Works to replace unsafe 'high fire risk' cladding on Thamesmead blocks
Residents of Royal Artillery Quays (RAQ) have campaigned for over half a decade to make their home safe after several investigations identified building defects in the residential complex that posed a serious fire risk.
As previously reported by the Local Democracy Reporting Service (LDRS), chartered engineering and advisory firm Urban Change gave all eight buildings a high fire risk rating in 2022 primarily due to the 'poor workmanship' it identified in the installation of the external wall insulation (EWI) system.
Urban Change found that fire break fixings were missing, not regularly spaced and made of plastic and not steel, making them more susceptible to failure if exposed to fire.
The investigation also discovered that the expanded polystyrene (EPS) render system in the EWI wasn't thick enough, with the report stating: 'This could lead to early exposure of the combustible insulation to fire.'
Barratt Developments, the original developer of the eight block complex that was built in 2002, has announced that work to remediate the problems found within RAQ's external walls will begin this month, at no cost to leaseholders.
These works are based on the recommendations of the Urban Change report and have recently been approved by the Building Safety Regulator (BSR).
A Barratt spokesperson said: 'As the original developer for Royal Artillery Quays, we remain committed to remediating any fire safety issues identified in the original construction of the buildings, at no cost to leaseholders, in line with our obligations under the Developer Remediation Contract we signed in March 2023.
'Now that the external wall remediation designs have been approved by the Building Safety Regulator, we look forward to starting works in mid-late June.'
The Local Democracy Reporting Service understands that the work will involve the removal and replacement of the EPS render system contained within RAQ's EWI that covers approximately 90 per cent of the overall development building façade, as well as any other items identified as requiring remediation.
Although pleased that this work will begin soon, RAQ residents still fear the job is not done as no plan to remedy problems found in the complex's internal walls has been offered.
RAQ's property manager Rendall & Rittner commissioned fire safety inspectors to conduct a fire stopping survey at three of the eight tower blocks in 2019.
The purpose of the survey was to test whether the internal sections and rooms within the tower blocks had sufficient structural integrity to prevent fires spreading from one part of the building to another.
In a report seen by the LDRS, the inspectors stated: 'Our survey establishes that the areas, as surveyed, currently do not meet the minimum statutory requirements, and without remedial attention it is conceivable that any fire incident could result in significant loss and possible prosecution of The Responsible Person(s) and their individual Duty Holders.'
RAQ resident George Boyd said: 'Crucially, the internal remediation work has not yet been approved.
"We are aware of the potential for extensive costs, as evidenced by the £432 million spent to rectify similar internal defects at Olympic Village.
'Disturbingly, fire safety reports for RAQ, including the Gresham IMS report, highlight the serious nature of these internal defects, even suggesting the possibility of prosecutions in the event of a fire.'
Mr Boyd also fears that the external wall remediation work won't go far enough either, as Urban Change stated that only the first two storeys of aluminium corner panels on RAQ's fire escape staircases would need to be replaced, despite the insulation of these panels having a Euroclass rating of E, the second most combustible rating in the fire class system.
Urban Change said: 'The other corner panels higher up the stair core are not being replaced as there are no ignition sources externally or internally.'
Mr Boyd was critical of this, claiming that this decision will condemn RAQ residents to permanently higher insurance.
He said: 'While the external wall remediation is approved, we are deeply concerned that combustible materials, now prohibited in new constructions, will remain within our fire escape stairwells.
'Insurers have indicated that this will lead to permanently high insurance premiums, likely further increasing our already substantial monthly service charges.
Furthermore, real estate experts have advised that this partial remediation, sanctioned by the BSR, is likely to have a significant negative impact on the value of our properties.
'As a long-term resident nearing retirement, my flat represents my life investments, and this continued devaluation is a major worry.'
Another RAQ resident Sue McDougall said the remediation work 'will not make me feel safe' due to the lack of internal work being carried out.
She said: 'Am I and other residents celebrating? Unfortunately, the answer from many of us is not yet.'
Steve Day, chair of the Royal Artillery Quays Residents association, has been campaigning to rectify the fire safety problems at RAQ for over five years.
