Teachers' unrest in Iraq: Parliament to introduce key reforms
Shafaq News/ On Thursday, Iraq's Parliament convened in a special session to address the ongoing protests in the education sector, with lawmakers poised to approve 'important' recommendations to improve teachers' livelihoods.
The session, part of the first legislative term of the fourth year, aims to respond to educators' demands, focusing on improving their living conditions and the quality of education across Iraq, according to the Parliament's media office.
Speaking with Shafaq News, MP Khadija al-Jabiri called today's session 'crucial,' emphasizing the challenges faced by educators, including low salaries, poor living conditions, and inadequate school facilities, which hinder their ability to deliver quality education. 'Addressing these issues is essential, as teachers are the foundation of building future generations,' she said.
In response to these concerns, Al-Jabiri confirmed that Parliament would approve key measures, including instructing the government to allocate land plots and increase financial entitlements and allocations for educators.
Diving deeper into the recommendations, MP Firas Al-Muslimawi revealed to our agency that they include amending the Salary Scale Law, the Ministry of Education Law, the Teachers' Protection Law, and recommending the inclusion of contract regularization in the budget tables, which have not yet been submitted to Parliament.
In turn, MP Haitham Al-Fahad wrote on Facebook that Parliament has recommended the government send the Civil Service Law for a vote on the salary scale, describing the move as 'significant for improving the working conditions of a large segment of the Iraqi population.'
Iraq has recently witnessed a wave of protests across various provinces, including Al-Diwaniyah, Baghdad, Najaf, and Karbala, with teachers and public employees demanding fair wages and stronger legal protections.
The unrest has been particularly intense in Dhi Qar province, where over 60 school directors resigned on Wednesday, calling for a clear response from the Ministry of Education regarding the violations they and their colleagues reportedly faced during demonstrations.

425,000 Syrians return since Al-Assad's fall
Shafaq News/ More than 425,000 Syrians have returned to neighboring countries since the fall of the former regime, the Director of Public Relations at the Syrian General Authority for Land and Sea Border Crossings, Mazen Alloush, confirmed on Monday. Alloush stated that from December 8, 2024, to June 8, 2025, Syrian border crossings recorded the return of these citizens as part of the voluntary repatriation process, noting that over 250,000 of them are from Turkiye, with significant numbers also coming from Lebanon, Jordan, and Iraq. Revealing that work is currently underway to establish a permanent commercial route between Syria and Lebanon through the Arida crossing after the Eid al-Adha holiday, he clarified that 'infrastructure upgrades and full rehabilitation of service facilities at the crossing are also ongoing.' Syria's land border crossings include Kasab, Bab al-Hawa, Hammam, Salama, al-Rai, and Jarablus with Turkiye; Jdeidet Yabous, Jousieh, and Arida with Lebanon; the Nasib crossing with Jordan; and the Al-Bukamal crossing with Iraq.

EU Maintains Flight Ban on Iraqi Carriers

The European Union (EU) has confirmed it will maintain operational restrictions on Iraqi air carriers following a technical review that found insufficient progress in the country's aviation safety oversight capabilities. Iraqi Airways and Fly Baghdad remain on the EU's banned carrier list, with both airlines subject to operating restrictions imposed in December 2015 and November 2023 respectively under Commission regulations. The decision follows a technical meeting held on 23 April 2025 between the European Commission, the European Union Aviation Safety Agency, member states and the Iraqi Civil Aviation Authority (ICAA). During discussions, Iraqi officials presented updates on legislative and regulatory framework improvements alongside oversight performance enhancements. The ICAA outlined ongoing efforts including personnel recruitment, training initiatives and drafting of updated national aviation regulations. However, European officials noted these measures remain in early implementation stages with significant concerns persisting over timing, consistency and alignment with international safety standards. Critical reforms including adoption of revised primary aviation law and strengthening of safety oversight systems remain incomplete without verifiable outcomes, according to the assessment. The planned Union on-site assessment visit scheduled for September 2025 has been deemed premature given the need for further demonstrable progress across core aviation safety oversight areas. Under current arrangements, EU member states must continue prioritising ramp inspections of all Iraqi-certified carriers to verify compliance with international safety standards. The Commission stated it would take further action if safety information reveals imminent risks from non-compliance with international standards. Iraq offers support for Lebanese Investors and Workers

Iraq's Minister of Labour and Social Affairs, Mr Ahmed Al-Asadi, has confirmed his country's readiness to provide all possible facilitation for Lebanese workers in Iraq, provided that they comply with legal procedures designed to ensure their rights and protection. The remarks were made during a meeting with Lebanon's Minister of Labour, Dr Mohammad Bahjat Haidar, on the sidelines of the 113th session of the International Labour Conference in Geneva. The two ministers discussed ways to enhance bilateral cooperation, particularly in investment and encouraging Lebanese business owners to return to invest in Lebanon. Mr Al-Asadi acknowledged the impact of Lebanon's economic crisis on capital flows, especially in light of past failures in the banking sector. However, he affirmed Iraq's commitment to supporting Lebanon's economic recovery by encouraging Iraqi investors to explore opportunities there. He described investment as fundamental to national development, noting that Iraq has seen significant investment-driven growth over the past two to three years. On the subject of foreign and Arab workers in Iraq, Al-Asadi highlighted concerns about the large number of workers entering the country illegally. He stated that Iraq's Council of Ministers has issued a decision to regularise the status of such workers, enabling them to obtain residency and register with the Ministry of Labour. This step ensures their eligibility for legal wages, social security registration, and broader labour rights.
