TRAI seeks stakeholders' input on microwave spectrum assignment for telecom services
New Delhi [India], May 28 (ANI): The Telecom Regulatory Authority of India (TRAI) on Thursday released a Consultation Paper focusing on the assignment of microwave spectrum across several key frequency bands for commercial telecom services. These bands include the 6 GHz (lower), 7 GHz, 13 GHz, 15 GHz, 18 GHz, and 21 GHz bands, as well as the E-Band and V-Band.The consultation paper of TRAI aims to gather the perspectives of stakeholders on various aspects related to the assignment of these microwave spectrum bands. The areas of focus include methodologies for assignment, associated terms and conditions, the quantum of spectrum to be earmarked for backhaul purposes (both commercial and non-commercial/captive use), and the feasibility of allowing low-power indoor consumer device-to-consumer device usage in the V-band on a license-exempt basis.Stakeholders were also asked for comments on Spectrum charges and related terms and conditions, such as spectrum cap, carrier aggregation, etc., for the assignment of spectrum in the above-mentioned bands for backhaul purposes of commercial telecom services. The telecom regulator has also sought any other recommendations deemed fit for the purposes mentioned above using the mentioned bands for commercial telecom services.TRAI has invited written comments on the issues raised in the consultation paper by June 25, 2024, and counter-comments by July 9, 2024. Stakeholders are encouraged to submit their feedback electronically to advmn@trai.gov.in.This follows a request from the Department of Telecommunications (DoT) made on August 12, 2022, which asked TRAI to provide recommendations for the assignment of spectrum in the E&V Bands and for Microwave Access (MWA) and Microwave Backbone (MWB) spectrum within the 6/7/13/15/18/21 GHz frequency ranges.However, with the enactment of the Telecommunication Act, 2023 in December 2023, TRAI has revisited the matter. In a letter to DoT dated February 20, 2024, TRAI acknowledged the new legislation concerning radio backhaul for telecommunication services. (ANI)

India, US negotiating trade agreement amid Trump tariff dispute
Representative image (Picture crdit: ANI) NEW DELHI: As an American team touches down in the Capital for negotiating the proposed bilateral trade agreement, government is keeping close tabs on the legal dispute over Trump's tariffs and the concessions being offered by the US administration to other countries given that the talks are focusing on how both countries can get better market access. The Trump administration is seeking to use the 10% baseline tariffs and the suspended reciprocal tariffs (26% in India's case) to negotiate trade deals. The court setback, which was stayed a day later, has injected fresh uncertainty, and the government is keen to ensure that it manages to extract the best deal for Indian companies. 'What we get compared to other countries will be what we will ultimately finalise in the deal,' a government official said. At the same time, India is conscious of the strategic ties with the US and is looking to step up import of shale gas, LNG, and crude oil from America to diversify its import basket, as prices of these items are lower in the US, an official said. This is expected to help bridge the trade gap of over $40 billion in India's favour, a major grudge with Trump, who has been doling out various numbers to justify his tariffs actions. No question of review of satcom spectrum recommendation based COAI's reax: TRAI sources
New Delhi, Telecom Regulatory Authority of India ( TRAI ) on Wednesday categorically ruled out any review of recommendations on satcom spectrum at this stage, based on industry body COAI 's claims. Sources in TRAI told PTI that the regulator has already given its recommendations to the government "after following the due consultation process exhaustively and transparently". The comments assume significance as COAI - whose members include Reliance Jio and Airtel - has approached the telecom department to raise concerns over TRAI recommendations on the satcom spectrum, claiming that "incorrect assumptions" have led to unjustifiably low spectrum charges for satellite services relative to terrestrial networks . Live Events In a letter dated May 29, COAI claimed that TRAI's recommendations are based on incorrect assumptions and that their implementation will hit the sustainability of terrestrial services, which form the foundation of India's digital infrastructure. COAI has urged the Department of Telecom (DoT) to form a committee to "undertake a comprehensive review of the recommendations in their entirety, ensuring the process is guided by principles of fairness, transparency, and equity and also give an opportunity to TSPs (telcos) to share their views regarding the same". The industry body argued that the recommendations provide a regulatory advantage to commercial Non-Geostationary Orbit (NGSO) satellites against terrestrial broadband service providers and, if accepted by the DoT in their present form, will undermine competition and create a non-level playing field. COAI said that TRAI's recommendations do not appear to address the most fundamental and contentious issue -- the lack of a level-playing field between terrestrial service providers and satellite operators serving the same market. "The said recommendations are based on incorrect assumptions and implementation of these recommendations will impact the sustainability of terrestrial services that form the foundation of India's digital infrastructure," the association had said. The telecom regulator last month suggested that satellite communication companies like Starlink pay four per cent of their adjusted gross revenue (AGR) as spectrum charges to the government. Operators offering satellite-based broadband internet services in urban areas would have to shell out an additional Rs 500 per subscriber annually. No additional levy would be applicable for services in rural areas. COAI also argued that the recommendation of a spectrum charge at four per cent of AGR is without justification. "It is well known and TRAI would surely be fully aware that with the advent of next-generation NGSO broadband services -- including low Earth orbit (LEO) and medium Earth orbit (MEO) constellations -- satellite services are now capable of directly substituting and competing with terrestrial fixed and mobile broadband networks," COAI said.
