
Luggage dropped by passenger triggered New Delhi railway station stampede
The minister, responding to a written question by Samajwadi Party MP Ramji Lal Suman, said a high-level inquiry committee had identified the falling headload as the primary cause of the tragedy that occurred on February 15.
The stampede happened during the evening rush around 9:15-9:30pm on the staircase connecting platforms 14 and 15, as thousands converged on the station for Bihar-bound trains amid the Maha Kumbh festival on at the time in Prayagraj.
'There was a big headload falling from one of the passengers and the pressure was passed on to the stairs of platforms 14/15, resulting in the tripping of passengers,' Vaishnaw said in his parliamentary reply. The incident occurred at 8.48pm on foot-over-bridge 3.
The victims died from traumatic asphyxia, according to post-mortem examinations.
The committee found that while sufficient crowd management protocols were in place, passenger density had gradually increased on the foot-over-bridge after 8.15pm.
Many passengers were carrying large headloads, hampering smooth movement on the narrow 25-foot-wide footbridge before the fatal accident, the committee found.
At the time, HT reported citing Railway records that 7,600 unreserved tickets were sold that evening at a rate of 1,500 per hour with crowds building up from 6pm onwards.
The tragedy—the deadliest railway station incident since Mumbai's Elphinstone Road stampede killed 23 people in 2017—had drawn sharp criticism from railway experts, some of who called it a 'completely avoidable incident' and 'classic mismanagement.'
To prevent similar tragedies, Indian Railways will implement comprehensive crowd management measures across 73 stations that periodically face heavy passenger rush, the minister told parliament.
Permanent holding areas will be created outside these stations, building on the temporary arrangements made during the 2024 festival season. Pilot projects are already underway at New Delhi, Anand Vihar, Varanasi, Ayodhya, and Ghaziabad. Passengers will only be allowed onto platforms when trains arrive, helping to decongest station areas, Vaishnaw said.
The railways will introduce complete access control at the 73 identified stations. Passengers with confirmed reserved tickets will get direct platform access, while those without tickets or on waiting lists must wait in designated outside areas. All unauthorised entry points will be sealed.
New foot-over-bridge designs—12 metres wide and 6 metres wide—will replace existing narrow structures across all stations. These wider bridges with ramps proved effective during the recent Mahakumbh festival.
Advanced surveillance systems, including CCTV networks and war rooms for coordinated crowd management, will be installed. Digital communication equipment such as walkie-talkies and public announcement systems will be deployed at all heavy-traffic stations, the minister stated.
The minister also stated that all major stations will have a senior officer designated as station director with financial powers to make immediate decisions during crowd situations. All other departments will report to the station director, who will have overarching responsibility for station operations. Staff will receive new identification cards and uniforms to ensure only authorised personnel can access station premises.
Station directors will also control ticket sales based on station capacity and available train services, Vaishnaw added.

Unfinished business of gender justice in India
No history of gender justice laws in India can be written without drawing a direct, scarred line from the brutal assault on Bhanwari Devi in 1992 to the gut-wrenching tragedy of the 2012 Delhi gang rape and murder. Not as isolated crimes, but as eruptions of women's long-endured trauma into public and legal arenas. In 2012, a 23-year-old woman's brutal gangrape and fatal assault on a bus in Delhi by six men tore through the nation's conscience. And this time, the State's response was swift. (HT Photo) The story of Vishakha v. State of Rajasthan (1997) begins not in the hushed halls of the Supreme Court, but in a village in Rajasthan, where Bhanwari Devi, a grassroots worker with the Women Development Programme, dared to challenge age-old patriarchal traditions by trying to prevent the child marriage of a one-year-old girl in her village. As punishment, she was brutally gang-raped by five Gujjar landlords. What followed was a chilling display of apathy and systemic failure. The police refused to file an FIR, Bhanwari Devi's medical report was incomplete, and the court acquitted the accused, casting doubt on her husband's testimony and asserting that upper caste men wouldn't rape a lower caste woman. The verdict struck a match to years of simmering feminist anger. The 1980s and 90s were the decades of dowry deaths, bride burnings and misogyny. Women across India were fighting back, marching the streets, protesting and picketing. Bhanwari Devi was assaulted while on duty. Yet, her employer — the State — offered neither protection nor support. Sparking a firestorm of fury within women's collectives and Dalit groups, Bhanwari's case became a lightning