Emerging India-Israel nexus in Balochistan

Feudal nomadic Baloch society is still struggling to fully integrate itself in political structure of Pakistani state. Being a frontier region for British India, administration of Balochistan was mostly franchised to tribal sardars, allowing central government to direct resources to other priority needs. After independence, perpetual political instability consumed Pakistan's rulers in political matters in country's heartland. As a result, central government continued with pre-partition policy of managing Balochistan through sardars who were kept under control through regular payouts and quasi suzerainty in their fiefdoms. Whenever any sardar attempted to step out of state's fold, the state re-asserted its authority by employing force while simultaneously playing feudals against each other.
While sardars enjoyed extraordinary autonomy in their areas of influence, had final say in administrative matters and received regular payouts from government in name of royalties, bogey of exploitation was kept alive as leverage against state. And the result has been numerous area specific insurgencies since independence.
However, the ongoing militancy in the province is unique in character, as its control has moved from traditional sardars to middle class militant leaders with no feudal or political background. This phenomenon is a consequence of state's refusal to negotiate with recalcitrant sardars as practiced in past, and decision to assert its authority permanently like in other settled regions of the country. Displacement of feudal authority led to vacuum which was filled by new leadership, outside of traditional feudal fold. Whatever their initial motivations, external patronisation led this group to choose militancy instead of adopting a coherent political strategy to attain their goals.
Right after the onset of the current unrest in Balochistan, India hijacked militant movement to exploit this Achilles heel of its archrival. Indian support to armed groups like BLA and BLF is well documented. Pakistan has many a time shared dossiers containing evidence of Indian support to militants with Indian government, the UN and major world capitals. In 2016, the arrest of Indian RAW officer Kulbhushan Jadhav, a serving Naval Commander level officer working on an intelligence assignment, from Pakistan provided irrefutable evidence of India's covert operations in Balochistan. Jadhav confessed to collaborating with terrorist groups, as tasked by RAW, to incite Baloch youth against Pakistani state. This is an unprecedented case of state sponsorship of terrorism, where a serving intelligence officer of India was on a clandestine mission inside Pakistan.
Lately, Israel has also jumped into the fray. Israel is long believed to have supported separatist/militant movements in Iran including those in Sistan-Baluchestan province. Iranian Baluchestan adjoins Pakistan's Balochistan province. Since harsh terrain facilitates militants to move across border undetected, dual-prong approach can deliver optimal effects. There is also an obvious convergence of interest between India and Israel which is likely to have catalysed pursuit of a joint strategy to target Pakistan and Iran through Baloch inhabited regions.
Israel's interest in destabilising Pakistani Balochistan likely stems out of a number of drivers which can include pressurising Pakistan in response to its support to Palestinian cause, pushing it towards favourable disposition on Abraham Accords, Pakistan's nuclear capability and its clout in Muslim world. Meanwhile, India is pursuing its core interest to weaken Pakistan through any means possible and also disrupt China's BRI project. Their combined project also has the potential to deny Gwadar deep sea port to China and opening of rare earth elements for exploration by Western countries.
On 18 June 2025, Meir Masri, former Israeli Deputy Minister of Defence and a lecturer at Hebrew University of Jerusalem, tweeted that "after Iran's campaign, we may seek to dismantle Pakistan's nuclear program". Probably Israeli establishment has now concluded that route to its objective runs through Balochistan. Hence, cooperation with RAW which has a plenty of experience in handling terrorist proxies like BLA and BLF is the logical path.
On 12 June 2025, a Washington-based Israeli think tank, Middle East Media Research Institute (MEMRI), launched Balochistan Studies Project, featuring key participation from Baloch diaspora championing separatist cause. Investment in translating and analysing Urdu, Balochi, Persian and Pashto sources signals that quarters in Israel now view the Baloch region as a strategically important space with geopolitical interests.
MEMRI appointed a mysterious character Mir Yar Baloch as President of the project. On 12 May 2025, Mir Yar Baloch declared independence of Balochistan via social media and called on the UN to recognise it as an independent state. Indian media identified him as a prominent Baloch dissident advocating for independence. However, the image circulated with this identity was falsely attributed and actually depicted Mazdak Baloch, the son of another Baloch activist Naela Qadri. Haribyar Marri has also published subversive content on MEMRI's website.
Recently, some international websites and publications have sharply increased their coverage of Balochistan. While ostensibly highlighting human rights concerns, their narratives are in fact promoting an anarchist agenda. The Diplomat has published more than 25 stories on Balochistan since March this year. Narratives being pushed out by MEMRI and The Diplomat have striking resemblance. Both glorify acts of violence by BLA and other terrorist outfits, while projecting Pakistani state in extremely negative manner.
