Federal Fisheries Department was part of previous OceanGate mission
The department confirmed Thursday that in the summer of 2021, a staff member boarded a vessel "associated with OceanGate" to participate as an observer during a mission off Newfoundland.
"The purpose was to learn more about OceanGate," the department said in an email.
"Upon conclusion of the mission, it was determined that [OceanGate's] priorities did not align with the department's scientific objectives, and a further relationship was not pursued."
No other details were provided about the trip.
When asked if any federal employees raised safety concerns about OceanGate, a department spokesman said safety for submersibles does not fall within the department's mandate.
"The department was not involved in risk assessment or operational oversight of any subsequent missions," the spokesman said in an email.
Earlier this week, the U.S. Coast Guard released a report that concluded the tragedy on June 18, 2023, could have been prevented had OceanGate CEO Stockton Rush heeded safety warnings and calls for independent inspections and certification of the submersible.
Rush was among those killed when Titan split apart as it descended near the Titanic, about four kilometres below the surface of the North Atlantic.
Safety procedures at OceanGate, a private company based in Washington state, were "critically flawed" and there were "glaring disparities" between safety protocols and actual practices, the coast guard's report said.
The 300-page report also revealed that in May 2021, Canada's Fisheries Department had written a "letter of support" to Rush, saying the department wanted to collaborate with his company to assess its submersibles for scientific research.
Only portions of the letter were included in the coast guard report.
The Fisheries Department sent a copy of the letter on Wednesday, along with a statement that suggested its initial discussions with OceanGate were routine.
"Fisheries and Oceans Canada [DFO] routinely expresses interest in scientific collaboration with a wide variety of potential partners," a spokesman said Wednesday in an email.
"In early 2021, DFO had a series of exploratory discussions with OceanGate. The [May 2021] letter was sent to summarize the discussions that took place and the potential for the department to work with the company, beginning in 2021, to determine the applicability of its marine research systems."
The letter, dated May 19, 2021, makes it clear that department officials were keen to work with Rush and his team.
"DFO Maritimes Region is pleased with the discussions with OceanGate, the offer to participate in 2021, and the unique opportunity being offered to Canadian scientists and conservation efforts."
The letter also mentions possible funding from Ottawa.
The department spokesman also confirmed in the Wednesday email there were discussions about having a staff member board the submersible on an expedition to the Titanic, almost 700 kilometres south of Newfoundland. But he said that never happened.
The department did not explain why the relationship with OceanGate was eventually terminated or mention its collaboration on another vessel until pressed for details the next day.
Besides DFO's letter of support in 2021, the U.S. Coast Guard's investigation found no evidence of any actual collaboration or funding.
The submersible's implosion also killed French explorer Paul-Henri Nargeolet, British adventurer Hamish Harding and two members of a prominent Pakistani family, Shahzada Dawood and his son Suleman Dawood.
In June, the Transportation Safety Board of Canada said the independent agency had completed its investigation report, which at the time was being reviewed.