rod for the historic case that was to follow. It was now up to the highest court to do what the lower court would not: Rule that workplace safety is a constitutional right. And so, in 1997 a historic PIL was filed by a cohort of organisations under the banner of Vishakha against the Rajasthan and the Union governments. The Supreme Court recognised gender equality as integral to rights under Articles 14 (equality before the law), 19(1)(g) (right to practice profession), and 21 (right to life with dignity). It held that sexual harassment at the workplace violates these rights, making it a constitutional issue. In the absence of legislation at the time, the Court framed the landmark Vishakha Guidelines — binding directives making employers responsible for safe, non-discriminatory workplaces. It also acknowledged the psychology of shame, the courage required for women to come forward, and the reality of police and judicial indifference. Yet, despite the celebrated judgment, implementation remained spotty. Few employers complied, fewer women dared complain, and the State dragged its feet on making the guidelines law. Societal attitudes, too, remained stubbornly unchanged. Until December 2012. In 2012, a 23-year-old woman's brutal gangrape and fatal assault on a bus in Delhi by six men tore through the nation's conscience. It exposed once again the State's chronic failure to protect women in public spaces, reigniting the public and legislative urgency begun by Vishakha. Once again, the country erupted in thunderous, unstoppable outrage. And this time, the State's response was swift. All the accused were arrested and charged with sexual assault and murder. One died in police custody. The remaining four adult men were tried, found guilty and sentenced to death. The juvenile received the maximum sentence under the Juvenile Justice Act: Three years in a reform facility. But most importantly, it snapped Parliament out of legislative slumber. The government responded with historic, if long overdue, laws. The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 finally gave legislative teeth to the Vishakha Guidelines, making employer inaction a punishable offence. The Criminal Law (Amendment) Act, 2013, expanded the legal definition of sexual violence, added offences like stalking and voyeurism, increased penalties, and mandated swifter trials. The arc from Bhanwari Devi's assault to Delhi rape-murder is a reminder that justice in India too often arrives only after unimaginable suffering. Vishakha exposed the cost of legal neglect; the Delhi rape and murder laid bare the deadly gap between law and enforcement. Yes, laws now exist. But women still fear walking home alone. Victims still face shame and disbelief. The courts still drag, and perpetrators still walk free. Why must women bleed before the law takes notice? Rights mean little without action. That is the unfinished business of gender justice. Bhanwari's last surviving rapist still walks free. Yet her legacy planted a stake in the ground. The fight is unfinished. But the path is lit. Uproar in UP assembly after videos show mob with saffron flags defacing Muslim tomb in Fatehpur
The protest came after videos circulating widely on social media showed a huge crowd of right-wing activists with saffron flags defacing the Maqbara Mangi mausoleum, demanding permission to offer prayers inside the tomb and claiming the site was originally a Hindu temple. Samajwadi Party (SP) leader Mata Prasad Pandey claimed a Bharatiya Janata Party (BJP) leader had announced the takeover a week earlier and said that lax security allowed a mob in. 'It has become a trend across the state to demolish madrasas and Muslim mausoleums to benefit one side,' Pandey said. New Delhi: The Uttar Pradesh Assembly witnessed uproar on Tuesday over the vandalism of a Muslim mausoleum in Fatehpur district, with the Opposition alleging that it was a 'planned' bid to stir communal tensions. In one of the purported videos, which ThePrint has not verified, the protestors can be seen shouting 'Jai Shree Ram', standing on graves and damaging the mausoleum. According to news reports, over 2,000 people gathered on Monday at the tomb and Eidgah premises. Members of the Math Mandir Sanrakhan Sangharsh Samiti, Bajrang Dal, Hindu Mahasabha and other groups claim that the structure, officially registered under Khasra number 753 in government records, was a temple dedicated to Lord Krishna and Lord Shiva. Local Muslim residents claimed the incident unfolded in full view of police. They allege the attackers faced no obstruction while local Muslims were held back. In another video shared on X, police can be seen standing outside the premises of the mausoleum while the mob damaged the structure. ThePrint hasn't verified the video. 