He has been critical of Greenwich Council for not backing residents' claims that Barratt breached building regulations during the development's construction over 20 years ago.
He said: 'We welcome the work starting on the external wall remediation, but are concerned that the internal remediation hasn't yet been scoped and signed off.
'The undermining of all our evidence by the council of building safety breaches at the time of construction severely hampers our campaign to ensure our internal remediations are done to the standards that are required.'
Mr Day referred to an email seen by the LDRS that was sent to him by Greenwich councillor Rachel Taggart-Ryan on April 22 which stated: 'There is no evidence to suggest that the works were in breach of the Building Regulations applicable at the time of construction.'
In response to Barratt's announcement that the BSR had approved the EWI remediation work, a Greenwich Council spokesperson said: 'We believe strongly that everyone in Royal Greenwich should have a safe and secure home.
'Royal Artillery Quays is a private development, and its cladding is the developer's responsibility.
"We will continue to engage with residents and stakeholders as appropriate to ensure necessary action is taken.
'While we remain neutral in terms of the building's original construction, we're pleased a scheme of work, proposed by the developer, has now been agreed by the Building Safety Regulator and we understand that works are due to begin by the end of June 2025 to bring all buildings to the BSR standards.
'There are no specific powers available to the council to speed up the developer's process. Our priority is ensuring a swift resolution, mediating where appropriate, to ensure the works agreed between the developer and BSR are completed.'

OPINION - If you think A Level results are unfair, I've got some news for you
If teenagers haven't already absorbed that life is unfair, they'll register it by the time they're 18 and find that everyone around them thinks that their entire future hangs on three little letters, or maybe four, these being the grades they got at A-level or its equivalent today. You may well live for eight decades but for those who got their results at 10am – unless they made it to school earlier – it's the six or so hours they took sitting their exams which determine what follows between now and death. That's how it feels. It was fine, chez McDonagh. There were whoops this morning from my daughter's bedroom, which frightened the cat, once she found she's got the grades to get into the Courtauld. But she's tiptoeing round her friends, some of whom fell short of the results they wanted. It's all the more awkward, since it turns out that there are record numbers of A grades this year: 28 per cent of students got an A or starred A, which looks remarkably like grade inflation. There are in fact marked gender and regional disparities when it comes to A levels. Many more girls – 440,000 - than boys – 380,000 - took A-levels than male students. The boys were concentrated in subjects such as maths, physics and economics in which they did slightly better than girls, but it's striking, that disparity in numbers. As for the regional imbalance, it's even more marked, and London is on the right side of the divide. Some 32 per cent of entries here got a starred A or A; a little under 23 per cent in the north east of England did so. I hate to say this, but London doesn't have a premium on native intelligence over Sunderland I hate to say this, but London doesn't have a premium on native intelligence over Sunderland; there's something else at work, and it's probably the enhanced pupil premium that the capital was so good at demanding and getting in previous years, though the number of private schools may also have something to do with it. Private schools are genius at producing top grades. And there are tricks to getting them: A levels are to a dispiriting extent nowadays a matter of jumping through hoops, in giving examiners the chance to tick boxes (it's not a figure of speech) when they see candidate using the formulas and language that they are looking for. In the humanities, and I've been through this twice now, you aren't marked on your engagement with the subject or your knowledge of it, so much as your ability to make the requisite number of points in the required fashion. And if you don't, you're toast. Notwithstanding the inflated A grades, there are lots of young people out there who are feeling like failures because they didn't measure up to a narrow standard of performance in a narrow range of subjects. You want to bring them together for a collective pep talk to say that, actually, once you're at work, no one cares what you did or where you went. No one has ever asked for proof of my university qualifications, ever and certainly not A levels. What matters is whether you're good at your job, a decent worker, a pleasant colleague. People may ask where you went to university by way of conversation, but there's quite a bit of kudos in not having a degree, the currency now being so widely spread. This year, about 38 per cent of 18 year olds will go to university. It carries zero bragging rights. My father left school in Ireland at 14 and went straight to work in a pottery. It's possible to flourish outside higher education. And yet one of my daughter's friends is trying