In today's dynamic work environment, terms like inclusion and allyship are rightly gaining prominence. But what truly underpins these crucial concepts? At its simplest, it's about psychological safety – the feeling of being mentally safe at work. This isn't just a "nice-to-have"; it's a fundamental requirement for individuals to thrive and for organizations to succeed. My journey in the professional world, starting as a safety manager in a warehouse in the early 2000s, offered a powerful early lesson. We lived by the mantra, "no job is too important that we cannot do it safely." Every near-miss and injury was meticulously reported, analyzed, and learned from. Our compensation was even tied to our safety record. This unwavering commitment to physical safety not only dramatically reduced injuries and costs but also significantly boosted employee engagement. The connection between physical and psychological safety is profound: once basic needs are met, humans inherently seek belonging and safety, and this doesn't stop at the workplace. Fast forward to today, teaching at the Kelley School of Business at Indiana University, I'm struck by how my undergraduate students not only understand but expect psychological safety in their future workplaces. This isn't a novel concept for them; it's a non-negotiable. This expectation is particularly significant given the looming global labor shortages. The power dynamic is shifting; employees, especially younger generations, increasingly hold the cards. The Power of Perspective-Taking in Fostering Psychological Safety One crucial element that intertwines with psychological safety is perspective-taking. Remember "the dress" that went viral in 2015? Millions debated its true colors – gold and white or black and blue. Neuroscientist Pascal Wallisch concluded that these differing perceptions stemmed from assumptions about lighting. Those assuming a shadow saw gold and white, while those assuming artificial light saw black and blue. The core takeaway: our assumptions heavily influence our perceptions. This viral phenomenon perfectly illustrates a common pitfall in human interaction: once we cement an initial perception, we become less open to alternative viewpoints. The goal of both psychological safety and allyship is to consciously "park your own assumptions" before jumping to conclusions. That brief pause, that moment of staying curious a little longer, is an invitation for new perspectives and a powerful deterrent to judgment. Chris Argyris' Ladder of Inference model further illuminates how our brains construct beliefs and assumptions. We observe data, selectively choose what supports our existing views, assign meaning, assume its truth without verification, and then draw conclusions that inform our actions. To climb down this ladder and avoid its pitfalls, we must proactively broaden our data collection. Make it a deliberate practice to seek out at least one contrasting perspective you hadn't considered. Verify the accuracy of information before drawing conclusions. This not only leads to more inclusive decisions but also to more robust and effective outcomes. Unpacking Unconscious Bias As A Foundation for Allyship As humans, we are wired to layer in our own assumptions. This isn't limited to the color of a dress; it extends to how we perceive individuals in the workplace. Unfortunately, a prevalent bias leads us to perceive individuals from dominant groups as leaders more readily than those from historically marginalized groups. Our brains have a pre-existing blueprint of what leadership "looks like," reinforced by historical patterns where dominant group members have held the majority of leadership positions. The World Economic Forum highlights a stark example: children are unbiased about gender and science at age six, but by age eight, they are significantly more likely to draw a male scientist. This begs the question: what shapes these perceptions so early? In my 2020 TEDTalk, "What If Through Claiming Our True Gender, We Claim Our True Strength?", I discussed how gender socialization negatively impacts all genders. The societal pressure for boys to "man up" and suppress emotions, or for girls to be "pleasing" and avoid being "too bossy," creates behavioral differences that aren't inherently biological. The Representation Project provides ample evidence that while biological differences exist, there's little innate difference in skills like STEM or emotional intelligence across genders. The disparities we see in representation in STEM careers or in the development of emotional intelligence are largely a product of socialization. When girls don't see women in STEM, they're less likely to be interested. When they face gender bias, they often develop higher emotional intelligence as a survival mechanism. These are reactions to an overly gendered environment, not innate differences. Once we recognize these ingrained differences, allyship becomes about embracing them rather than trying to fit everyone into existing cultural norms or gloss over distinctions. It begins with an intentional and consistent practice: asking, "What perspective am I missing?" This question must be followed by active listening, truly hearing and validating the other person's perspective, rather than minimizing or dismissing it. This approach, rooted in psychological safety, is the cornerstone of building genuinely inclusive workplaces where every voice is heard, valued, and contributes to collective success. Psychological safety fuels inclusion and allyship. Feeling safe at work boosts engagement. Challenge assumptions, embrace diverse perspectives for a truly inclusive environment.

