Industry demands shift in hybrid vehicle market

As Pakistan unveils its long-awaited New Energy Vehicle (NEV) Policy 2025-30, aimed at reducing emissions and fuel dependence, voices from within the auto industry are calling for a shift in how new technologies are priced and positioned in the market.
In a recent interaction with media in Lahore, Syed Asif Ahmed, General Manager Marketing Division at MG Motors, said that while the policy is a step in the right direction, the local Hybrid Electric Vehicle (HEV) market remains largely unaffordable and does not pass on the benefits of technological advancements to the average Pakistani consumer. "HEVs in Pakistan have become a luxury for a niche market," Ahmed remarked. "Despite policy support, the real advantages have not trickled down to car buyers."
He noted that the most expensive HEV SUV in Pakistan – a seven-seater – carries an ex-factory price tag of Rs16 million while five-seater variants range from Rs9.6 to Rs12 million. "The industry must think seriously about affordability," he added, "and consider shifting towards Plug-in Hybrid Electric Vehicles (PHEVs), which are better suited for urban use and offer real electric range."
Unveiled by the Ministry of Industries, the NEV Policy 2025-30 introduces the official classification for EVs, PHEVs and hydrogen-powered vehicles as "New Energy Vehicles", in line with global standards.
Ahmed was also critical of how earlier tax incentives were structured, allowing traditional hybrids to be labelled as NEVs, primarily to benefit large automotive players.
"Unfortunately, these subsidies neither helped the environment nor the people. They only benefited the principal companies and their local partners."
In contrast, PHEVs offer a more meaningful alternative, with pure EV driving capabilities for daily urban commutes and hybrid flexibility for long routes, helping tackle the range anxiety often associated with EVs.
MG Motors has introduced Pakistan's first locally assembled Plug-in Hybrid SUV – the MG HS PHEV. It features a 16.6 kWh lithium-ion battery offering over 52 km of electric-only range, combined with a 1.5L turbocharged engine to deliver 260 HP and 370 Nm of torque, achieving 0-100 km/h in just 7.1 seconds. Priced under Rs10 million, Ahmed described the MG HS PHEV as "the best value-for-money vehicle in its class," offering advanced tech, performance and fuel economy. He informed the media that MG has sold more than 16,000 vehicles in Pakistani market so far out of which approximately 2,000 were PHEVs.

He added that the state-of-the-art facility will be located in the heart of Dubai's commercial hub and offer easy access to key regions including the Middle East, Africa, South America and beyond, enable exporters to connect directly with buyers and eliminating middlemen. Major General Farrukh Shehzad said that the project is being jointly executed by NLC and DP World, leveraging their combined strengths to deliver a high-impact outcome. LCCI President said that such initiatives are the need of the hour to provide Pakistani industrialists and exporters with world-class facilities. He said that Pakistan Mart could serve as a global launching pad for Pakistan's small and medium enterprises. He hoped that the project would not only strengthen Pakistan's economy but also significantly promote the country's positive image on the international stage. LCCI Vice President Shahid Chaudhry said that the Lahore Chamber of Commerce and Industry, in collaboration with NLC, is ready to organize informational sessions on the Pakistan Mart project to raise awareness among its members and guide them on how to benefit from this opportunity. A hydropower technology and management training course for water conservancy professionals from Pakistan was concluded at Shandong Water Conservancy Vocational College on August 2. China's experience and wisdom on engineering operation management, water conservancy technology application and innovative practices were shared with Pakistan for application to the Kurram Tangi Dam during the 28-day training. Aligned with the actual needs of Pakistan's hydropower development, the training covered five core modules: mechanical and electrical equipment, electrical and automation systems, hydraulic structures and design, dam operation safety management and on-site practice at hydropower stations. Additionally, the trainees visited seven hydropower project sites including the Changgou Pumping Station on the Shandong Main Line of the South-to-North Water Diversion Project as well as three hydropower enterprises. "Kurram Tangi Dam is a key energy project in Pakistan. We hope that through this training, effective and sustainable operation and maintenance technologies from China can be brought to our country. This training served as a starting point to open a new chapter for China and Pakistan to deepen friendship and pursue common development in the hydropower sector," Pakistani expert Muhammad Naeem Chaudhry said.

Speaking at the Lahore Chamber of Commerce & Industry (LCCI), Shehzad said that Pakistan Mart will offer exporters direct access to international buyers by eliminating middlemen and providing a state-of-the-art trading and display facility in the heart of Dubai's commercial zone. He emphasised that the goal is to enhance the visibility and market reach of Pakistani goods, particularly those produced by small and medium enterprises (SMEs), across multiple regions including the Middle East, Africa, South America, and beyond. "The Pakistan Mart will serve as a high-end commercial gateway that not only connects exporters with international markets but also helps establish and promote the 'Made in Pakistan' brand globally," said the DG NLC. He noted that the facility would provide modern logistics, warehousing, and display infrastructure to meet the expectations of global buyers and investors, thereby ensuring a more efficient and credible representation of Pakistani products abroad. The idea of Pakistan Mart is to support Pakistani businesses by creating a one-stop export hub that helps them navigate the complexities of global trade more easily. With many Pakistani exporters struggling to access foreign markets due to logistical hurdles, lack of representation, and high commission fees paid to intermediaries, the launch of this project comes at a much-needed time. It offers the opportunity to level the playing field, especially for small-scale producers who often lack the resources to market their goods internationally. LCCI President Mian Abuzar Shad endorsed the project, calling it a timely and much-needed step to support Pakistani exporters. "Such initiatives are the need of the hour to provide Pakistani industrialists and exporters with world-class facilities. Pakistan Mart can serve as a global launching pad for our small and medium enterprises," he remarked. He also expressed hope that the project will strengthen the national economy and improve Pakistan's image internationally. Beyond creating trade opportunities, the Pakistan Mart is also expected to contribute to the country's foreign exchange reserves by increasing export volumes and reducing dependence on import-led trade models. Experts believe that if implemented efficiently, the project could generate substantial economic activity, especially in key export sectors like textiles, sports goods, surgical instruments, leather, and agricultural products. Moreover, the visibility of Pakistani products in a high-profile commercial location like Dubai could attract international investors to explore joint ventures or sourcing agreements. The chamber has also committed to playing an active role in promoting the project among the business community. LCCI Vice President Shahid Nazir Chaudhry stated that the chamber, in collaboration with NLC, plans to organise awareness sessions for exporters to inform them about the benefits of Pakistan Mart and guide them on how to participate. By combining public-sector leadership with private-sector efficiency, the project reflects a growing recognition of the need for innovation in trade facilitation. While much depends on its execution, the foundation laid by NLC and DP World is a significant step toward reshaping how Pakistan engages with the global marketplace, he added.
