The AI Race Has Gotten Crowded—and China Is Closing In on the US

The year that ChatGPT went viral, only two US companies—OpenAI and Google—could boast truly cutting-edge artificial intelligence. Three years on, AI is no longer a two-horse race, nor is it purely an American one. A new report published today by Stanford University's Institute for Human-Centered AI (HAI) highlights just how crowded the field has become.
The institute's 2025 AI index, which collates data and trends on the state of the AI industry, paints a picture of an increasingly competitive, global, and unrestrained race towards artificial general intelligence—AI that surpasses human abilities.
OpenAI and Google are still neck and neck in the race to build bleeding-edge AI, the report shows. But several other companies are closing in. In the US, the fiercest competition comes from Meta's open weight Llama models; Anthropic, a company founded by former OpenAI employees; and Elon Musk's xAI.
Most strikingly, according to a widely used benchmark called LMSYS, the latest model from China's DeepSeek, R1, ranks closest to the top-performing models built by the two leading American AI companies.
'It creates an exciting space. It's good that these models are not all developed by five guys in Silicon Valley,' says Vanessa Parli, director of research at HAI.
'Chinese models are catching up as far as performance to the US models,' Parli adds, 'But across the globe, there are new players emerging in the space.'
The arrival of DeepSeek-R1 in January sent shock waves through the US tech industry and stock market. The company claimed to have built its model using a fraction of the compute used by US rivals. DeepSeek's debut was also a surprise because the US government has repeatedly sought to limit China's access to the computer chips needed to build the most advanced AI.
Stanford's report shows Chinese AI is on the rise overall, with models from Chinese companies scoring similar to their US counterparts on the LMSYS benchmark. It notes that China publishes more AI papers and files more AI-related patents than the US, although it does not assess the quality of either. The US, in contrast, produces more notable AI models: 40 compared to the 15 frontier models produced in China and the three produced in Europe. The report also notes that powerful models have recently emerged in the Middle East, Latin America, and Southeast Asia, as the technology becomes more global.
The research shows that several of the best AI models are now 'open weight,' meaning they can be downloaded and modified for free. Meta has been at the center of the trend with its Llama model, first released in February 2023. The company released its latest version, Llama 4, over the weekend. Both DeepSeek and Mistral, a French company, now offer advanced open weight models, too. In March, OpenAI announced that it also plans to release an open source model—its first since GPT-2—this summer. In 2024, the gap between open and closed models narrowed from eight percent to 1.7 percent, the study shows. That said, the majority of advanced models—60.7 percent—are still closed.
Stanford's report notes the AI industry has seen a steady improvement in efficiency, with hardware becoming 40 percent more efficient in the past year. This has brought the cost of querying AI models down and also made it possible to run relatively capable models on personal devices.
Rising efficiency has prompted speculation that the largest AI models could require fewer GPUs for training, although most AI builders say they need more computing power, not less. The study shows that the latest AI models are built using tens of trillions of tokens—components representing parts of data such as words in a sentence—and tens of billions of petaflops of computation. However, it cites research suggesting that the supply of internet training data will be exhausted by between 2026 and 2032, hastening the adoption of so-called synthetic, or AI-generated, data.
The report offers a sweeping picture of AI's broader impact. It shows that demand for workers with machine learning skills has spiked, and cites surveys showing that a growing proportion of workers expect the technology to change their jobs. Private investment reached a record $150.8 billion in 2024, the report shows. Governments around the world also committed billions to AI that same year. Since 2022, AI-related legislation has doubled in the US.
Parli notes that although companies have become more secretive about how they develop frontier AI models, academic research is flourishing—and improving in quality.
The report also points to problems arising from widespread AI adoption. It notes that incidents involving AI models misbehaving or being misused have increased in the past year, as has research aimed at making these models safer and more reliable.
As for reaching the much ballyhooed goal of AGI, the report highlights how some AI models already surpass human abilities on benchmarks that test specific skills, including image classification, language comprehension, and mathematical reasoning. This is partly because models are designed and optimized to excel at these barometers, but it shines a spotlight on how swiftly the technology has advanced in recent years.