He died in the Empress of Ireland shipwreck. A century later, his belongings found his family
For the first time in 111 years, items once belonging to the late Albert Mullins were back in the hands of his family members thanks to the detective work of one Montreal historian. Wearing white cotton gloves, Caroline Mullins from Bournemouth, England held a dollhouse furniture set, travel mementos and flipped through an album containing scraps of paper from her great uncle — who, for much of her life, had remained a mystery. She was never told about his successful instrument business, travels abroad with his wife and daughter or even that he was one of the 1,012 people killed on board the Empress of Ireland when it sank off the coast of Rimouski, Que., in 1914. "I didn't know them," said Caroline, her eyes welling with tears. "But well, it's still very personal, isn't it?" Tracing back items to owners 'extremely rare' Unravelling her relative's story started when she stumbled upon a 2023 article by Montreal historian David Saint-Pierre. He had written about recently obtained items from the wreck connected to a man named Albert Mullins. Six months later, Saint-Pierre received a Facebook message from Caroline. "She decided right away that she wanted to cross the ocean and come see the artifacts," he said, which were being transferred to Quebec's Société d'histoire du Bas-Canada. "It's extremely rare that we get the occasion, the opportunity to trace back items directly to their owners. So I don't think it will happen often again." He says it might be the only example of items recovered from the shipwreck that could be traced back directly to one single passenger. They're being preserved and kept in a bunker, near Montreal. The items were originally found and recovered in 1986 in a canvas bag by a diver who dove the site 206 times, but rarely entered the ship's baggage room during his dives, says Saint-Pierre. On one trip, he picked up what would later be identified as Mullins's items — drying and storing the materials for decades before they changed hands to Guy D'Astous, who owns a private collection and is the collection director at the Société d'histoire du Bas-Canada. In 2023, Saint-Pierre laid eyes on the scraps of paper organized in a photo album and started to connect the dots. It included the name of instrument stores — and Saint-Pierre knew why. "Doing research on the Empress for so many years, there are a few passengers that we begin to know, and I knew of Albert Mullins," said Saint-Pierre. "I started having thoughts that it could be related to Albert." "It gives special significance to what I do,' says historian At the time of his death, the 40-year-old had been travelling 18 months and was heading back home to England on the Empress in first class when the Canadian Pacific steamship collided with a Norwegian freighter — sinking in 14 minutes. Both Mullins and his young daughter died, while his wife sustained two broken legs and returned to England months after her recovery to rejoin their son back home. Mullins had been a successful businessman before his death, founding and operating Barnes and Mullins instrument wholesaler — still in business today. When Saint-Pierre got a glimpse of the handwritten notes detailing music and book shops, he reached out to the British company to supply a writing sample from Mullins. "And it confirmed 100 per cent of the scraps of papers were his, because he had a quite particular and peculiar handwriting, especially the Fs and the Es were unmistakable," said Saint-Pierre. "I really like that feeling of seeing the research fall into place and be useful and touch people and it makes it personal. It gives special significance to what I do because otherwise, it would be just objects." The bodies of Mullins and his daughter were never recovered, and Caroline says she brought her daughter on the trip to Quebec as a way to pay their respects for the accident sometimes referred to as the "forgotten tragedy." "The purpose of us coming here is that we wanted to connect to it," she said. "We didn't want it to be forgotten within the family."

A call for medical assistance turned into RNC officers helping to deliver baby
On Monday, officers were called to lend a helping hand for a woman giving birth in a remote cabin on the Avalon Peninsula — something that will likely stay with them for the rest of their lives, says a Royal Newfoundland Constabulary spokesperson. The RNC received a request for medical assistance from a woman in a cabin in Conception Bay South, and a few hours later she gave birth, said Const. James Cadigan. "I know the officers who were part of that day will have a connection, you know, really for life. And I'm sure that they'll follow up," Cadigan told CBC News. He said it's not often police attend a birth, but the officers on hand were prepared to help. "This is really a rare case," Cadigan said. "You really never know what you're going to be dealing with, and this is a perfect example of that. So these officers … they're very professional and prepared for whatever comes next." Cadigan said the request came in around 9:30 a.m. NT. But, there were challenges with getting to the woman's location. She and her partner were in a wooded area off Minerals Road in C.B.S. Officers had to find her exact location first. "We had to use some GPS tracking to try and locate this cabin, you know, kind of like an off-the-grid scenario, and it was only accessible by ATVs or, of course, on foot," said Cadigan. He said the RNC contacted a ground search and rescue group for help, and were able to find the cabin, along with paramedics, by using ATVs. "We supported the birth of a child there at that cabin," said Cadigan, adding the baby was born around noon. Then, he said, the mother and newborn were airlifted for further medical support. In a social media post, the RNC said both mother and baby were doing well, which Cadigan said was a relief to hear. "It's funny, but as soon as we locate and ensure that the safety of the individuals are … confirmed at that point and they are taken for medical support, the police officers then move on to the next call," he said.
