
Panchayat committees will strengthen Congress, create new leaders: Sirivella
Chaibasa, Jul 20 (PTI) Congress leader Sirivella Prasad on Sunday said the party's decision to form committees at the panchayat level will not only help strengthen the organisation but also create new leaders.
Prasad, the co-in-charge of the Congress in Jharkhand, said the party would constitute committees in all 4,402 panchayats in the state.
'A panchayat committee will have 12 members, including a president and two vice-presidents. Around 55,000 people will be included in the panchayat committees across the state. These people will be future leaders," he said.
He was addressing the party's 'Sangathan Srjian' programme in Chaibasa. As part of this, a training session for the gram panchayat Congress committee was organised, and it was attended by senior leaders, district presidents, district observers, block presidents, block observers and mandal presidents of Saraikela-Kharswan, West Singhbhum and East Singhbhum.
Prasad said the party has also developed a mobile for Jharkhand.
'It's an interactive app where people's issues could be raised, how the party is working could be known, and suggestions could be shared," he said.
State Congress president Keshav Mahto Kamlesh urged the district, block and mandal presidents to unfurl the tricolour in their areas on August 15.
He said block committees have been set up, and mandal committees would be formed after the constitution of panchayat committees.
The process of formation of panchayat committees will be completed by August 15, he said. PTI SAN SOM

Karnataka to conduct caste survey using mobile app from September 22 to October 7, CM Siddaramaiah confirms
The Karnataka government will carry out a Social and Educational survey, commonly referred to as the caste census, over 15 days from September 22 to October 7, announced Chief Minister Siddaramaiah on Wednesday. The Karnataka State Backward Classes Commission has been assigned to submit the survey report by the end of October, which will help guide the state's upcoming budget. A preliminary meeting regarding the survey took place on Wednesday, chaired by Chief Minister Siddaramaiah, as reported by PTI. 'The Backward Classes Commission has submitted a proposal to the government to conduct a social and educational survey. Accordingly, a survey of all 7 crore people in the state will be conducted. The main objective of the census is to eliminate caste discrimination,' the CM was quoted as saying by his office in a statement. The survey also aims to gather comprehensive data on the financial status and land ownership. Siddaramaiah said, 'This time, the survey should be a model survey in the country.' 'It has been decided to conduct the survey for 15 days from September 22 to October 7. The survey report should be submitted by the end of October. Instructions have been given to start preliminary preparations for the survey, including training from now itself,' he added. On June 12, the Karnataka cabinet decided to conduct a fresh social and educational survey (caste census), effectively discarding the 2015 survey that cost around ₹ 165 crore, citing legal reasons. The cabinet referred to Section 11(1) of the Karnataka State Commission for Backward Classes Act, 1995, which requires revising the state's backward classes list every 10 years. This decision came following directives from Congress leaders Mallikarjun Kharge and Rahul Gandhi to carry out caste re-enumeration in Karnataka, addressing concerns from communities excluded in the previous survey a decade ago. During the meeting, Siddaramaiah stressed that measures would be taken to prevent complaints and assured that no one would be left out of the survey. 'The Kantharaju Commission had previously conducted the survey manually by preparing 54 questions. This time, more elements will be included in the survey. This time, the survey will be conducted using a mobile app,' he said. Instructions have been given to study the social and educational census conducted in neighbouring Telangana, and it has also been decided to form a high-level committee to oversee the survey work. The CM stressed the need for a scientific and transparent approach, with assistance from an expert committee to finalise the questions to be asked in the survey. Pointing out that human resources, including 1.65 lakh enumerators, are required for the survey work, Siddaramaiah said along with the services of teachers, staff from other departments will also be used for the fresh survey. The CM asked all the departments concerned to work in coordination and make the survey a success. Backward Classes Welfare Minister Shivaraj Thangadgi, Chairman of the State Backward Classes Commission Madhusudan R Naik, Chief Secretary to the Government Shalini Rajneesh , Chief Minister's Legal Advisor and MLA Ponnanna, and senior officials attended the meeting. Various communities, especially Karnataka's two dominant ones -- Vokkaligas and Veershaiva-Lingayats -- had expressed strong reservations about the caste survey that was done in 2015, calling it 'unscientific', and had demanded that it be rejected, and a fresh survey be conducted. This time, the survey should be a model survey in the country. Measures would be taken to prevent complaints and assure that no one would be left out of the survey. There are also strong voices against it from within the ruling Congress.

