Ludhiana: Residents across Ludhiana faced inconvenience on Friday as employees of 41 Sewa Kendras went on strike over delayed salaries and unexplained deductions. The protest, which lasted from 9am to 3pm, disrupted services at key centres, including the mini secretariat, where hundreds of applications are processed daily.

The employees, hired on contract by a private company, alleged that their June salaries were paid only on July 29, and even then, Rs 2,800 to Rs 3,200 had been deducted without explanation. Gurpreet Singh, president of the Sewa Kendra Union, Ludhiana, said that the strike was a result of repeated delays and lack of transparency.
Each day, the Mini Secretariat Sewa Kendra handles 400 to 500 applications, while other centres process 100 to 150 applications.
With counters unmanned during the protest, thousands of applications were left pending. By evening, the protest was called off after the company assured employees that salaries would be paid by August 10, and the deducted amounts would be reimbursed. Employees resumed work following the assurance.
Meanwhile, residents visiting the centres were left frustrated. Mandeep Singh from Haibowal, who came to apply for a bank-related document, said his time and travel expenses were wasted. Atma Singh, who needed to renew his driving licence, also returned disappointed. Another applicant, who took leave from work to correct Aadhaar details, said that his leave was wasted as the centre was non-functional.
Employees expressed concern that the pressure would continue even after the strike, as the civic body pushes to meet property tax targets and other deadlines.

CHENNAI: Reserve Bank of India deputy governor Swaminathan Janakiraman said the number of accounts opened under the Pradhan Mantri Jan Dhan Yojana (PMJDY) since its launch in 2014-15 has reached 55 crore, but nearly 10 crore of them require mandatory Know Your Customer (KYC) updates after a decade in operation. Speaking at Indian Bank's 2,664th 'Financial Inclusion Saturation Programme' at Thirukandalam in Tiruvallur, Janakiraman warned that delays in re-KYC could inconvenience account holders and heighten the risk of misuse. 'This will create trust between you and the banks and ensure your account cannot be illegally used. Your hard-earned money and government scheme benefits will remain safe,' he said. The Union government and RBI have launched a nationwide drive to update records in every gram panchayat, with public sector banks treating the campaign - running from July 1 to September 30 - as a 'festival of financial inclusion.' The deputy governor linked the push to broader changes in India's financial landscape, from Aadhaar-linked accounts to the rapid adoption of mobile payments. At the Saturday's event, attended by more than 2,000 residents, re-KYC was completed for 350 people, and dozens were enrolled in social security schemes. Indian Bank MD and CEO Binod Kumar said the bank remained committed to 'bringing banking to the doorstep of every citizen', adding that while the credit-deposit (CD) ratio in most states is below 100%, it exceeds 160% in Tamil Nadu. 'Even our bank's CD ratio stands at 100%,' he noted. Tiruvallur collector M Prathap said a bank account serves as an identity, just like an Aadhaar card, and urged people to update their KYC details. He added that the state is holding camps to help beneficiaries - from old-age pensioners to women's self-help groups - update their records and access funds. IOB executive director Joydeep Dutta Roy reported that 9.5 lakh people in Tamil Nadu have been covered under the three-month programme so far, with 1.8 lakh completing re-KYC.

With the Employees' Provident Fund Organisation (EPFO) having made face authentication mandatory for new UAN generation, staffing companies have flagged the hurdles in implementing the new norms that could result in payroll disruption and impact hiring. In a representation to the EPFO head Ramesh Krishnamurthi on August 5, the Indian Staffing Federation (ISF) — the industry body of organised contract staffing companies representing over 1.8 million contract workforce employed across 135 companies — said that one major issue is that the mobile numbers of many members are not linked to their Aadhaar cards, causing challenges in generating a FAT-recognised UAN. It said the candidates are not familiar with how FAT (face authentication technology) works with issues coming up as to whether their faces should be close or far to the app, or varied settings on different phone brands etc. 'The mandatory FAT requirement for member profile updates, including KYC details, necessitates individual employee participation in facial authentication. Given the transient nature of our workforce, coordinating FAT for thousands of employees across multiple locations is logistically challenging and time-consuming. Many employees lack access to smartphones or stable internet connectivity, further complicating compliance. Without UANs, salary processing and PF contributions are delayed, especially in MSMEs and high-turnover sectors,' it said. The ISF in its letter to the EPFO chief also said that over two days, members 'failed to enroll over 1,000 plus candidates due to the restrictions announced with immediate effect due to operational challenges from UIDAI' and also employers not being allowed to generate the UAN as per existing process. The new requirements for FAT pose significant hurdles for staffing companies managing large, dynamic workforces, the ISF added. What is EPFO's new FAT requirement for UAN generation? The EPFO assigns a 12-digit unique number called Universal Account Number or UAN to every employee contributing to the EPF. In April this year, the EPFO had issued a circular introducing the Aadhaar-based Face Authentication Technology (FAT) for allotment or generation and activation of UAN. On July 30, the EPFO in another missive to its field offices stated that the allotment or generation of UAN will be 'done only through the Aadhaar-based FAT' in UMANG App with effect from August 1, 2025 to ensure 'error-free generation' of UAN. It also said that the existing process of generation of UAN through the employer will continue in exceptional cases like international workers and citizens of Nepal and Bhutan. UMANG App is a single platform for Indian Citizens to access pan India e-Gov services ranging from central to local government bodies. The ISF said the restriction on employers generating UANs without immediate Aadhaar seeding, coupled with the FAT mandate, delays the onboarding process. '…due to the dependency on UIDAI to resolve changes which are time taking processes. Many candidates do not remember which mobile number is linked to their Aadhaar card. This must be updated before they can obtain a UAN,' the ISF said in a statement. The ISF said this issue needs a long-term resolution as it could 'greatly impact the hiring process for such candidates as UAN cannot be generated due to mandatory restrictions'. The ISF also suggested that the EPFO should allow employers to generate UAN for first-time employees and the compliance deadline for digital onboarding through FAT should be extended. 'For new employees who have never had a UAN, the employer should be permitted to generate the UAN via the employer portal. This will ensure timely PF registration and compliance,' it said. Further, it has sought a six-month window for digital onboarding and FAT awareness, arguing that the financial incentives (like ELI-based benefits) are only available after six months of PF membership. Live Events 'Provide a phased implementation timeline for FAT compliance, considering the unique challenges of staffing companies,' it said, adding that an extended deadline or grace period would allow better coordination with employees and reduce administrative pressure. ISF argued that the FAT process requires additional administrative effort to educate employees, facilitate authentication, and troubleshoot technical issues. 'For staffing companies with limited resources, this diverts focus from core operations, increases costs, and strains client relationships due to delays in compliance,' it said, adding that the lack of a streamlined bulk FAT process exacerbates these challenges. The Employees' Linked Incentive Scheme , announced in 2024-25, has come into effect from August 1, 2025 with benefits for both employees and employers and the companies including staffing firms are keen to avail benefits on all new registrations or hiring done from the beginning of this month.
