
Chandigarh administration reduces property tax hike after outrage
CHANDIGARH
: Following outrage among all sections of society, the Chandigarh administration on Wednesday slightly reduced the hike in property tax rates, announced on March 31 and implemented from April 1. The UT had gone ahead with steep hike in tax rates for both commercial and residential properties. The UT local bodies department issued the notification of revised property tax rates on Wednesday evening, giving some relief to taxpayers.
As per the revised notification, 3 times hike in property tax on residential properties was reduced to two times. In the commercial segment, 6% of the annual rateable value was decreased to 5%.
In case of
Chandigarh Housing Board
(CHB) flats, Cooperative House Building Societies, and other residential flats (excluding SCFs), having a total covered area of 500 square feet and above within MC limits (irrespective of zones), the revised rate of the total covered area was decreased to Rs 2 per square foot from Rs 3 per square foot for the current financial year of 2025-2026.
Residential taxpayers from Sector 1 to Sector 19 and Sector 26 to 28 will now have to pay Rs 5 per square yard on the vacant plot area and Rs 2.50 per square foot on the total covered area on all the floors. Earlier, it was Rs 7.5 per square yard on the vacant plot area and Rs 3.75 on the total covered area on all the floors.
Taxpayers from Sector 20 to sector 25, sector 29 to 38, Modern Housing Complex Manimajra Industrial areas, and all SCFs situated within MC limits will now have to pay Rs 4 per square yard on the vacant plot area and Rs 2 per square foot on the total covered area on all the floors. Earlier, it was Rs 6 per square yard on the vacant plot area and Rs 3 per square foot on the total covered area on all the floors.
MC's annual earning to come down
With this revision in property tax in residential and commercial segments, the Chandigarh municipal corporation expects to earn approximately Rs 70 crore in annual revenue instead of the earlier expected Rs 90 crore. As per records, there are around 1.42 lakh properties in Chandigarh. Out of these, around 1.12 lakh properties are residential and the remaining 30,000 are commercial properties.
'It's all due to BJP'
The BJP said the decrease in property tax hike is the result of party's efforts. The BJP said mayor Harpreet Kaur Babla, along with BJP leaders, persistently raised the issue of the steep property tax hike, voicing concerns of the common people and tirelessly advocating for their financial well-being. The matter was taken up at multiple levels, with continuous dialogue and meetings involving residents, traders, public representatives, and Chandigarh administration.
'UT, BJP was on backfoot'
Not satisfied with the tax hike reduction, Chandigarh Congress demanded a complete rollback of the hike. Chandigarh Congress president H S Lucky said Congress demands a complete rollback of the increased property tax as it was hiked arbitrarily without following due procedure. "This much reduction has also happened because of the sustained pressure built by Chandigarh Congress and general public. The BJP and Chandigarh administration were on the backfoot because of the continuous agitation launched by the Congress," he said.
MP demands complete rollback
Terming the way the UT first made a steep hike and then slightly reduced the tax as arbitrary and not in accordance with processes and procedures, Chandigarh MP Manish Tewari demanded a complete rollback of the tax hike and asked the UT to give a 30% budget share to the MC. He said, "Property taxes were levied without any structured consultation with public representatives or the people of Chandigarh acting through their respective RWAs. The tax proposals were never placed before or deliberated by the house tax committee or general house of the MC. The relevant agenda item was placed before the house and then withdrawn without an iota of discussion.
"The Chandigarh Administration imposed the house tax suo moto and has now reduced it suo moto. Due process of consultation, deliberation, and discussion was never followed when the original notification was promulgated. This is precisely what happened when the Chandigarh Administration, without hearing the General House of the MC, annulled the free water resolution passed by the General House of the Municipal Corporation, which was in turn annulled by the General House of the Municipal Corporation subsequently. That matter now rests in a state of splendid animation," he said.
Tewari said, "The Congress demands the complete rollback of the property tax levied and demands that 30% of the funds received by the Chandigarh administration via the Union Budget must be an automatic pass-through to the MC without any hindrance, as is the norm laid down by various Finance Commissions."

UT renews case for add'l MC grant before Centre

The meeting was chaired by chief secretary of Chandigarh and Nitesh Kumar Vyas, additional secretary (UT), ministry of home affairs, who was in the city to assess the progress of various centrally sponsored flagship schemes. During the meeting, the finance department of the UT administration presented a detailed PowerPoint presentation outlining the financial condition of the MC, including income, expenditure, and fiscal challenges. The administration urged the Centre to release additional funds in line with the recommendations of the 4th Delhi Finance Commission (DFC), citing the need for improved civic services and infrastructure. The financial discussion was led by the chief secretary and finance secretary, who highlighted the urgency of the grant and the rationale behind the request. Apart from financial matters, the meeting focused on reviewing the implementation of 30 flagship schemes currently operational in Chandigarh. Senior officials from various departments presented updates on programmes related to education, healthcare, nutrition, sanitation, social security, and more. The administration showcased progress in key national missions such as Ayushman Bharat (AB-PMJAY), Jal Jeevan Mission (Urban), Swachh Bharat Mission - Urban 2.0, Smart Cities Mission, PMAY-U, NHM, Samagra Shiksha, POSHAN Abhiyaan, Ease of Doing Business, and Digital India. The review also included an assessment of the rollout of three new criminal laws and associated digital platforms like e-Sakshya, Nyay Setu, Nyay Shruti, and e-Summon. A live demonstration of the Interoperable Criminal Justice System (ICJS) was presented, followed by a visit to CENCOPS in Sector 18 to observe its on-ground functioning. The additional secretary appreciated the administration's efforts and stressed the importance of timely execution, data-driven monitoring, inter-departmental coordination, and community participation for effective service delivery. The meeting was attended by senior officials including Mandip Singh Brar (Home Secretary), Pushpendra Kumar (DGP), Diprava Lakra (Finance Secretary), and other key personnel.