Surprise! Why Apparel Prices Are Actually Falling

A little over a month into President Donald Trump's new tariff regime, the verdict is in: Clothes are getting cheaper. The US Bureau of Labor Statistics on Wednesday reported that apparel prices fell 0.4 percent between April and May, and were down 0.9 percent from a year prior. Inflation overall was estimated at 2.4 percent, in line with expectations. The data likely reflects pain delayed rather than avoided. Many retailers stocked up before Trump announced a 10 percent tariff on all imports, as well as an additional 30 percent levy on Chinese goods. Inflation figures also don't account for hikes that were announced but have yet to kick in. E.l.f. Cosmetics, LVMH, Nike and many others have said they plan to raise prices this summer. But the downward trend speaks to another truth about fashion's approach to pricing: The tariffs came at a time when brands were already working overtime to convince reluctant shoppers to keep spending. Rather than pass along costs, many companies' instinct is to explore every other option first. Urban Outfitters, Gap and Abercrombie & Fitch fall in that camp, saying they'll hold off on increasing prices even as they warn of shrinking margins. And for brands that engaged in years of post-pandemic price hikes, discounting even in the face of tariffs is still the best way to win back customers. Many luxury labels fall in this category, though plenty of mass-market brands are more expensive than they used to be, too. 'Retailers don't want to scare consumers or the market and suggest they're [raising] prices,' said Sonia Lapinsky, partner at retail consultancy Alix Partners. 'They're refraining as much as possible, they're not talking as much as possible.' Fashion's Falling Prices Apparel prices fell month on month between April and May, and nearly 1 percent in May year on year. The rate of price increases began slowing in 2023, and then declining early this year. This doesn't account for the full impact of tariffs on retailers' margins, which won't be realised until late summer or fall. That is when prices could get 'wildly volatile,' because of brands' individual approaches to pricing in the face of rising costs, said Michael Prendergast, managing director of Alvarez & Marsal Consumer and Retail Group. Some brands will look at this moment as a time to sacrifice margin to gain market share. With expanded margins, thanks to years of rising prices, many retailers are well positioned to absorb the impact. For now brands are doing everything in their power to keep people shopping and drive traffic, said Lapinsky, including upping discounting throughout April and May. Beyond categories like footwear that are highly susceptible to tariffs, brands will get specific about where they raise prices — fashion items may have elasticity, but shoppers would see a more obvious change in basic pieces, for example. Likely, after years of experimenting, brands have learned where their limits are. Planning for the rest of the year is filled with extra risk. Raise prices too much, and kill demand; plan for lower demand and potentially end up with empty shelves. That conundrum will likely come to a head for retailers during back-to-school shopping season. 'We're likely going to have an inventory issue on one end or the other,' said Lapinsky. 'Either we've got inventory in the stores that had to be priced at a point that they can't clear, or retailers may have pulled back and just don't have what customers are looking for.' Mood-Swing Shopping As they make inventory and pricing decisions for the rest of the year, retailers are watching consumer sentiment closely to try to determine whether they'll have the appetite to spend — and to what degree. 'You have to be cautious of exactly what inventory you're taking in, given consumer sentiment and how much they're shopping,' said Jessica Ramírez, co-founder of research firm The Consumer Collective. 'If you're just churning inventory that isn't a priority on your consumers' list, you're not going to do very well.' After falling to its lowest point in years, consumer sentiment got a slight boost in May. Part of that may be thanks to a comparative settling of the news cycle from April, when Trump first announced, and then temporarily paused, levies. But even just the feeling of rising prices and uncertainty can put a damper on shoppers' moods. Plus, more generally, price inflation in other categories will have an impact on consumer appetite to spend on apparel. 'Food and gas prices affect discretionary income,' said Prendergast. 'Gas prices are coming down, that's the good news. The not great news is food continues to rise — that pinches the wallet.' Trouble is Brewing Elsewhere The picture of softened demand is clearer in China, the second biggest fashion market after the US. Earlier this month, China reported consumer prices overall — not just apparel — fell for a fourth consecutive month in May, raising concerns that deflation is here to stay. Meanwhile, wage shrinkage and property value slumps continue. It's already having an impact on fashion, reported Reuters: Amid raging price wars, stores are putting merchandise on steep discount — $30 for a Coach handbag at Super Zhuanzhuan, for example. US-based apparel companies operating in China will face more uncertainty in an already challenged market. Trouble abroad could even be felt back home. 'The more that's happening in the macro, the more concerned the consumer in America is going to be,' said Lapinsky. 'We don't see any end to that in the next few months.' Though, starting in March, China began ramping up fiscal stimulus. And much remains to be seen about how the Chinese consumer will react, said Ramírez. Fashion is still in a wait-and-see phase when it comes to price hikes and planning, but the moment of truth could be getting closer. 'Overall retailers are underplaying the effect of what tariffs and inflation are going to do to their sales and EBITDA,' said Prendergast. 'We're advising clients, take the next two years of your revenue and margin plans down, like, take them down and again, use this opportunity to cut costs internally.'