Since the beginning of this year, Baloch activists in Europe have suddenly become much more active; holding seminars, debates and rallies and interacting with various think tanks and other organisations - something which is not possible without significant clout. Their narrative intentionally sidelines ground realities in order to garner financial and political support for specific agenda. They hide facts which can question legitimacy of their claims, like: overwhelming segment of Baloch society is patriotic and sincere to Pakistan; Baloch people have always been part of federal and provincial legislatures and other governance institutions; Baloch people have always held top executive positions in the province though Pushtuns make the second largest segment of population there; special quotas in jobs and universities are reserved for Baloch; a larger share of resources in NFC award is specially allocated for Balochistan by reducing the due share of Punjab; and a large number of Baloch people are happily serving in civil bureaucracy, armed forces and paramilitary forces, even more than their demographic share while hundreds of thousands are peacefully pursuing their occupations in different parts of the country.
Misleading narratives and malafide campaigns by vested interests have blurred facts concerning Balochistan. Though state needs to play its part in addressing genuine grievances, interference by India and now Israel are there to complicate the matters.

ISLAMABAD: Pakistan Army has killed a total of 50 Indian-sponsored militants in a four-day counterterrorism operation in the Sambaza area of Zhob District, Balochistan. According to the Inter-Services Public Relations (ISPR), the latest engagement took place on the night of August 10–11, when security forces conducted a deliberate sanitisation operation in areas surrounding Sambaza, along the Pakistan-Afghanistan border. During the operation, three more militants were eliminated, while weapons, ammunition, and explosives were recovered from their possession. These follow-up actions came after earlier successful engagements during August 7–9, in which 47 militants were killed in the same general area. The ISPR reaffirmed that security forces remain committed to defending the country's frontiers and foiling any attempts to undermine peace, stability, and progress in Pakistan. PM issues stern warning to India over water rights

ISLAMABAD: Prime Minister Shehbaz Sharif on Tuesday issued a stern warning to India over water rights amid ongoing disputes surrounding the Indus Waters Treaty (IWT), declaring that any attempt to disrupt Pakistan's water supply would be met with a resolute response. Speaking at a function to mark the International Youth Day, the prime minister declared emphatically that not a single drop of water would be taken from Pakistan. 'If you [India] threaten to cut off our water, remember this – you cannot take even a single drop from Pakistan,' he stated. 'Should you dare to do so, we will teach you a lesson so severe that you will be left holding your ears in regret. Pakistan will never be harmed.' Sharif also recounted the events of May, when he said the Pakistan Air Force (PAF) shot down six Indian aircraft, including four Rafale jets, during a four-day conflict, and lauded the military's performance during what he described as a brief but intense confrontation. 'In those four days, our brave soldiers delivered a lesson to Indian that they will never forget,' he maintained. Paying tribute to the sacrifices of the Armed Forces of Pakistan, Sharif emotionally referenced the resolve of soldiers' families. 'These are the sons and soldiers of our Armed Forces, whose mothers prayed for them at the battlefield – 'Go and raise the flag of Pakistan high, defend our borders, and if necessary, lay down your lives. Do not return home unless victorious.'' The prime minister's remarks also coincided with National Minorities Day, observed a day earlier, where he honoured religious minorities for their vital contributions across sectors such as health, education, and defence. 'Our Christian, Hindu, Sikh, and other minority citizens have played an indispensable role, not only in the creation of Pakistan but in building the nation as it stands today,' he affirmed. 'Their service across every field is nothing short of remarkable.' Speaking ahead of Independence Day on 14 August, Sharif invoked the memory of Muhammad Ali Jinnah, the founder of the nation, framing the present as a moment for national renewal and youth-led reconstruction. 'A new Pakistan is emerging,' he said, reiterating military's successes especially in the May's skirmishes between the two arch rival countries. While acknowledging India's numerical and resource superiority, Sharif struck a defiant tone. 'India is five times our size and once took pride in its military might,' he asserted. 'That pride was shattered on 10 May.' The prime minister also unveiled a national initiative to provide laptops to students on interest-free instalments under a revived 'Laptop for All' scheme. He pledged the distribution of 100,000 laptops across Islamabad, Gilgit-Baltistan, Azad Jammu and Kashmir, and other provinces would be strictly merit-based. 'There will be no political favouritism, no recommendations,' he said. 