
How a local TV station became a global powerhouse
It's hard to compare Dunedin to Hollywood.
However, for four decades, the small, academic city in New Zealand's deep south was home to a powerhouse of global documentary filmmaking.
Born in Dunedin's TVNZ studios in the 1970s, Natural History New Zealand – known globally as NHNZ – developed from a government-run unit to an Emmy Award-winning international producer, reflecting not only the growth of an industry, but the evolution of New Zealand's place in global media and the emergence of a strong conservation movement.
One of the unit's earliest series followed the critically endangered Chatham Island black robin out of extinction. There were only seven birds left.
'We came in at exactly the right moment to start telling these stories of hope,' says former frontperson Peter Hayden, 'and the audiences around New Zealand loved it.'
It was new territory. Dunedin TV was known for children's programme production. TV audiences were not used to seeing their own natural environment on screen; and natural history was virtually unknown.
Hayden, now 76, began working for TVNZ's Natural History Unit in 1980. 'Coming down here I thought I'd better go and buy a bloody book about natural history,' he tells Frank Film.
'I went to the Heinemann's Bookshop... and there was no such thing as a natural history section.
'That reflected the knowledge of New Zealanders at the time. We knew nothing.'
On the team with Hayden were producer/director Neil Harraway, film-makers Rod Morris and Max Quinn, and the charismatic and committed Dunedinite, managing director Michael Stedman.
'[Michael] was our leader,' says Harraway. 'Quite a stroppy little guy.'
Using the hidden camera as a 'silent witness' to the natural world, the team put together personable documentaries of the wildlife of Aotearoa: rare footage of takahē and kākāpō, films on bats, sharks, locusts and a range of birdlife.
In looking for a logo, they hit upon the kea, chosen for its intelligence, inquisitiveness, and adaptability – critical traits, says Hayden, for the company's survival.
From 1981 until the early '90s, what was then called the Natural History Unit produced Wildtrack – a nature programme for both children and adults that won the Feltex Television Award for the best children's programme, three years running.
In 1989, the unit produced Under The Ice, the first nature documentary to be filmed under the Antarctic sea ice.
'I don't know what we were thinking,' says Harraway.
Under-water camera housing units were yet to be commercially available, 'so some of the local geeks climbed on in and whipped stuff up like this,' says former NHNZ technician Wayne Poll, gesturing to an early model unit kept in the basement of the company's Dunedin offices.
Despite NHNZ's ingenuity, television was changing, and production in New Zealand was migrating largely to Auckland. In 1991, TVNZ closed its Dunedin studios. While the Natural History Unit escaped closure, its future was uncertain.
Undeterred, Stedman began looking for new funding relationships overseas. Harraway recalls him picking up business cards from the floor and out of waste baskets at a Cannes event.
'Darwin said, it's not going to be the strongest or the most intelligent animal that survives on the planet, it's going to be the most adaptable,' says Morris. 'Michael sort of understood that intuitively, really, that adaptation was where survival of the unit rested.'
And adapt they did. In 1992, in an early co-production with Discovery and Rai3, NHNZ produced the Emperors of Antarctica documentary – a pioneering film on Emperor penguins.
'I think Emperors of Antarctica sold to over 100 different territories around the world,' says Quinn, who devised a hand-made cover to insulate the moving parts of his camera in Antarctica's sub-50 degree temperatures.
In 1997, the Natural History Unit was purchased by Fox Television, owned by Rupert Murdoch.
Murdoch 'brought a bucket of money,' says Morris, and supplied the team with funding for equipment they desperately needed.
Stedman forged co-productions in the USA, Europe, Japan, and China. As a fan of science communication, he helped build a post-graduate diploma in natural history film making at the University of Otago.
'We were into science, we were into health, we were into adventure,' says Hayden.
As Stedman said in a 2001 TVNZ interview, NHNZ focussed on reading the market in order to make programmes that would appeal to their audiences, 'as opposed to a British system where they would make a programme that they wanted to make and then go and look for a market for it.'
At its height, NHNZ had $50 million worth of documentaries in production. It was working on up to 20 films at any one time and employed 200 people.
'When it started, there was about five of us,' recalls Hayden.
New Zealand was a hard audience to break into.
'I don't think New Zealanders were seeing a lot of these programmes,' says Hayden. 'I remember Michael saying, you know, you're selling to so many countries, but one of the hardest countries to sell to is your own country.'