Its benchmark Nikkei index reached an all-time high in July 2024, driven by corporate governance reforms and robust company earnings, then crashed more than 25% in less than four weeks on a surprise interest rate hike by the Bank of Japan. Though the index rebounded shortly after, its gains were trimmed in early 2025 as U.S. President Donald Trump ignited his trade war. Japan has 180 companies on this year's Forbes Global 2000 ranking of the world's largest public corporations, down slightly from 182 in 2024, making it the third most-represented country after the U.S. and China. The list weighs market value, revenue, profit and assets equally, using the latest 12 months of data as of April 25. Toyota Motor, the highest-ranking Japanese company, is in a sector particularly hard hit by Trump's sweeping tariffs. The U.S. in early April imposed a 25% tax on foreign-made cars, followed in early May by the same levy on auto parts, a blow to Japan's mainstay industry and its export-led economy. The world's top-selling carmaker slipped three places to No. 14 after its stock tumbled 22% over the year. Though its revenues and profits in the year through December were roughly flat at $309 billion and $34 billion, respectively, Toyota warned that the tariffs would result in a $1.3 billion hit to operating profit in April and May. Some of Toyota Motor's peers suffered even steeper declines. Nissan Motor, long plagued by deteriorating financials, sank 366 spots to No. 707 after its profit in the 12 months through December plunged 76% to $702.6 million. After the cut-off date for the list, the automaker posted a $4.7 billion loss for the three months ended March. Nissan is struggling to restructure after merger talks with larger rival Honda Motor collapsed in February. The failed tie-up, together with the tariffs, relegated Honda to No. 117 from No. 91 as its stock fell 17% over the year. Mitsubishi Motors, whose biggest shareholder is Nissan, tumbled 379 places to No. 1,562 as its shares skidded almost 10%. Companies in the AI space were a bright spot. Billionaire Masayoshi Son's SoftBank investment powerhouse climbed 331 spots to No. 130 on a 425% surge in 12-month profit through December to $5.6 billion, driven partly by increases in the value of portfolio companies such as ByteDance, the Chinese parent of TikTok. SoftBank is ramping up its AI bet, with plans to invest up to $30 billion in U.S.-based ChatGPT maker OpenAI while also investing $100 billion to build AI infrastructure stateside as part of its Stargate Project joint venture with OpenAI and Oracle. The AI boom also lifted Advantest, the world's largest semiconductor testing equipment maker by market share and a supplier to AI-chip giant Nvidia. It scaled 509 places to No. 1,231 as its profit in the year through March more than doubled to $1.1 billion on a 52% surge in sales to $5.1 billion. Other notable climbers included companies in the defense industry. IHI Corp, Mitsubishi Heavy Industries (MHI) and Kawasaki Heavy Industries (KHI) were among the best performers on the Nikkei over the year as Japan ramped up military spending. IHI, an engineering company that makes everything from turbines for power plants to rocket systems for space travel, debuted on the Global 2000 at No. 1,349 after its stock skyrocketed 176%. A more than doubling in MHI stock elevated the company 75 spots to No. 372 while KHI vaulted 513 places to No. 1,331 on a 52% share increase.

