California Asks Court To Give State Control Of Los Angeles County's Troubled Juvenile Halls
Los Angeles, California's top prosecutor said Wednesday he has asked a court to give the state control of Los Angeles County's troubled juvenile detention facilities because incarcerated young people are enduring unsafe conditions including violence and rampant drug abuse. Attorney General Rob Bonta said he wants the county to hand over administration of the juvenile jails to a third-party receiver – a court-appointed official who will take over management and operations from the Los Angeles County Probation Department. The official will have control over budgets and staffing decisions. 'This is a last resort but it's also the one left to defend the safety of the young people in these facilities,' Bonta said. He said the extraordinary step was necessary because the county has failed to comply with a court order his office secured in 2021 requiring sweeping reforms. The probation department which oversees the juvenile halls didn't immediately respond to requests for comment. Bonta outlined safety concerns such as youth on youth violence, riots, unmet medical needs, low staffing, inadequate security cameras, and drug overdoses, including one that led to the death of a teenager. Earlier this year, Bonta indicted 30 probation officers accused of facilitating so-called 'gladiator fights' between incarcerated juveniles. 'These young people deserve better and my office will not stop until they get it,' Bonta said. 'A receivership is the best and only option to turn Los Angeles County juvenile halls around, and we believe the court will agree.' In addition, the Attorney General asked the court to establish a compensation fund for incarcerated youth to redress and repair the injuries suffered in the county's custody and to cover medical and education expenses. A hearing is set for Aug. 15. Bonta said if the court approves the plan, a receiver could be in place by the end of the summer. Previously, the Board of State and Community Corrections issued unsuitable designations for the Los Padrinos Juvenile Hall and Barry J. Nidorf Juvenile Hall. The state board, which inspects the youth prisons, had determined that the county had been unable to correct problems including inadequate safety checks, low staffing, use of force, and a lack of recreation and exercise. Bonta's request on Wednesday comes four years after California phased out its three remaining state-run youth prisons and shifted the responsibility to counties. The move to local control was the final step in a lengthy reform effort driven in part by a class-action lawsuit and incentives for counties to keep youths out of the state system. The state-run system also had a troubled history marked by inmate suicides and brawls.

Iran: 27 inmates are still at large following Israeli airstrike
TEHRAN, PARIS: Iran said on Tuesday 27 inmates were still at large after an Israeli airstrike last month targeted Evin prison in the north of the capital, Tehran, local media reported. The airstrikes were part of Israel's 12-day bombardment of Iran that killed about 1,100 people, while 28 were left dead in Israel in Iranian retaliatory strikes. Judiciary's news website, Mizanonline, quoted spokesman Asghar Jahangir as saying 75 prisoners had escaped following the strike, of which 48 were either recaptured or voluntarily returned. He said authorities will detain the others if they don't hand themselves over. Jahangir said the escapees were prisoners doing time for minor offenses. Between 1,500 and 2,000 prisoners were being held at the time in the prison. Iranian officials said the Israeli strike killed 71 people, but local media reported earlier in July that 80 were left dead at the time, including prison staff, soldiers, inmates and visiting family members. Authorities also said five inmates died. It's unclear why Israel targeted the prison. The New York-based Center for Human Rights had criticized Israel for striking the prison, saying it violated the principle of distinction between civilian and military targets. Amnesty International, an international nongovernmental organization that campaigns to protect human rights, called the Israeli attack 'deliberate' and 'a serious violation of international humanitarian law.' The air strikes should therefore be 'criminally investigated as war crimes,' it said. 'The Israeli military carried out multiple air strikes on Evin prison, killing and injuring scores of civilians and causing extensive damage and destruction in at least six locations across the prison complex,' Amnesty said, basing its assessment on what it said were verified video footage, satellite images and witness statements. There was nothing to suggest that Evin prison could justifiably be seen as a 'legal military objective,' it said.

Massachusetts governor will give an update on assisted-living fire that killed 10
Massachusetts Gov. Maura Healey is scheduled to meet with city officials and update the public Tuesday about the response to a fire at an assisted-living facility in Fall River that killed 10 people. The July 13 fire at Gabriel House in the city about 50 miles (80 kilometers) south of Boston remains under investigation. The blaze left some residents hanging out windows of the three-story facility screaming for help. The fire highlighted the lack of regulations governing assisted-living facilities that often care for low-income or disabled residents. Later Tuesday, the Bristol County district attorney's office is expected to hold a news conference to provide an update on the investigation. Although the cause of the fire remains unknown, authorities have said it does not appear to be suspicious. The district attorney's office identified the 10th victim as Halina Lawler, 70, on Monday. The victims of the fire ranged in age from 61 to 86. Healey said in a statement last week that a state agency tasked with ensuring assisted living residences are in compliance with regulations will investigate to make sure all 273 such facilities in Massachusetts are prepared to protect residents during emergencies. She said in the statement that the fire was a horrible tragedy and a chance to improve safety. 'This is a moment to make sure that every Assisted Living Residence is prepared to respond to emergencies and to protect the safety of their residents,' Healey said. Gabriel House is owned by Dennis Etzkorn, who has said he is cooperating with investigations into the blaze. The facility issued a statement on Monday that said it's important to determine exactly what caused this catastrophe and if there were factors that made it worse. The statement also said the facility has always placed a premium on residents' safety. 'Maintaining compliance with all safety and building codes has always been our priority and there were quarterly inspections of the fire suppression system – the latest as recently as five days prior to the fire,' said George K. Regan Jr., a spokesperson for the facility.
