Saifuddin: 10,000 inmates to fill gaps left by foreign workers

BENTONG: The Prisons Department aims to involve 10,000 inmates in critical industries nationwide to reduce dependence on foreign labour in the manufacturing, services, plantation, and construction sectors.
Home Minister Datuk Seri Saifuddin Nasution Ismail said initiatives such as the Community Rehabilitation Programme, Compulsory Attendance Order (PKW), Licensed Release of Prisoners Programme, and the Corporate Smart Internship Programme had proven effective in reducing recidivism and helping inmates rebuild their identities.
"These programmes have helped ease overcrowding and lower operational costs in prisons. I would like to take this opportunity to commend the Prisons Department for its success and growing recognition on the international stage.
"One of its key achievements is the prison industries initiative, undertaken in collaboration with the private sector. The skills acquired by inmates have turned prison institutions into competitive, income-generating entities that train skilled labourers," he said at the Pahang-level celebration of the 235th Prison Day 2025 at the Bentong Prison complex today.
His speech was delivered by acting Pahang Prisons director Deputy Commissioner Suhaizak Ab Wahab.
Saifuddin also said that the department had received international recognition from several countries for fabric products made by inmates.
"This reflects Malaysia's strong commitment to prison reform and our emergence as a global model for criminal rehabilitation," he said.
He acknowledged, however, that overcrowding remained one of the key challenges faced by the ministry, and assured that it was being addressed seriously.
"The ministry has outlined several strategies, including expanding the parole and PKW programmes for low-risk inmates, allowing them to contribute meaningfully to society.
"We are also working on developing new prison infrastructure, upgrading existing facilities, and implementing digital and artificial intelligence technologies within the prison system," he added.
Saifuddin said the government was currently reviewing mandatory sentencing laws through a legal reform committee, while also enhancing support systems for vulnerable inmate groups such as the elderly, chronically ill, mentally unwell, and Persons with Disabilities.

KUALA LUMPUR: A total of 7,051 parolees undergoing rehabilitation through the Corporate Smart Internship (CSI) programme have secured job offers across five key sectors, according to Home Minister Datuk Seri Saifuddin Nasution Ismail. He highlighted that 789 companies are collaborating with the Prisons Department to support the initiative, which aims to reintegrate inmates, referred to as 'prospects', into the workforce via parole, licensed release schemes, or Henry Gurney rehabilitation programmes. "Whether released through parole or other supervised schemes, we call them 'prospects', not convicts. They are now outside the prison walls, employed and contributing," he stated in the Dewan Rakyat on Monday (Aug 4). The job opportunities span the services, plantation, manufacturing, agriculture, and construction sectors. Saifuddin is confident that the number of prospects placed in jobs could soon rise to 8,500, with Guthrie (SD Guthrie Bhd) agreeing to accommodate an additional 644 candidates. "Guthrie not only hires them but also trains them, issues harvesting certificates, and pays them a proper wage," he mentioned, adding that Shopee is expected to take on up to 350 prospects. Addressing concerns about public and employer perceptions, Saifuddin stressed the importance of ongoing engagement to change mindsets and reduce stigma. "The prison is no longer merely a place of punishment. It's a teaching factory for work-based learning. We provide TVET (Technical and Vocational Education and Training) in 35 institutions within our prison system," he explained. Saifuddin was responding to V. Sivakumar (PH–Batu Gajah) regarding the effectiveness of the parole programme from 2024 to June 2025. The training encompasses six core fields: food preparation, services, manufacturing, textiles, agriculture/plantation, and animal husbandry. According to Saifuddin, 19,361 inmates have completed TVET programmes and obtained certifications recognised by the Department of Skills Development (JPK) and the Construction Industry Development Board (CIDB) as of 2024.

Home Minister Datuk Seri Saifuddin Nasution Ismail said the initiative, under the Corporate Smart Internship programme, aims to secure employment and support the reintegration of former inmates into society. He said these individuals were employed in sectors such as services, plantations, manufacturing, agriculture and construction. "We are confident we can increase this number to 8,500 soon, as Guthrie (SD Guthrie Bhd) has agreed to take on another 644 prospects. "Guthrie is not only hiring them, but also providing training and issuing harvesting certificates, as well as paying wages. Shopee, too, will be hiring 350 prospects," he said. Saifuddin was responding to V. Sivakumar (PH–Batu Gajah) on the effectiveness of the parole programme from 2024 to June 2025. Saifuddin said the Prisons Department also operates 35 Technical and Vocational Education and Training (TVET) centres to equip inmates with skills before release. "As of 2024, a significant number of individuals, 19,361, have successfully obtained skill and TVET certificates. "While they are still prospects awaiting their release, we train them so they go out with valuable skills. This helps prevent them from falling back into crime and facing societal stigma, and reduces recidivism rates. "For every 800 individuals released, only one reoffends and returns to prison," he added.

KUANTAN: Acquiring new assets and strengthening international collaborations are among the measures being taken by the Malaysian Maritime Enforcement Agency (MMEA) to address increasingly complex maritime threats in the region. Home Minister Datuk Seri Saifuddin Nasution Ismail said that, in addition to bolstering its logistical capabilities, the agency must move beyond its comfort zone by engaging and learning from countries with established maritime expertise. "The UNODC (United Nations Office on Drugs and Crime) recently reported a growing reliance on maritime routes for drug trafficking, surpassing land routes. Malaysia, with its extensive coastline, is particularly vulnerable. "Besides that, we also face threats from foreign fishermen, human trafficking and contraband smuggling. "At the international level, we conduct joint maritime operations, share intelligence, and participate in capacity-building efforts with our counterparts in other countries to strengthen MMEA's capabilities. "These knowledge-sharing initiatives are crucial for enhancing maritime security. "To further secure the country's waters, MMEA will receive several assets including the former US Coast Guard Cutter Steadfast later this year, a Turkish-made Multi-Purpose Mission Ship in 2027, four new helicopters to be delivered in stages next year, and the completion of two Offshore Patrol Vessels (OPVs)," he told reporters at the Sultan Ahmad Shah Maritime Academy here today. He had earlier attended MMEA's Junior Lieutenant and Junior Able Rate passing-out parade. Also present was MMEA Director-General Datuk Mohd Rosli Abdullah. On the procurement of OPV 2 and 3, Saifuddin said the agency is awaiting the Ministry of Finance (MOF) to finalise and issue the tender to the company selected to revive the construction project. "Only the first OPV, KM Tun Fatimah, has been completed, following an additional RM150 million allocation from the MOF. "We mutually agreed to terminate the contract with the original company for the remaining two vessels. "An open tender has already been conducted, and we are now awaiting final approval from the MOF. Once the tender is awarded, construction is expected to resume and take about 24 months," he said. Saifuddin said that the arrival of new assets will boost the morale and motivation of enforcement personnel while ensuring more effective maritime surveillance, complementing efforts such as radar-based monitoring. A total of 68 Junior Lieutenant officers and 186 Junior Able Rate personnel graduated from MMEA's basic training programme today.