Himanta visits Bilasipara to explore site for new power plant
1 2 Guwahati: Assam CM Himanta Biswa Sarma on Tuesday visited Chirakuta Charuwa Bakra in Bilasipara co-district, Dhubri, a proposed site for a new thermal power plant aimed at boosting the state's energy self-sufficiency. The inspection comes amid protests by Bodo villagers in the nearby Bodoland Territorial Council (BTC) area, where the govt is reportedly planning to acquire several hundred bighas of land in Banshbari-Paglijhora for the project. Protesters have expressed concern that the plant may be allocated to the Adani Group. According to the chief minister's office (CMO), a tender will be floated soon. The CM said once operational, the plant is expected to create 20,000 of direct and thousands of indirect employment opportunities for local youth. He also assured that eligible residents on the site would receive compensation and rehabilitation as per govt policy. He also sought cooperation from the people to ensure the successful implementation of the project. Interacting with locals in Dhubri, Sarma promised rehabilitation grants according to govt provisions. As per the CMO release, with Assam's energy demand projected to reach 5,000MW by 2030 and 7,000MW by 2035, the govt is pushing to establish the state as a regional hub for thermal power generation. The state cabinet approved the Assam Thermal Power Generation Project Promotion Policy 2025 on May 5, aimed at attracting large-scale investments to the sector. Speaking to the media, Sarma said, "The project involves an investment of Rs 40,000 crore and will transform the local economy wherever it is implemented." He added that other potential sites, including Chapar and Goalpara, are under consideration. "Somewhere we will have to build the plant, otherwise we have to face a power shortage after 2029," he said. When asked about the concerns of the people of BTC, Sarma said he is aware of protests, but power supply is vital. Regarding questions over land acquisition in tribal areas, Sarma said, "We haven't finalised any site. We're still identifying suitable land so the layout can be included in the tender document. Acquisition will follow once work is allotted."

Rehab fee paid, can Lotus buyers register flats now?
Noida: Around 200 homebuyers who have been waiting for years to get their flats at Lotus Boulevard Espacia registered could finally get relief, as the developer has paid a portion of its dues and said it is willing to settle court disputes to avail Uttar Pradesh's rehabilitation scheme. The developer, Cloud 9 Projects, deposited Rs 21 crore with Noida Authority in April this year, and this amounts to 25% of its dues after accounting for relief during the Covid period. A month later, Cloud 9 said it was negotiating with IndusInd Bank, a financial creditor which had filed a petition to initiate insolvency proceedings against the developer. The builder also said it aims to clear its recalculated dues by July. UP govt's rehabilitation package gave several concessions to developers, including a two-year waiver from paying interests and penalties imposed during the pandemic, if the builders deposited 25% of their revised dues. Projects under insolvency or under litigation could also avail the policy if all cases were withdrawn. Launched in 2009, the Espacia project has remained incomplete as the builder defaulted on paying its dues to the Noida Authority, embroiling it in several legal cases. The society, built on 10 acres of land in Sector 100, was supposed to be completed by 2016. Partial occupancy was granted for five towers in March 2016, but 320 out of 366 flats got their registries. The remaining two towers, which have another 168 flats, did not get registered either. "If Cloud 9 Projects follows through on its assurances and formally withdraws or settles the cases, the Noida Authority may finally classify the project as a legacy stalled project, allowing it to unlock registrations and occupancy for 214 remaining flats," a senior Noida Authority official said. Because of pending registries and occupancy certificates, homebuyers had approached the Allahabad HC, which in Feb 2024 directed the Noida Authority to issue the mandatory certificates without insisting on clearance of dues from the builder. The court also directed the ED to investigate the developer for alleged misuse of homebuyers' funds and allowed the Authority to recover pending dues from unsold inventory in one of the towers. But this HC judgment triggered a slew of cases. Noida Authority filed a review petition, which was rejected in May 2024, prompting it to approach the Supreme Court. The special leave petition before SC is pending. The society's AOA also filed a contempt petition in the HC, alleging that the Noida Authority did not comply with the court's order even after the review plea was rejected. The contempt petition is pending too. Separately, Cloud 9 co-director Ashish Gupta filed a special leave petition before Supreme Court, challenging the high court's decision to fix personal liability on directors. The apex court in Oct 2024 issued a stay and restrained Enforcement Directoratefor taking any coercive action against Gupta. This petition will be taken up by the top court on July 22. Other than these cases, insolvency proceedings have been pending before the National Company Law Tribunal (NCLT) since IndusInd Bank filed a petition against the developer in 2022. The developer said an insolvency resolution profession )IRP) has not been appointed till now and it is already in talks with the bank to settle the case — a step critical to avoid the project from entering insolvency proceedings, which would disqualify it from availing the rehabilitation package. "The company is waiting for recalculated dues from the Noida Authority. We want to settle the matter and complete the project," said Ashish Gupta, Cloud 9 director.
