Reelected Akbayan party-list Representative Perci Cendaña on Thursday vowed to mount a West Philippine Sea (WPS) bloc in the House of Representatives to boost efforts in defending the country's sovereign territorial rights, which have come under threat from China's aggressions.
'The WPS bloc in Congress will be a bloc of champions of sovereignty, those who firmly believe that WPS is ours. This bloc of lawmakers believe that we should be harnessing our resources, and are against any encroachment by China," Cendaña said in a press conference ahead of the third Atin Ito coalition civilian mission featuring a concert near the Pag-asa Island on May 26 to 30, 2025.
Likewise, Cendaña said Akbayan will push for a bill on the mandatory teaching of West Philippine Sea history and geography in schools and declaring July 12 of every year as West Philippine Sea Victory Day.
He added his group would also pitch for the establishment of a West Philippine Sea Institute mandated to conduct research, protect marine resources, and develop educational programs to raise public awareness and national pride.
It was on July 12, 2016 when the Permanent Court of Arbitration in The Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis."
The decision also ruled that the Ayungin Shoal, the Spratly Islands, Panganiban or Mischief Reef, and Recto or Reed Bank are within the Philippines' exclusive economic zone (EEZ).
Further, the Hague court outlawed Chinese aggression in the Philippines' EEZ by stating that Scarborough Shoal, a rich fish resource, is a common fishing ground.
'We hope that this bloc will also be the chariot for the two important legislatures that I've mentioned. West Philippine Sea Victory Day and the establishment of the West Philippine Sea Institute. So, issue-based itong block na ito,' Cendaña, the second nominee of Akbayan party-list, said.
'We will use facts and education to counter the lies, propaganda, and fake news being peddled by the Chinese government and its agents in the country,' added Akbayan first nominee Chel Diokno.
China has never recognized the Hague court ruling to this day and is undeterred in deploying aggression against Philippine vessels and personnel, including firing water cannons and ramming Filipino-manned coastguard and fishing vessels.
On May 22, the Department of Agriculture – Bureau of Fisheries and Aquatic Resources (DA-BFAR) reported an aggressive interference by the China Coast Guard against two Philippine civilian vessels conducting a routine marine scientific research mission in the vicinity of Pag-asa Cay 2 (Sandy Cay) which lies within the Philippines' exclusive economic zone in the WPS.—LDF, GMA Integrated News

The EU and the Philippines have expressed concerns about China's "illegal, coercive, aggressive and deceptive measures" against Philippine vessels and aircraft conducting lawful maritime operations in the South China Sea, according to a joint statement after Kallas met with Philippine foreign minister earlier this week. Villanueva concerned P200 wage hike bill might get vetoed

Senator Joel Villanueva has expressed concern regarding the House of Representatives' approval of the bill granting a P200 increase in the daily minimum wage for workers, as it might get vetoed by President Ferdinand 'Bongbong' Marcos Jr. if adopted by the Senate. The House version of the legislated wage hike offers a higher increase than the P100 approved by the Senate. For Villanueva, chairman of the Senate Committee on Labor, Employment and Human Resources Development, the Senate's proposal is more convenient and practical. 'Parang ang tingin natin 'pag nangyari 'yan, diretsong veto. 'Yan ang kailangan din natin pagtuunan ng pansin kung ia-adopt natin 'yan kasi baka 'yan din 'yung dahilan ng iba na nandun sa Kamara para masiguro na ma-veto 'yan,' he told reporters. (I think that it may be directly vetoed by the President. That's what we also need to look at, if we are going to adopt that because some House members may just use that to ensure that the bill will get vetoed.) 'That's another way of looking at it. For us, we still believe [that the] P100 is the most convenient and practical. But 'yung [but for] P200, medyo, as much as we wanted to, we don't know,' he added. The House of Representatives on Wednesday's plenary session approved the bill granting a P200 increase in the daily minimum wage for workers in the private sector on its third and final reading. Villanueva said he wants to see the House's basis for the proposed P200 wage increase. 'Of course, that would be interesting… Kung sabihin ng Malacañang na it's okay for us to, na napag-aralan rin nila, mas malaki 'yung resources nila to study all these measures, so why not. But, at the same time I'm also thinking, baka way din 'yan para immediately shutdown 'yung P100 dahil ibe-veto rin 'yung P200,' he said. The House and the Senate will have to reconcile the differences in a bicameral conference committee before transmitting the enrolled bill to Malacañang for Marco' signature to become a law. The House and the Senate have until June 13 or the last session day of the 19th Congress to reconcile their differing versions of the wage hike measure and ratify the reconciled version for the bill to be ready for the President's signature. Otherwise, the bill has to be refiled next Congress. Malacañang said that Marcos will look into the economic implications of the proposed increase in the minimum wage hike. President Ferdinand ''Bongbong'' Marcos Jr. will look into the economic implications of the proposed increase in the minimum wage hike for workers, Malacañang said Thursday. According to Palace Press Officer Undersecretary Atty. Claire Castro, Marcos wants to provide what's best for the Filipino workers. ''Nais ng Pangulo na maibigay kung ano ang makakabuti sa manggagawang Pilipino,'' Castro said during a briefing. (The President wants to give the best for the Filipino workers.) With 171 yes votes, zero no votes, and one abstention, the House of Representatives approved on third and final reading the proposed measure granting a P200 increase in the daily minimum wage for workers in the private sector. The House version of the legislated wage hike offers a higher increase than the P100 approved by the Senate. The House and the Senate will have to reconcile the differences at the bicameral conference committee before transmitting the enrolled bill to Malacañang for President Ferdinand "Bongbong" Marcos Jr.'s signature to become a law.