Although technically an 'emerging technology,' it feels like companies of all sizes are quickly developing and acquiring AI agents to stay ahead of the curve and competition. Just last week, OpenAI launched a research preview of Codex, the company's cloud-based software engineering agent or its 'most capable AI coding agent yet.' And it's fair that people are interested and excited. Transforming industries From customer service to supply chain management and the legal profession, AI agents are set to transform industries across the board and are already showing us that they can be pervasive across both consumer and enterprise environments, bringing AI fully into the mainstream. Unlike chatbots and image generators, which provide answers, but require prompts, AI agents execute multistep tasks on behalf of users. In 2025, these autonomous software programs will dramatically change how people interact with technology and how businesses operate. This aligns with Forrester's latest findings, which had agentic AI at the top of its recent Top 10 Emerging Technologies for 2025, highlighting the power and potential of this emerging trend. However, as the report also points out, the rewards come with big risks and challenges. Let's dive into these as well as why companies must prioritize governance before development and implementation in order to stay ahead of, not behind, the curve and their competition. A Governance-First Approach In just three years, at least 15% of day-to-day work decisions will be made autonomously by AI agents—up from virtually 0% in 2024. This prediction by Gartner, while promising, sits alongside another key stat: 25% of enterprise breaches will be linked to AI agent abuse. As mentioned above, the rapid and widespread adoption of AI agents, while exciting, comes with complex challenges, such as shadow AI, which is why companies must prioritize a governance-first approach here. So what is it about AI agents that makes them particularly challenging to control? Short answer: their ability to operate autonomously. Long answer: this technology makes it difficult for organizations to have visibility over four things: Who owns which agent What department oversees them What data they have access to What actions the agent can take How do you effectively govern them A comprehensive approach This is where unified governance can step in. With a comprehensive governance framework, companies can ensure that AI agents operate responsibly and are aligned with organizational standards and policies. The alternative: a lack of governance framework for AI agents can mishandle sensitive data, violate compliance regulations, and make decisions misaligned with business objectives. Let's use a real-world example: you are a CEO for a major organization. Your company builds and introduces an AI-powered assistant to help automate workflows and save you time. Now imagine that the assistant gains access to your confidential files. Without guidance or governance, the assistant summarizes sensitive financial projections and closed-door board discussions and shares them with third-party vendors or unauthorized employees. This is definitely a worst-case scenario, but it highlights the importance for a solid governance framework. Here's a helpful governance checklist: Establish guidelines that clearly define acceptable use and assign accountability. Carry out regular reviews to help identify and mitigate potential risks and threats. Appoint the right stakeholder to foster transparency and build trust in how AI agents are used internally and externally. Blurred lines According to Sunil Soares, Founder of YDC, Agentic AI will drive the need for new governance approaches. As more applications include embedded AI and AI agents, the line between applications and AI use cases will become increasingly blurred. I couldn't agree more. Whether you develop AI agents internally or partner with a third-party vendor, this technology will unlock significant value. But the challenges are not one-size-fits-all and will not go away. And while the human element remains important, manual oversight on its own is not sufficient or realistic when it comes to scale and size. Therefore, when you build out your governance framework, ensure that you have automated monitoring tools in place that detect and correct violations of policies, record decisions for greater transparency, and escalate the complex cases that require additional oversight, such as a human-in-the-loop. A centralized governance framework ensures accountability, risk assessment, and ethical compliance. Like everything else in life, you need to create and establish boundaries. And don't worry—implementing a governance framework first won't slow innovation down. When you find the right balance between innovation and risk management, you stay ahead of the curve and competition, leaving room for more cutting-edge AI agents and fewer headaches.