to find a way to tell her parents that actually, she doesn't want to go to university; she wants to join the armed services. I mean, which is cooler, having a daughter who's an RAF pilot or a girl who, after three years of media studies, still isn't quite sure where she's going, only she's going to be taking an awful lot of student debt with her? The more important aspect of A levels is that it's the culmination of about 15 years of education, in my children's case, courtesy of the state. And it's those 15 years which matter, not the exams that mark their ending. That schooling takes up most of a young life, in the course of which an individual is formed by school, teachers, friends, the state and that intangible thing, the wider culture. In other words, A levels may be the culmination of a lifetime's schooling but they're not the measure of it. They're a narrow assessment of a narrow range of subjects, useful chiefly as an entry to higher education, which isn't for everyone. Other aspects of the years at school matter more. Autistic student achieves dream of going to university
A neurodivergent young woman who once doubted she could cope in a classroom is heading to university, with the dream of caring for children with additional needs. Carriad Lewis, 22, has secured a place to study early years education at Cardiff Metropolitan University after completing her Level 3 qualification in children's care, play, learning and development. Ms Lewis, from Tonyrefail, once believed she would be unable to cope in the classroom. Diagnosed with autism at 20, she struggled through school with social interaction and communication, and the idea of returning to a classroom felt overwhelming. Ms Lewis said: 'Starting college was a really big step for me, especially with my autism. 'I've always found social situations and new environments difficult, so the idea of stepping into a classroom full of people I didn't know was really daunting. 'I was nervous about whether I'd be understood or if I'd be able to cope with the demands of the course.' Despite her fears, Ms Lewis was determined to push beyond her comfort zone and praised the teachers at Coleg y Cymoedd, who she described as 'patient and kind'. 'For the first time, I felt like I didn't have to mask who I was,' she said, 'I could just be myself while learning and growing. 'That experience has given me the confidence to take the next step, and now I'm really excited to go to university and do something to make a difference for other children.' Now, Ms Lewis is looking ahead to university. She said: 'When my cousin was diagnosed with autism, it really cemented my belief that I could help others who face similar challenges. 'I want to create a nursery where all children – especially those with additional needs – feel seen, supported and safe. 'I know what it's like to grow up feeling different and misunderstood. 'I want to be the person I needed when I was younger.' Ms Lewis is not the only student at Coleg y Cymoedd who has overcome adversity to achieve their dreams of going to university. Keira Swain, 18, an aspiring filmmaker from Mountain Ash, who struggled following the death of her mother, did not think university would be an option for her. Ms Swain said: 'My mum passed away just as I was due to start college and it was one of the hardest things I've ever had to go through. 'At first, I didn't want to focus on it, so I threw myself into work as a distraction. 'But underneath it all, I was really struggling. 'I didn't think I had a future, let alone one at university.' Ms Swain said her tutors noticed her struggles and encouraged her to accept support. She said: 'I realised I could use what I'd been through to push myself harder and achieve my goals. 'I wanted to do well for my mum – to make her proud.' Ms Swain went on to thrive in her studies and is now going to study film at Aberystwyth University. Oliver Edmunds, 18, used the grief he had after losing his father as motivation for launching his own fitness brand. The Caerphilly teenager, who was 10 years old when his father died, used the gym to help him get through difficult moments. Having completed his Level 3 BTec business course at Coleg, he is preparing to launch OE Fitness, with the aim of helping others find the same mental wellbeing he did. Mr Edmunds said: 'Fitness changed everything for me. 'The gym helped me get through the hardest moments of my life and I don't know where I'd be without it. 'I think my life would look very different if my friend hadn't suggested I go with him for a session all those years ago. 'It gave me purpose, discipline, and helped me to build a support network. 'It had a really positive impact on my mental health, I now want to help others find that same strength.' Mr Edmunds was inspired to create his own business having watched his father run his own guitar shop and wants to follow in his footsteps. He said: 'After he passed away, it became even more important to me to create something meaningful and a way to honour his memory. 'Starting my own business in fitness just felt like the right fit for me.' Mr Edmunds added: 'I built a strong support network in college and I'm in the position I am today because of that. 'Without the advice and encouragement I received, I don't think I'd have had the confidence to pursue this path. 'They helped me believe in the idea and in myself.'
