Suspended MPAs split over protest limitation
"Majority of them do not support humiliating, abusive and violent conduct at any cost but will not compromise their right to protest in the garb of devising a strategy on how to run the house proceedings," an insider wishing not to be named told The Express Tribune.
He quoted the lawmakers as saying as if Chief Minister Maryam Nawaz is the red line for the Pakistan Muslim League-Nawaz (PML-N), the PTI also has similar concerns.
However, he said, a few of the members were of the view that negotiations should be continued while avoiding a hard line, but the majority were asserting that they could face the reference but would not compromise their right to protest.
The latter contend that negotiations must be held on stopping humiliation, abuse and violation of rules but the opposition should not accept the role of a mere spectator.
Sources said various options were discussed among the lawmakers facing action over disruption of assembly proceedings, especially those that they believed the PML-N could place before them. The dominant view among the suspended MPAs was that they could not afford to confine themselves to their seats or protest as per the ruling party's wishes in the garb of democratic norms.
The government has proposed the names of 11 MPAs, of whom eight belong to the PML-N and one each to PPPP, PML-Q and IPP, for the negotiating committee. The PML-N lawmakers are Mian Mujtaba Shujaur Rehman, Rana Arshad, Sami Ullah Khan, Khawaja Slaman Rafique, Ahmad Iqbal Chaudhry, Iftikhar Hussain Chachar, Amjad Ali Javed and Rahila Khadim Hussain. The names of PPPP's Ali Haider Gillani, PML-Q's Shafay Hussain and IPP's Shoaib Siddiqi have also been floated.
However, no name from the opposition has been proposed.
After the opposition's members are nominated, the negotiating committee will be officially formed by the assembly secretariat.
The MPAs were suspended after the opposition disrupted a speech of the CM on June 27. Treasury and opposition members got embroiled in a scuffle while Speaker Malik Mohammed Ahmed Khan made efforts in vain to pacify the situation.
He later suspended 26 PTI MPAs under Rule 210 (3) of the Rules of Procedure, Provincial Assembly of Punjab, 1997.
Speaker Khan also sought on June 28 the recovery of damage amounting to Rs2.035 million from 10 PTI MPAs over mounting on desks and breaking eight microphones during their protest on June 16, when the provincial government presented its budget.
The speaker had earlier barred opposition MPA Hassan Malik from attending the assembly session till its prorogation for hurling a copy of the budget speech towards Finance Minister Mian Mujtaba Shujaur Rehman.
On June 24, Speaker Khan gave a ruling, stating, "I emphasise, all members, regardless of their political affiliation, in order to preserve decorum, uphold the dignity of this august assembly, and ensure that parliamentary proceedings can continue without disruption."
He warned that in future, "I shall take all the steps within the legal framework to maintain order and uphold dignity of this august house and its members."
The speaker gave the ruling in response to Opposition Leader Malik Ahmad Khan Bhachar's assertion on a point of order that protest is a constitutional right.
Speaker Khan declared that Rule 223 of the Rules of Procedure, enacted under Article 67 read with Article 127 of the Constitution, provides the code of conduct to be observed by members in the assembly.

ISLAMABAD: Senior Pakistan Tehreek-e-Insaf (PTI) leader and former National Assembly speaker Asad Qaiser on Monday accused the federal government of wasting $188 million in World Bank funding intended to upgrade Pakistan's flood warning systems in the aftermath of the devastating 2022 floods. The funds were allocated under the Integrated Flood Resilience and Adaptation Project (IFRAP), a World Bank-backed initiative aimed at modernising the country's flood forecasting capabilities, including the installation of advanced radar systems to provide early warnings to at-risk communities. 'Implementation has stalled, and the World Bank has yet to publicly respond to the government's failure to deliver on its loan commitments,' he said. Prime Minister Shehbaz Sharif has yet to comment publicly on the issue, despite ongoing flooding across rural areas – including last week's flash floods in Khyber Pakhtunkhwa, Gilgit-Baltistan, and Azad Kashmir, which claimed more than 650 lives. 'This is not just a natural disaster – it's a governance failure,' said a senior Planning Ministry official familiar with the project. While the National Disaster Management Authority (NDMA) has launched Pakistan's first weather satellite and partnered with private weather firms, experts warn that without a functioning radar network, such efforts are insufficient. Court seeks arguments on bail pleas of 23 PTI workers
ISLAMABAD: A local court on Monday sought arguments on bail applications of 23 Pakistan Tehreek-e-Insaf (PTI) workers in a case registered against them in connection with the violation of Section 144 on August 15. Duty judge Rizwan Uddin, while hearing the case, sought arguments on PTI's workers' bail pleas today (Tuesday) in a case registered against them at Industrial Area Police Station under different sections of the Peaceful Assembly and Public Order (PAPO) Act and Section 144. The same court in another case registered against 40 PTI workers at Margalla police station issued notices to defence and prosecution for the submission of arguments on the bail applications. Panja Sahib revamp on the cards
Punjab Minister for Minority Affairs, Ramesh Singh Arora, announced on Monday that renovation and restoration work on the historic Gurdwara Sri Panja Sahib in Hassan Abdal would commence shortly. The minister stated this during his visit to the gurdwara. MPAs Mohsin Ayub Khan, Imran Ijaz, Mian Umar Hayat, and Dr Majeed, Assistant Commissioner Hassan Abdal, Ms Aqsaa Imtiaz, and PML-N leader Chairman Ali Asghar Awan were also present. Speaking on the occasion, Arora reaffirmed the federal government's commitment to safeguarding the sanctity of religious sites across the country and protecting minority rights. He said: "Gurdwara Panja Sahib isn't only sacred to the Sikh community, but also represents the shared cultural and historical heritage of the subcontinent. Its preservation and restoration remain a top priority for the government." The provincial minister further explained that the project would include the cleansing of the natural springs flowing beneath the gurdwara, as well as the relocation of a sewage drain outside the premises to improve facilities for devotees and safeguard the historical structure. Emphasising government policy, Arora noted that both the Prime Minister and the provincial government had directed authorities to ensure the protection, maintenance, and facilitation of all minority religious sites. "Pakistan belongs to minorities just as much as it belongs to the majority. The state is determined to fulfil its responsibility by preserving and maintaining its sacred places," he remarked. Upon arrival, the minister was warmly received and presented with a bouquet of flowers. The visit concluded with Arora performing religious rituals at the gurdwara. The gurdwara was constructed in 1823 by Sardar Hari Singh. Until 1920, it was under the control of Hindu priests, but after resistance from Sikhs, it came under the administration of the Sikh Panth along with other gurdwaras. In 1933, the building underwent renovation, and despite being 205 years old, its grandeur still shines. The building is strong, visually stunning, and highly attractive. Gurdwara Panja Sahib is the largest gurdwara for Sikhs in the area, spanning 396 square yards, with two-story rooms surrounding it.