'This was my policy in Punjab, and it remains so today. Only merit will build a stronger Pakistan.' ISLAMABAD: Pakistan and Iran have agreed on the text of proposed Free Trade Agreement (FTA) aimed at enhancing bilateral trade and now list of items are being exchanged on which tariff will be reduced to zero or lowered. This was disclosed by Ministry of Commerce while giving a detailed briefing on trade with Iran, issues of barter trade and non-tariff barriers. Commerce Ministry's team, led by Commerce Minister, Jam Kamal Khan, Secretary Jawad Paul and other senior officials shared their views on the proposed agenda and questions raised by the Committee presided over by Senator Anusha Rahman. Pakistan, Iran set $10bn trade target Initially, a disagreement was witnessed between Chairperson Standing Committee and Secretary Commerce on several points which actually related to Federal Board of Revenue (FBR) on closure of Badini crossing point. President, Quetta Chamber of Commerce and Industry(QCCI) shared concerns of Balochistan based businessmen who are facing problems in barter trade with Iran and impact of closure of Badini crossing point in trade with Afghanistan. Secretary Commerce, Jawad Paul and Joint Secretary (FT-II) Maria Kazi acknowledged that Iran has imposed seasonal ban on some Pakistani items like mangoes and rice to protect its own growers. They said that these issues have already been raised with Iranian authorities. Pakistan's exports to Iran worth $ 700 or $ 800 million are not being reflected in the country's total exports as these items are traded through third country or informal trade. On the issue barter trade with Iran, Secretary Commerce stated that the Ministry has drafted a new SRO in place of existing SRO 642(1) 2023 to facilitate barter trade in which five issues of business community have been sorted out as per their demand and recommendations of Joint Senate Standing Committee on Commerce and Finance in its meeting held on July 30, 2025 in Quetta. The following issues were highlighted by the private sector: (i) verification of sanctioned/non-sanctioned products/entities by respective Pakistan Mission abroad; (ii) limited list of exportable/importable products; (iii) principal of 'import followed by export; and (iv) absence of multiparty contract (s), ie, consortium. Secretary Commerce informed the Committee that five amendments to the SRO 642 have been made which are as follows: (i) restriction of annexure of items under barter trade is being done away with and trade of whatever items is allowed under IPO/EPO are also being allowed in barter trade; (ii) Earlier, single entity was allowed for barter trade with Iran but now a consortium can also be established for this purpose; (iii) the condition of NOC for unbanned item from the Mission is being removed and now a private entity or consortium will issue requisite certificate; (iv) the clause of first import and then export with any form of trade (export or import); and (v) and net of goods has been extended to 120 days from existing 90 days. He, however, urged President QCCI, Muhammad Ayub to ensure that trade under barter system with Iran will flourish. Commerce Minister Jam Kamal said he would also visit Iran next month to attend Joint Economic Commission (JEC) in which all trade related issues will be discussed. Joint Secretary (FT-II) Maria Kazi stated that Federal Board of Revenue has agreed to give some allowance on the valuation of products to be traded under barter trade agreement with Iran. Commerce Ministry also expressed willingness to resolve the issue of Badini cross point like Angoor Adda as an amount has already been approved by the CDWP for construction of infrastructure by 2027. However, trade can be restarted through containerization like it was done before closure. Commerce Ministry will also offer financial assistance to Afghan government for infrastructure inside Afghanistan. Commerce Minister and Committee, however, opposed giving a role to Balochistan Development Authority (BDA) in the project because of its repute. The building of Chaman crossing point is ready for inauguration next month. Chairperson Standing Committee expressed her serious annoyance at the leadership of Federation of Pakistan Chamber of Commerce and Industry (FPCCI) for not initiating paper work to establish a joint trade chamber in China to facilitate the Pakistani exporters. According to official press release the committee echoed the demand of chambers for the reopening of the Badini Border, which was opened and closed within 3 months of its opening in 2021 - Senator Anusha Rahman stressed that it is a significant matter requiring resolution at earliest and remarked that the border should be re-opened to facilitate trade that will improve livelihood of local communities as well. Secretary of Commerce explained that trade was suspended due to Afghanistan's government decision of withdrawal of customs staff. Regarding road infrastructure, he informed the committee that the budget for road construction has been approved. The Committee recommended that the Ministry of Commerce and the Quetta Chamber of Commerce take up the matter with Afghan officials for the immediate resolution of the Badini Border re-opening issue. She said facilitation of barter trade with Iran is essential to achieve the target of $ 10 billion bilateral trade as envisaged by the Prime Minister, Shehbaz Sharif. On Pakistan-Iran trade, on the recommendations of Senate Standing Committee and Chambers of Commerce, amendment on Barter trade SRO on Barter were trade finalized to facilitate traders for barter trade with Iran, Afghanistan and Russia. This will allow not only individuals and companies but also consortia to engage in barter transactions. Imports and exports both will be allowed and the net-off period has been extended from 90 to 120 days. Moreover, the limited list of commodities to be imported or exported has been removed. Federal Minister for Commerce emphasized the need to expand Pakistan-Iran trade and involve the private sector to promote economic activity in border regions. It was highlighted by the chamber of commerce Quetta, that Pakistan imports around 150 items from Iran and exports only five items in return. Senator Anusha Rahman highlighted that due to special attention of PM office, the protocol for maize and nuts has now been approved, and the subsequent export potential for Pakistan's maize to China has been identified. Trade and Investment Officer (TIO) in Beijing further informed the committee that the protocols have been sent for approval to the Joint Cooperation Committee (JCC), after which the process for company registration will begin. While discussing the possibility of constructing cold storage facilities and an LPG terminal at the Chaman Border was also discussed. Chambers of Commerce were advised to submit proposals to the EDF for the construction of cold storage facilities. In attendance were Senators Bilal Ahmed Khan, Amir Waliuddin Chishti, Rahat Jamali, Federal Minister for Commerce Jam Kamal Khan, Secretary for Commerce Jawad Paul and other concerned officials of relevant department.
