A Hobart man is charged after having sex with an underage teen girl, records allege.
Gabriel Fragoso, Jr., 24, was charged Friday with four counts of sexual misconduct with a minor.
He has not been apprehended. When arrested, he is ordered held on a $7,500 cash bond.
Cedar Lake Police Det. Marcus McDowell wrote that a Hanover Central High School police officer reported that the girl was assaulted by a man, 24.
Police subpoenaed records from Discord — an online messaging app.
Fragoso agreed to pick up the girl in late November at the Cedar Lake library before they went to Lemon Lake Park. He told the girl his name was 'Dave.'
'I had soo much fun tonight,' she later messaged.
The girl later told a Special Victim's Unit detective they went to Lemon Lake Park and walked around. She got cold, they went to the bathrooms.
When the detective asked what happened, the girl was upset, embarrassed, and didn't want to elaborate. Later in the interview, she appeared to allude to a sex act.
They went to a Jewel parking lot, likely in Crown Point, where they got in the back seat. Fragoso repeated asked her to have sex with him. The girl later said she felt 'scared' and had little choice.
Later in December, the girl lured Fragoso to her house where her family, at minimum, screamed at him in their garage. The girl wasn't entirely sure what happened.
Fragoso got an lawyer and refused to answer the investigator's questions.

DALLAS--(BUSINESS WIRE)-- A Case for Women LLC, a women-owned organization dedicated to educating women about how to access contingency fee civil legal services, is warning parents that Roblox, a popular online gaming platform marketed to children as young as five years old, may be putting children at risk of sexual exploitation. According to recent lawsuits, Roblox has been accused of lackluster safety protocols when it comes to protecting users, often children. 'I've been completely shocked at the number of parents who have reached out to us about their children being targeted by predators on Roblox,' said Susan Jones Knape, president of A Case for Women. 'These aren't 'absent' parents – these are parents who have tried to do everything right and assumed that a company marketing its products to kids would also do the right thing. Yet, they're finding the in-game safety features are not effective – and that predators can easily coach a child through creating additional accounts, downloading and using other chat apps like Discord, or keeping communication hidden. Bottom line: Roblox is not doing enough to keep children safe on their platform and they need to be held accountable. These parents are devastated.' According to a July 2024 article by Bloomberg, Roblox has over 78 million users, many of whom are under the age of 13. Yet, Roblox only has about 3,000 moderators, which is significantly fewer than TikTok, which has over 2 billion users and is not marketed to minors. Mounting lawsuits have accused Roblox of leaving an 'unlocked door' that predators have exploited, claiming that Roblox has not done enough to protect children on the platform. Here are some red flags to look if you think your child may be hiding something from you on Roblox: Sudden secrecy in regard to screentime Gaming late into the night Mystery 'friends' they won't give more information about Mood swings or anxiety with no discernible trigger Multiple or hidden accounts Roblox isn't the only online platform named in these lawsuits. Discord, a chat app that allows for instant communication via text, video calls, voice calls, and other media, has also been accused of offering a space where predators can exploit children online without proper moderation or protection, sometimes resulting in serious harm to a child, such as facilitating in-person meetings that result in sexual abuse or even trafficking. Snapchat records lead to child pornography charges in St. Charles County: Police

ST. CHARLES COUNTY, Mo. – A man's Snapchat records led to his arrest and felony charges in connection with a months-long child pornography investigation in St. Charles County. The St. Charles Prosecuting Attorney's Office charged Nico E. Baskin, 22, of St. Charles, with two counts of possession of child pornography. Baskin was formally charged on March 5. He remains jailed on a $200,000 cash-only bond. He'll be arraigned on July 8. According to court documents obtained by FOX 2, a St. Charles County officer was assigned in January 2025 to investigate a Cybertip, originally submitted from groupchat platform Discord to the National Center for Missing and Exploited Children. The tip included eight images classified as child pornography. Missouri Senate approves $100M for St. Louis tornado relief In February 2025, a second Cybertip, believed to be connected to the initial case, was assigned to the St. Charles County Police Department. That tip included 29 images classified as child pornography, all of which were reported as being saved to and uploaded from a user's Snapchat Memories, per court documents. Around that time, officers obtained a search warrant for an iCloud email address believed to be linked to the suspect. While no images or videos were recovered, account information provided the suspect's name, phone numbers, and additional email addresses, along with emails from Discord and Snapchat indicating rule violations and account suspensions, according to court documents. Baskin was identified as a suspect some time later. Investigators found multiple social media accounts under his name, including profile images that matched descriptions of the individual seen in Cybertip photos. Investigators learned Baskin had previously been on the sex offender registry in St. Charles County. Police said Baskin claimed he had no phone number, email address, or social media accounts, but confirmed he had been living in a St. Charles hotel, per court documents. Police later interviewed a family member who said Baskin lived at an extended stay hotel in St. Charles for nearly six years. According to court documents, Baskin also had a prior child sexual exploitation charge in Kansas, and is listed on the registered sex offender registry in both St. Charles and St. Louis counties.
