A division bench led by Acting Chief Justice V Kameswar Rao and Justice C M Joshi passed the order after considering preliminary arguments from Advocate Rajanna R, who appeared on behalf of the petitioner Sunanda Jayaram.

The bench has directed all respondents to submit their replies within two weeks.
The petition contests the Water Resources Department's plan to hold a Cauvery Aarti event, modelled on the Ganga Aarti, for which the state has reportedly approved a budget of ₹ 92.30 crore.
The government aims to launch the event by Dasara and is planning a facility to accommodate around 10,000 people to witness the aarti.

The funds are intended for building infrastructure to accommodate large public gatherings, including a stadium, parking zones, and other amenities.
According to the petitioner, the decision was taken without adequate assessment of its broader implications.

The proposed construction activity and influx of visitors could jeopardise the safety of the KRS dam, pollute the river, and disrupt the surrounding ecosystem. There are also concerns that the initiative could negatively affect agricultural practices in the wider Cauvery basin.
The petition argues that the administrative sanction violates provisions under the Dam Safety Act, 2021, and seeks to have it annulled.
An interim stay on the project's implementation has also been requested.

The Ghaziabad district administration has begun preparing a roadmap for the proposed 'Greater Ghaziabad' project, under which local bodies such as Khoda, Loni, and Muradnagar may be merged into the Ghaziabad municipal corporation. The move comes following directions from Uttar Pradesh chief minister Yogi Adityanath, who floated the idea during a visit to the district on Thursday, officials said. According to officials, the Ghaziabad Development Authority has already included Ghaziabad, Loni, Muradnagar, and Modinagar in its integrated draft Master Plan 2031. (HT Archive) The chief minister was in Ghaziabad to inaugurate a data centre at Central Electronics Limited and to visit Kailash Mansarovar Bhawan in Indirapuram. Addressing an event, he emphasised integrated development and proposed the formation of a larger municipal entity named Greater Ghaziabad. The proposal will require both legislative approval and a cabinet nod, with the final decision resting with the state government. 'On directions of the chief minister, we have asked the officials of the district administration and the corporation to chalk out a plan, which will then be submitted to the state government,' said Deepak Meena, district magistrate of Ghaziabad. 'The final decision will be taken at the state government level and will also involve the state cabinet.' The Ghaziabad district currently comprises nine local bodies—one municipal corporation, four Nagar Palikas (Khoda, Loni, Modinagar, and Muradnagar), and four Nagar Panchayats (Patla, Dasna, Faridnagar, and Niwari). In 2023, ahead of the inauguration of the Regional Rapid Transit System (RRTS) priority section in Ghaziabad, BJP MLAs Sunil Sharma (Sahibabad) and Nandkishor Gurjar (Loni) had raised concerns about civic issues in Khoda and Loni to the chief minister. While BJP leaders support the proposed merger, some political opponents have criticised it as a reaction to electoral losses. Former MLA Amarpal Sharma, whose wife Mohini Sharma currently chairs the Khoda Nagar Palika, said, 'After the BJP lost the Khoda chairperson seat in 2023, its politicians floated the concept of merger. The corporation itself struggles to manage its jurisdiction areas, and managing Khoda and Loni would be a tough task. People in Khoda are yet to get tapped water supply and face many other civic issues like bad roads, sewerage disposal, proper drainage, etc., after repeated promises for years.' In the May 2023 civic polls, the BJP won the Ghaziabad mayoral seat but lost the chairperson elections in Loni, Khoda, and Muradnagar Nagar Palikas. The party managed to retain only the Modinagar chairperson seat. Nandkishor Gurjar, BJP MLA from Loni, dismissed allegations of political motivation. 'The local bodies proposed by the CM for merger under the corporation suffer many issues like water-logging, bad roads, drinking water shortages, sewerage problems, among others,' he said. 'Since these areas will see massive housing development in the future, it is vital that these areas also get developed like Ghaziabad city. Further, they will also be able to receive big funds for development. So, it is vital that they become part of Greater Ghaziabad.' Meanwhile, Ranjita Dhama, the chairperson of Loni Nagar Palika, did not respond to requests for comment. No change in State BJP leadership: Ashok
Leader of the Opposition in the Legislative Assembly R. Ashok has ruled out the possibility of any changes in the State BJP leadership in Karnataka. Speaking to reporters here on Saturday, Mr. Ashok said there had been no discussions at the party High Command about any change in the post of State BJP president or the Leader of the Opposition. He said he went to Delhi recently and submitted a report as he had been instructed to go to the capital once every three months and submit a report. 'After three more months, I will be submitting a report as the Leader of the Opposition,' Mr. Ashok said. He also ruled out the possibility of any elections for the post of BJP's State president any time now. 'There is a plenty of time for that process to take place,' he said, adding that elections would take place in the State only after the polls in other States. 'New CM by Dasara' Mr. Ashok claimed that a new Chief Minister would be in the saddle by Dasara this year. He said a change of guard in the State was inevitable by September-October. A 'fight' has begun in the Congress to occupy the post of Chief Minister that Mr. Siddaramaiah would have to vacate by that period as per an 'agreement', he said. While some Congressmen admit to the expected changes and claim that only small changes would take place, others were vouching for a drastic overhaul in the State, he claimed. When pointed out that Mr. Siddaramaiah had denied possibility of any such changes, Mr. Ashok said the Chief Minister had no other option, but to deny the same to 'save his chair'. Emergency Mr. Ashok urged the Congress to apologise to the people of the country if it had any respect for the Indian Constitution. He wondered whether the Congress justified imposition of Emergency or opposed it. 'Without saying anything on it, they have allowed 50 years to pass', he said claiming that the Congress now stood exposed before the people of the country. Mysuru Dasara will be celebrated for 11 days this year
In a rare instance, the world famous Mysuru Dasara will be celebrated for 11 days this year, as against the usual 10 days. Dasara has been celebrated for 11 days on eight occasions earlier. Chief Minister Siddaramaiah, who heads the high-powered committee to oversee the festival celebrations, told officials of Public Works, Energy, Home, and other departments to make all preparations in advance to conduct the festival on a grand scale from September 22 to October 2. Grand celebrations As the State has received bountiful rains, the festival would be celebrated grandly, Mr. Siddaramaiah said. As Vijayadashami this year falls on Gandhi Jayanti, the Chief Minister instructed the executive committee that the procession of tableaus should focus on Gandhian values. According to tradition, Navaratri starts the day after the Mahalaya Amavasya, which this year falls on September 21. Hence, Navaratri would begin on September 22. However, with Panchami falling on two consecutive days (September 26 and 27) in the lunar calendar, the festival stretches to 10 nights and 11 days. The Gajapayana will commence on August 4, and Dasara celebrations will be inaugurated on September 22 atop the Chamundi Hills. The meeting was attended by Ministers, MLAs, and senior officials, and the Chief Minister told the police to be civil in crowd management and take steps to avoid any stampede during the festival. The Chief Minister said about 10 lakh people/tourists are expected to attend this year's festival. Who is to inaugurate On inviting a special guest to inaugurate the festival, the Chief Minister said party leaders Pushpa Amarnath suggested a woman should inaugurate the festival this year, while some others suggested inviting a person who practices Gandhian principles. He would decide the guest in the next 15 days, the Chief Minister said. The Energy Department has been told to illuminate the city of Mysuru for 22 days. The PWD officials were told to spruce up all roads in and around Mysuru. A sum of ₹40 crore was spent on conducting various events during last year's Dasara. The executive committee would plan the programmes and funds would be released as per the requirement, the Chief Minister said.
