NSF to Nagaland govt: Make landlord-tenant registration must

Kohima: The Naga Students' Federation (NSF) has urged the Nagaland govt to implement a mandatory landlord-tenant registration system to bridge enforcement gaps in the Inner Line Permit (ILP) mechanism.
The ILP is a travel document required by outsiders, including people from other states of the country, to visit Nagaland and other states where it is in force.
The NSF, an apex body of youth and students in the state, constituted the Inner Line Regulation Committee (ILRC) in March in response to the increasing inflow of illegal immigrants. In a letter to Nagaland chief secretary, ILRC chairman Senchumo NSN Lotha, NSF vice president Mteisuding, and ILRC member secretary Seve R Vadeo said the lack of monitoring of tenants in informal and private accommodations undermines the effectiveness of the ILP regime, especially in urban areas.

A federal judge has ordered the Trump administration to restore millions of dollars in National Science Foundation grants it has withheld from the University of California, Los Angeles, saying they were made in violation of her earlier court ruling. US District Judge Rita F. Lin ruled late Tuesday that the NSF must reinstate the research grants that were suspended for reasons she had already ruled arbitrary and capricious, and gave the administration until Aug. 19 to show compliance or explain why it hasn't restored the money. It was not immediately clear how much funding could be returned to UCLA. The school's chancellor said last week that the Trump administration has pulled USD584 million in federal grants from various federal agencies. The judge's ruling applies specifically to NSF grants. UCLA's money has been frozen as part of a wider pressure campaign targeting universities that Trump says are out of step with his political agenda. University of California researchers challenged the cuts as abrupt and unexplained and won a preliminary injunction in June from Lin, who ruled that the NSF and other agencies could not terminate grant funding without specifically explaining why. But on July 30, the NSF sent out a new round of letters that Lin described as en masse, form letter funding cuts. One said the awards no longer effectuate program goals or agency priorities." Another cited allegations of racism, antisemitism and policies around transgender athletes at UCLA. It did not elaborate. The administration argued in a Tuesday hearing that the UCLA funding cuts were suspensions rather than terminations. Lin dismissed this as semantics. NSF's indefinite suspensions differ from a termination in name only, and the reasons the agency provided are based on the same type of deficient explanations as the original terminations, she ruled. The university issued a brief statement praising the decision, saying that restoration of National Science Foundation funds is critical to research the University of California performs on behalf of California and the Nation. UCLA also faces a Trump administration demand to pay USD1 billion to settle antisemitism allegations. UCLA became the first public university to be targeted as the administration seeks to dominate academic institutions around the country.

Dibrugarh: Members of Asom Jatiyatabadi Yuva Chatra Parishad (AJYCP) protested at Chowkidingee in Dibrugarh on Wednesday, demanding the immediate implementation of the Inner Line Permit (ILP) system in Assam. The youth organisation said ILP is the only effective measure to safeguard the interests of the state's indigenous communities amid rising concerns over demographic changes due to unchecked migration. The protesters argued that neighbouring northeastern states such as Arunachal Pradesh, Nagaland, Mizoram, and Manipur already have the ILP in place, which regulates the entry and stay of outsiders. They warned that Assam's indigenous identity is under threat due to continuous influx from other states and countries. "The introduction of Inner Line Permit is the only comprehensive solution to protect and preserve the interests of Assam's indigenous communities. For decades, unchecked migration has altered our demographic landscape. If the govt is serious about protecting our identity, ILP must be implemented without delay. This system is absolutely essential for safeguarding the indigenous people of our state, and we have been advocating for its implementation since 1978," AJYCP Dibrugarh district president Udayan Baruah said. The ILP traces its origins to British colonial administration, first established under the Bengal Eastern Frontier Regulations Act of 1873. The travel document specifies the duration of stay and permitted areas of visit for outsiders. While state govts can propose ILP implementation, presidential ratification is required for enforcement. In addition to the ILP demand, AJYCP criticised the state govt's move to withdraw cases against illegal Hindu Bangladeshi immigrants in Foreigners' Tribunals. They insisted that the Assam Accord of 1985, which sets March 24, 1971, as the cut-off date for detecting and deporting illegal immigrants, must be enforced uniformly, regardless of religion. "The government cannot selectively shield illegal immigrants based on their faith. Anyone who entered Assam after the 1971 deadline — whether Hindu or Muslim — must be identified and deported. Assam cannot become a sanctuary for illegal settlers from Bangladesh," AJYCP Dibrugarh district general secretary Gauranga Gogoi said. The protesters warned that any deviation from the Assam Accord would undermine the state's social and cultural stability. They vowed to intensify their agitation if their demands were not met.