Centre not responsible for GST notices to small traders, says Joshi
Bengaluru: Union Minister for Consumer Affairs Pralhad Joshi on Tuesday squarely blamed the Karnataka state government for issuing GST-related tax notices to small traders, refuting Deputy Chief Minister D.K. Shivakumar's claim that the Centre was responsible. 'It is laughable that the state government, after taking all the decisions, now tries to wash its hands of the consequences,' Joshi said. Responding to widespread backlash against GST dues notices served to fruit vendors, milk sellers, vegetable traders and other petty merchants in Karnataka, Joshi stated that such notices were issued solely by the state's commercial tax department, not by any Central authority. He emphasised that if it had been a directive from the Centre, similar actions would have been observed across other states — which has not been the case. 'The Karnataka government is misleading the public by denying its role and shirking responsibility,' Joshi alleged. 'Instead of protecting small traders, they are being harassed with tax recovery notices in the name of GST.' Clarifying the structure of GST, Joshi noted that while the Centre controls CGST, the SGST component and its implementation fall under the state's jurisdiction. 'States hold two-thirds of the decision-making power in the GST Council. The Centre only has a one-third vote,' he said. He also criticised the Congress-led Karnataka government for undermining public trust in UPI-based digital payments. 'Such harassment discourages transparent digital transactions, which India proudly showcases to the world,' Joshi said, terming it a 'reckless political misadventure.'

Bhatia earlier headed the division responsible for relations with Maldives in the Ministry of External Affairs. He said the last presidential elections in Maldives in 2023 were fought on the plank of 'India Out' campaign by Mohamed Muizzu, and the atmosphere was spoilt. Muizzu then paid visits to Turkey and China, said Bhatia, a Distinguished Fellow at Gateway House. 'But among the people of Maldives and various political parties, there is a lot of love for India. That emerged eventually and created pressure upon Muizzu. He hoped for a lot from China, but that was not achieved. India, however, handled the situation with maturity and pragmatism. We did not react and continued with the good works we had been doing in Maldives," Bhatia said. He said Maldives has realised that India is the one that helps it in times of crisis. 'They had a lot of expectations from China and the West but they were not fulfilled," Bhatia said. He said India-Maldives relations have been on a good wicket for a long period ever since Maldives got independence in 1965. 'There were some downs in the past, but now the relationship is moving upwards. This visit by our PM will cement it," he said. 'Under all Presidents, except one, from President Maumoon Abdul Gayoom onwards—the relationship was very friendly and cordial. Then, a particular President (Muizzu) came, and he appeared very pro-China. So that was a semicolon in the relationship," Bhatia told CNN-News18. He pointed out how Muizzu wanted to remove the 75 Indian soldiers who were in Male for looking after their choppers for medical emergencies. How the Relationship Got Repaired Bhatia said that normally, the President of Maldives makes his first trip to India, but Muizzu went to Turkey and China where he signed 20 agreements. 'So, it seemed he was unhappy with India. But the basic considerations of geographical proximity, historical relationship and mutual interests dominated the relationship. And as a result, two things happened last year—in August, S Jaishankar visited Maldives and then President Muizzu came to India last October. That became a very productive and successful visit," Ambassador Bhatia said. He said one must note that PM Modi is now the 'guest of honour' at the 60th Independence Day celebrations of Maldives, which is significant per se. 'But PM Modi's visits are not just about protocol and pomp. They are about substantive results. There will be discussions with the political leadership, the business community, the intellectual community, the diaspora and other dignitaries of the government. Some new agreements may be signed, and there could be closer coordination on global and regional issues." Bhatia said defence cooperation is very important, and India has been helping the police and security authorities in Maldives, along with the defence and navy of Maldives, over a long period. 'Maldives needs India a lot, we are their immediate neighbour who has always helped them. When tsunami crisis came, water crisis happened, when there was a security concern due to terrorists—India went out of its way to help them. We have a positive image there," Bhatia said. 'Without referring to a particular country (China) with which undoubtedly there is geopolitical competition in and around Maldives, the visit itself will convey the signal that India remains one of the most important strategic partners of Maldives," Bhatia said. He added that India played such a role in Sri Lanka and also in Maldives by way of financial assistance. 'India's generosity is not over.
