of them appeared to be on the brink of a boycott but returned for the talks. Agra divisional commissioner Shailendra Kumar Singh, deputy inspector general (Agra range) Shailesh Pandey, Mathura district magistrate CP Singh, Mathura senior superintendent of police Shlok Kumar and others were present in the meeting with the residents and traders held at the Tourist Facilitation Centre (TFC). 'Large-scale development has taken place statewide in places of religious tourism. The state government wants Vrindavan to be a developed place with an opportunity for devotees to have a smooth 'darshan' at Banke Bihari temple. Locals, residents and traders have openly given suggestions. We are open to suggestions as we aim at a consensus in bringing up the Banke Bihari Corridor,' Awasthi said. He held a separate meeting with Goswamis at a location near the temple and was scheduled to have another meeting late on Friday evening. Opposing the corridor plan, Rajat Goswami of the Goswami community at the temple told HT they were against the ordinance bought to create a trust to run the temple and oversee the proposed Banke Bihari Corridor. Govind Khandelwal, a trader leader who attended the meeting with Awasthi, said 'We are against the map on which the Banke Bihari Corridor is based and have better alternatives. It is not a matter of compensation or money but what we want is that the heritage value of Vrindavan should remain unchanged.' Earlier, Uttar Pradesh Congress president Ajay Rai visited the Bankey Bihari temple on Thursday and assured the Goswami community of full support against the proposed project. 'The state government has a covetous eye on Banke Bihari temple and plans to have control over it and thus is bringing up such plans like the corridor,' said Ajay Rai who met women from Goswami family on Thursday evening. Deputy chief minister Brajesh Pathak also offered prayers at the Banke Bihari Temple on Thursday and assured that a consensus will be reached. On May 15, the Supreme Court paved the way for a state government scheme to develop the Banke Bihari Corridor for the benefit of devotees. The apex court also allowed the state government to use temple funds to purchase five-acre land for the corridor. The state government on May 27 constituted a Trust to manage the Banke Bihari temple and oversee the work of the proposed corridor.