Internationally, NHNZ's reputation shone. Among numerous other awards, the company's films earned multiple Emmy nominations, and won Emmy awards in 1999 and 2000.
In 2011, Stedman's health declined.
'The golden years were over,' says Morris.
'From Fox buying us in 1997, those fantastic years of growth and spreading its wings had sort of got to the end of its road,' says Harraway. 'The market had changed from the good film-making we liked. Reality kind of took hold.'
Stedman resigned in 2013, and in the decade following, NHNZ scaled down.
In 2022, a much smaller NHNZ was sold to Auckland-based Dame Julie Christie. With the company re-branded to NHNZ Worldwide, just three staff remain in Dunedin.
With this month marking three years since Stedman's death in 2022, the original NHNZ team gather around a TV unit, watching a video of Stedman giving a speech.
'It sort of brings the dear old man back to life again,' says Quinn.
'He was an extraordinary person,' says Morris. 'He sponsored us for a period of time so that we could fulfil our dreams.'

Photo / Mark Mitchell TVNZ announced Henry as the host of the very short New Zealand season of The Chase on June 4. A screening date has yet to be announced. On June 24, Media Insider revealed Henry would be appointed as one of TVNZ's new board members - a move confirmed by Goldsmith's office in a press release later that morning. The move promises to shake up TVNZ. As Media Insider reported at the time, the appointment of Henry is not so much a cat amongst the pigeons as a lion unleashed on a pedestrian promenade. 'I am aware Mr Henry is set to host The Chase New Zealand," Goldsmith said in the press release at the time. 'However, I am advised any perceived conflict can be effectively managed.' The brief text exchange between the two Pauls - Paul Henry and Paul Goldsmith - and released by The Treasury under the Official Information Act. Yesterday, Media Insider further revealed - with news that The Traitors NZ was returning to Three thanks to partial funding from NZ on Air - that Henry was also in line to host that show once again. However, TVNZ has yet to comment on whether it would be happy for one of its board members to host a show on a rival network. Henry has not returned a message. 'Paul's keen to do it,' said The Traitors production company South Pacific Pictures managing director Andrew Szusterman, while also adding there was no official announcement on who would be host. However, it's clear SPP wants Henry. Szusterman said Henry was contracted to SPP and he saw no issues with him also being a TVNZ director. It was hardly a precedent, he said, with TVNZ broadcasters featuring in roles on rival commercial radio networks and vice versa. There had been no discussions with TVNZ at this stage. 'I would say that it shows a real maturity in the New Zealand market where we're not so hooked up on that kind of stuff,' said SPP chief executive Kelly Martin. 'We can't afford to say to people, you can only work on this network or that network. We're not big enough. 'He's on the [TVNZ] board, so if there are any issues, he can pick it up at a board meeting.' TVNZ board directors Today's release of documents from The Treasury shows that three TVNZ board members were up for reappointment on June 30. Officials recommended the reappointment of at least two of them - John Quirk, and someone else whose name has been redacted. The other two board members up for reappointment were lawyer Linda Clark and Meg Matthews. The Treasury document appears to reveal that an existing TVNZ board director was not reappointed, as officials advised. John Quirk was reappointed. Quirk was the only one of the three to be announced on June 24 by Goldsmith to be reappointed. Based on The Treasury's belief that the optimal number of board members is seven, it means there still remains one vacancy. Goldsmith's office has been approached for comment. The Treasury reported to Finance Minister Nicola Willis and Goldsmith in March that given TVNZ's strategic focus on its transition to digital, it would be important to ensure the board had the right capabilities to oversee the execution of its major investment in this area 'and to progress on TVNZ's plans to drive digital revenue growth'. 'The board has seen significant change and disruption over the past few years. Five out of the seven on the board, including the chair are in their first term. Four of these directors commenced in July 2023, with the most recent joining in September 2024. TVNZ has had four chief executives since 2021.' Under the headline 'strengthening board capability', The Treasury further states: 'The upcoming appointment round will be seeking a minimum of two new directors for the TVNZ board. 'The chair has indicated that expertise in digital technology, media industry knowledge and financial management is pivotal in reinforcing the board's collective capabilities. 'It is Treasury's view that to successfully continue the organisation's financial recovery, candidates with strong financial management skills should be a key focus during the upcoming appointments process. 'Furthermore, you have expressed a preference for the board to acquire expertise from the international media landscape, particularly from Australia, to enhance its skill set.' All eyes, then, on who will be next to join the board of chair Alastair Carruthers, deputy chair Ripeka Evans, John Fellet, John Quirk, Aliesha Staples and Henry. Why is NZ On Air suddenly funding reality television?
