
PIL to save Mumbai wetland: High court issues notice to BMC but does not stay landfilling
Mumbai: The Bombay high court on Thursday issued a notice to the BMC on a PIL that challenged the permission it had granted for landfilling a wetland plot at village Pahadi Goregaon in Oshiwara, Andheri (W). It, though, rejected a request for a stay on further landfilling.
"We have taken cognisance of the issue because it's a genuine issue. We will do whatever is possible. Don't doubt our powers to undo a thing which is done," said Chief Justice Alok Aradhe and Justice Makarand Karnik, adding that parties will have to be heard.
The judges also issued notices to the Maharashtra Coastal Zone Management Authority and the Konkan Wetland Committee.
Advocate Tushad Kakalia, representing petitioner-activist Zoru Bhathena, urged the court that pending the hearing, it "direct that no further filling is done".

He said the plot "is a wetland and appears in the Wetland Atlas (of the central govt), a compendium of all wetlands across the country".Bhathena's petition, filed last year, stated that the low-lying plot is over 472 acres. In Nov 2023, BMC granted sanction to Beeline Impex Pvt Ltd and Pearl Coschem Pvt Ltd, who claim to be owners of a part of the land, for the "development of compound wall/fencing work and filling work".
On a complaint about landfilling of the plot, Bhathena's search revealed that nearly 9.8 acres of land along the plot's perimeter and adjoining mangroves were previously filled to block the free flow of intertidal water into the plot "to fool satellite imagery to report a misleading high tide line". The plot is in coastal regulation zone (CRZ)-1, where development is prohibited, and is reflected in development plans of 1991 and 2034. Bhathena cited high court and Supreme Court orders that ban the reclamation of wetlands.
In his reply, the director of the two companies denied that it is a low-lying plot affected by tidal waters or that it appears in the Wetland Atlas as an intertidal mud flat surrounded on all sides by mangroves. He said Bhathena is "trying to stall development on the subject land" by suggesting it is included in Wetland Rules and CRZ regulations.

MUMBAI: The Brihanmumbai Municipal Corporation (BMC) is planning to install marine navigation buoys with complete mooring facilities and solar lanterns to identify low tide levels during Ganesh visarjan. Rajesh Tamhane, deputy commissioner of BMC's environment department, said, 'This is the first time we are installing such a system. We will purchase and install them at 27 Ganesh immersion sites, including Girgaum Chowpatty, Shivaji Park Chowpatty, Dadar Chowpatty, Gorai, Manori, and Juhu Chowpatty. High-tide levels are easily identifiable, but BMC plans to identify the low-tide lines. Devotees who go to immerse idols are expected not to cross them.'' On average, at least five people die during the Ganesh visarjans each year in Mumbai. Apart from lifeguards, the coastal wing of Mumbai police, the Coast Guard, and the Indian Navy maintain vigil during the main days of visarjan. Prashant Sapkale, deputy commissioner of zone – 2, was the first to demand marine navigation buoys, said officials. A senior officer of the Mumbai fire brigade said, 'Each year, our staff goes to Girgaum Chowpatty with jet skis. We warn people, yet they go into the sea claiming they can swim. When it gets unmanageable, our teams save them. These marker systems will serve as a deterrent as well as mark low tides. People will be able to identify areas that are dangerous for them.'' Sources said BMC wanted to take this equipment on hire. However, as no one was coming forward, they decided to buy it.

Chambal survey begins ahead of proposed sanctuary denotification
1 2 Jaipur: The forest administration of Mukundra Tiger Reserve has launched a comprehensive wildlife assessment of the Chambal River's aquatic ecosystem. This evaluation is a key step toward the proposed denotification of certain upstream sections of the river. The state govt plans to exclude a stretch of the National Chambal Gharial Sanctuary—between Kota Barrage and the Hanging Bridge—to facilitate development and provide relief to thousands of residents living along the riverbanks. A forest official said, "The Wildlife Institute of India (WII) began this study about eight months ago, and studies covering both summer and winter seasons are already complete, and a monsoon-season survey will follow. Once complete, a report will be submitted to the chief wildlife warden." The study area covers approximately 8,000 hectare—including 1,060 hectares of forest land—within a 1km belt on both sides of the river, from the Hanging Bridge to Kota Barrage. This zone is home to crocodiles, turtles, otters, snakes, and various aquatic birds. Since these areas fall within the sanctuary's limits, around 25,000 houses have not been issued land ownership documents. Kargi residents grapple with garbage overflow despite new transfer station
1 2 Dehradun: Despite a new mechanised waste transfer station at Dehradun's Kargi – built at a cost of Rs 8 crore to streamline waste processing and provide relief from waste accumulation issues – residents of the area continue to face severe civic problems as garbage is routinely dumped on the main road. Notably, trials at the automated transfer station were held in April and officials say transition to the fully mechanised system is happening gradually. Locals allege that vehicles of the municipal corporation, meant to collect and transport waste to the station, are unloading it in the open, outside the facility's designated boundary. "How can civic issues be addressed if waste is being openly dumped by corporation vehicles themselves? Vehicles remain lined up haphazardly as far as the eye can see," said Lave Chaudhary, a resident. Passersby and commuters on the Haridwar bypass road have also shared concerns about the management around the transfer station. "A month or two ago, garbage across the station spilled onto the main road. It was cleared for a few days, but waste has reappeared again. Officials claim that most of it was moved into the station, contrary to claims of local residents. Chief health officer, Avinash Khanna, attributed the recent lapses to personnel shortage over the festival weekend. "Fresh dumping may have occurred over the weekend in an unauthorised manner. There was also a shortage in manpower due to it being Eid, but we will definitely look into it. Operations have become smoother compared to earlier," he said. Khanna added that a request for CCTV surveillance has already been raised along with plans on gating the area so that any illegal waste accumulation is avoided. Currently, Dehradun generates over 450 metric tonnes of waste daily that first goes to the Kargi transfer station and then to Sheeshambara trenching ground.