'This is the tomb of Nawab Abdul Samad in Fatehpur district of UP, and everything happening here is taking place in the presence of the police administration. What more can be written about this? In the world's largest democratic country, the nation/world is witnessing the funeral procession of democracy,' a local resident, Shahnawaz Ansari, wrote on X, along with the video. Police have registered an FIR at the Kotwali station against 10 named and 150 unidentified persons for allegedly entering and vandalising the disputed mausoleum. The charges include rioting and trespassing on burial places. No arrests have been made yet, and raids are underway to trace the accused, according to news reports. When ThePrint reached Fatehpur Superintendent of Police Anoop Kumar Singh, he said, 'Any person who takes the law into their own hands cannot be allowed to do this. Those who try will face strict action. The government of Uttar Pradesh has filed an FIR in this case. Ten people have been named and there are 150 witnesses. Based on digital evidence, action will be taken against those whose role is established,' he said, adding that the government in Uttar Pradesh has tried to control the rebels. 'We will not allow any such injustice in Uttar Pradesh.' ThePrint also reached UP BJP spokesperson Rakesh Tripathi. 'It is a historical fact that a lot of Hindu temples have been demolished in the country and shrines, mosques have been built. This is a bitter truth,' Tripathi said, adding that the matter should be taken to court in a 'constitutional manner'. He added that there is a need to hold a discussion and find a solution mutually. 'Any person who takes up the law cannot be allowed to do this. And those who try will have to face strict action. The government of Uttar Pradesh has lodged an FIR in this case as well. Echoes of the 1990s The incident brought back memories of the early 1990s when the Babri Masjid-Ram Janmabhoomi dispute spurred Hindu groups to also claim the Gyanvapi mosque in Varanasi and the Shahi Idgah in Mathura. In response, the P.V. Narasimha Rao government enacted the Places of Worship (Special Provisions) Act, 1991, in September that year, freezing the status of all places of worship as they stood on 15 August 1947 (excluding Ayodhya, which was under litigation). The law aimed to preserve the religious character of such sites, block new claims and safeguard communal harmony. Experts said the attack in Fatehpur is not an isolated incident but part of a broader wave of attacks on Muslim religious places in recent years. Historian Swapna Liddle told ThePrint it was a way of letting Muslims know that they are not a part of the history of the country. 'They want to show that Muslims never existed in our history. It's a distortion of history for their own benefit and to attack minorities, especially Muslims,' she added. 'At behest of political ideology' The incident drew sharp reactions from opposition leaders. AIMIM MP Asaduddin Owaisi said in a video on X that the BJP has created an environment of 'hatred' in the country, giving a free hand to anyone laying claim to any historical place related to Muslims. 'All this is happening under the watch of the state police and police is not doing anything. Had these attackers been Muslims, imagine the situation. Law is being used at the behest of political ideology and religion. This is an example of hatred against Muslims and their attempt to oppress them… It felt like 1992 was returning…' he said. Samajwadi Party chief Akhilesh Yadav called the incident 'unfortunate' and said that the BJP has 'inherited the ideology of divide and rule from the British'. 'When they have no achievements to show, they start creating hatred between Hindus and Muslims. The government should take action against those who committed such a crime in Fatehpur…,' he told the media. In a video statement shared on his X account, Samajwadi Party MLA Abu Asim Azmi said that the way the mausoleum is being vandalised in Fatehpur with saffron flags in the hands of the vandalisers shows the 'religious extremism'. 'This is being supported by the government and the police. There are no rules for Muslims. It was already a long struggle for Babri Masjid and now every other day mosques are being vandalised. Man with ‘close' links to Goldy Brar arrested in Badshah's Chandigarh club blast case
The Delhi Police Special Cell on Wednesday arrested another accused in connection with the 2024 bomb attack outside singer-rapper Badshah's nightclub in Chandigarh. The arrested man was allegedly in close contact with notorious gangster Goldy Brar.(HT file photo) The accused, identified as Deepak, was arrested in Delhi. He is a resident of Punjab's Faridkot and was allegedly in close contact with notorious gangster Goldy Brar, who had earlier claimed responsibility for the blasts. On November 26 last year, two crude bombs went off outside two Chandigarh clubs, Seville Bar and Lounge, owned by Badshah, and De Orra Club. CCTV footage showed a man throwing a crude bomb at the clubs before fleeing the scene. The explosions shattered the clubs' glass windows. No injuries were reported. Hours later, Goldy Brar, linked to gangster Lawrence Bishnoi, claimed responsibility in an alleged Facebook post. An unverified post also claimed Brar and another gangster, Rohit Godara, were involved. On November 29, two suspects were arrested after an encounter in Haryana's Hisar district. The operation was carried out jointly by Chandigarh Police and the Haryana Special Task Force. Both accused were shot in the leg before being taken to a hospital for treatment.