NZ On Air is funding new seasons of Celebrity Treasure Island and The Traitors NZ – but how do these reality shows reflect who we are? Get in here you lot, because yesterday, NZ On Air announced its Round Tahi 2025 Non-Fiction Funding Decisions. It's big news for those of us who love documentaries, factual series and podcasts, but it's even bigger news if you like reality TV. The three biggest funding beneficiaries were comedy panel show 7 Days ($1,493,313), and reality TV shows The Traitors NZ ($1,436,911) and Celebrity Treasure Island ($1,349,000). While 7 Days is an NZOA funding mainstay, it marks the first time that CTI and The Traitors NZ have received NZ On Air funding. The decision comes as the New Zealand television industry remains in more turmoil than Dame Susan Devoy after a crayfish dinner. TVNZ expects a $49m loss, Sky bought an entire TV channel for a buck and a year ago, it looked like local reality TV might be gone forever. 'The challenging media environment has required a response from NZ On Air, as local platforms have been clear they can no longer afford to commercially fund the local content they previously could,' the funding announcement reads. 'This is impacting the volume of local stories available for New Zealand audiences, and work in the local production sector.' This round, NZ On Air prioritised large-scale non-fiction programmes (with significant co-investment) and committed $12.6 million to a variety of projects. 'We're supporting content with demonstrated audience appeal and cultural relevance,' NZ On Air chief executive Cameron Harland said. 'Shows that help define who we are as New Zealanders. Rather than waiting for market conditions to improve, we're taking action to ensure local content not only survives but flourishes.' On the surface, Celebrity Treasure Island is a foolish reality series where famous people act like silly duffers, but what could be more culturally relevant and defining than watching 71 year-old activist Tāme Iti give a moving pep talk to young comedian James Mustapic, or witnessing actor Gaby Solomona help MP Carmel Sepuloni stay in the fight with a quiet rendition of a traditional Samoan song? Beneath the self-deprecating nature and goofy charity challenges, the series frequently transcends to something beyond just empty entertainment, capturing insightful moments that are uniquely us. As the seasons have progressed, Celebrity Treasure Island has also championed te reo Māori in everyday conversations (regularly using phrases like tīmata and hopuni, as well as the castaways meeting with local iwi to learn the history and cultural significance of the area and share kai). And between the bonkers challenges and silly, silly game play, the show encourages gentle discussions about complex issues like ageism, sexism and queer politics, all on primetime mainstream television. While CTI is a homegrown format, the decision to fund season three of The Traitors NZ could be deemed even more controversial as an overseas franchise import, even if season two was the best reality TV show we've ever made. But it's also one of the few shows left on television that features a cast of everyday New Zealanders, from a clairvoyant to a funeral director to an MMA fighter, and captures the quirks and eccentricities of an unlikely mix of New Zealanders all sharing the same screen. 'It's less of a reality TV show and more an insight into the complexities of the human condition,' we wrote in 2024, praising The Traitor NZ's diverse casting and sense of humour. If you're not a reality TV fan, don't panic – there are also shows that won't feature Gary Freeman wearing a big hat. Along with these two reality TV juggernauts, NZ On Air's latest non-fiction round also includes documentaries such as Songs of Protest, South to the South: The Pacific In Te Waipounamu, and You, Me and Menopause, plus a return season of our own Bryn & Ku's Single's Club. There's also coverage of the Milan Winter Paralympics in March 2026, the return of familiar favourites Country Calendar and My House, My Castle, as well as new shows like coastline safety series Pacific Heat and Celebrity Escape, which sees eight comedians take on an escape room. Just as the nature of broadcast television is changing, it seems the way we need to consider what makes for 'local stories' must also evolve. Not all reality TV is of the sordid, salacious and problematic kind, and CTI and The Traitors NZ are filled with our voices and our humour, in ways you won't find on other reality shows. The genre can even be a place for moments of groundbreaking representation, emotional revelations and heartwarming moments of magic. As for the magic of Celebrity Escape? We'll have to wait and see.
