
Dubai set to lead global prime residential growth in 2025, Says Savills
Prime residential capital values in Dubai increased by 6.8% in 2024, reinforcing its position as a premier investment hub.
The city also saw a record-breaking 23.5% rental growth in 2024, highlighting strong demand for luxury living.
Dubai's prime residential capital values are forecast to grow by up to 9.9% in 2025, the highest among 30 global cities tracked by Savills.
Following a robust performance in 2024, Dubai's prime residential capital values and rents are forecast to continue their upward trajectory in 2025, according to the latest research by Savills.
Savills Prime Residential World Cities Index reveals that Dubai prime residential capital values increased by 6.8% in 2024, further cementing the emirate's status as a global investment hub. The city also witnessed a record-breaking 23.5% rental growth in 2024, driven by sustained demand for luxury living.
A growing population and an influx of high net-worth individuals and family offices into the UAE are fuelling strong demand for prime residential properties. While new supply is being introduced, Dubai's evolving luxury segment is redefining the market's understanding of 'prime', with several ultra-luxury projects launched in recent years.
Looking ahead, Dubai is expected to lead global prime residential price growth in 2025, with capital values forecast to grow by +8% to 9.9%, the highest among 30 global cities in Savills index. The city is also projected to lead the index for rental growth, with a projected increase of more than 10%.
Globally, capital values in prime markets are expected to remain positive 2025, with Savills forecasting an average price growth of 1.6% across the 30 cities tracked. This marks a slight decline from the 2.2% growth recorded in 2024, reflecting a more measured outlook for global property markets.
'Despite the economic turbulence of recent years, prime residential markets have proved remarkably resilient,' said Kelcie Sellers, associate director, Savills World Research. 'With 2024 dubbed the 'year of elections', 2025 looks to be a year in which these new governments start to make changes, from taxes to legislation to international affairs. Each change has the potential to affect prime residential property markets.'

Despite broader global economic fluctuations, Dubai's prime residential market remains resilient and highly attractive investors and residents alike. Many international buyers opt to rent before purchasing, contributing to the spike in rental values in 2024 and reinforcing the city's appeal as a luxury living destination. Investors and end-users continue to be drawn to Dubai's dynamic property market, underpinned by expanding business and job opportunities, major infrastructure developments, and government-led initiatives that enhance Dubai's appeal as a long-term investment destination.
Cummings concluded, 'As we progress into 2025, Dubai's property market is expected to maintain its upward trajectory, outpacing global markets such as London, Hong Kong, and New York. With sustained demand for branded residences, waterfront developments, and sustainable luxury homes, the city is poised to strengthen its position as a world-class hub for prime residential investment.'

Dubai office rents soar amid tight supply, strong demand
Dubai's office market is thriving, driven by strong demand, limited supply, and a surge in rental prices, positioning the emirate as a global hub for business and innovation. According to Savills' latest Dubai Office Market report, average year-on-year rental price growth soared 45 per cent across various sub-segments in 2025, with key business districts like the Dubai International Financial Centre (DIFC), Business Bay, Downtown Dubai, and TECOM leading the charge. DIFC, in particular, boasts an impressive occupancy rate of 98 per cent, underscoring the intense competition for premium office space. The city's Grade A office spaces are in high demand from both regional and international occupiers, fueled by Dubai's strategic appeal as a gateway to the Middle East, Africa, and Asia. Savills reports a 4.9 per cent increase in net effective occupier costs in Q1 2025, encompassing base rent, fit-out expenses, and other leasing costs. This places Dubai as the eighth most expensive prime office market globally, with average costs of $148.90 per square foot per annum. 'This growth reflects confidence in Dubai's long-term positioning,' said Toby Hall, head of Commercial at Savills. 'Companies view Dubai not just as a regional base but as a global node for innovation, finance, and enterprise.' Core sectors such as financial services, consulting, and technology and media are driving demand, accounting for the majority of market transactions. However, the supply of quality office space remains critically low, with Cushman & Wakefield Core projecting an undersupply until 2027-2028. While new office supply is set to double in 2025, adding 1.66 million square feet, much of this is already pre-leased due to unrelenting demand. DIFC alone will contribute nearly one-third of the city's office supply over the next three years, with most spaces expected to be occupied before completion. Dubai's office market holds the second-highest global occupancy rate at 92 per cent, projected to exceed 94 per cent by the end of 2025. In 2024, office rents surged by 22 per cent year-on-year, with forecasts predicting an additional 10-12 per cent increase in 2025. This growth is fuelled by an influx of new businesses and foreign companies drawn to Dubai's status as a trade, tourism, and financial hub. A CBRE report highlights that the chronic undersupply of quality space in prime locations has intensified competition, pushing rental rates up by over 20 per cent annually and creating challenges for tenants during lease renewals. Despite the tight market, landlords are adapting to meet evolving occupier needs. In established districts, where Grade A stock is scarce, property owners are offering tailored leasing terms, enhanced amenities, and refurbishments to attract tenants. In Business Bay, some strata landlords are now quoting rents comparable to DIFC, reflecting a broader uplift in perceived value across sub-markets. Meanwhile, lease renewals remain a popular choice for businesses, particularly outside DIFC, where Rera rental protections provide stability in a rising cost environment. Occupiers are also prioritizing functional layouts and long-term adaptability over expansive or elaborate office designs, optimizing space usage to align with modern workplace trends. While the outlook for Dubai's office market remains robust, with strong fundamentals and sustained occupier interest, the persistent undersupply poses challenges, as new deliveries in 2025 — approximately 100,000 square metres — are unlikely to alleviate pressure significantly. Most of these spaces will be pre-leased, leaving little room for new entrants or expanding businesses.

Abu Dhabi residential market shows resilience amid supply constraints
Average real estate sales rates across the Abu Dhabi market rose to Dh16,200 per sqm in Q1 2025 from Dh14,100 per sqm in Q1 2024, representing a 13.4 per cent year-on-year increase, a report showed on Tuesday. According to Savills' latest Abu Dhabi Residential Market in Minutes – Q1 2025 report, the share of ready property transactions grew to 68 per cent, compared to 44 per cent in 2024 and 25 per cent in 2023, indicating stronger demand for move-in ready stock. The report reveals that while transaction volumes have moderated, the market continues to show resilience, supported by sustained demand, limited new supply, and the emirate's growing international appeal. Abu Dhabi recorded a 3.8 per cent GDP increase in 2024, with the UAE's economy forecast to grow by 4.7 per cent in 2025, according to Oxford Economics. The emirate was also named the world's safest city for the ninth consecutive year, reinforcing its position as a destination of choice for individuals and businesses alike. Continued investment in cultural, educational, and lifestyle infrastructure, including the Saadiyat Cultural District and the announcement of Harrow International School's first GCC site, is further contributing to the city's appeal as a place to live and invest. In Q1 2025, just under 1,500 residential units were transacted within Abu Dhabi Municipality, reflecting a 39 per cent year-on-year decline and the lowest quarterly figure since Q2 2022. Only 10 new projects entered the market during the period, delivering fewer than 3,000 units, impacting transaction levels. This limited pipeline has resulted in a competitive landscape across the leasing, secondary sales, and off-plan segments, with waiting lists for good quality buildings re-emerging and off-plan units increasingly trading at a premium. In the villa segment, capital values increased by seven per cent on Al Reef, 10 per cent on Yas Island, and 26 per cent on Saadiyat Island, highlighting continued demand for prime, lifestyle-led developments. For apartments, Saadiyat Island saw the highest year-on-year growth at 22 per cent, while values across Al Raha, Reem Island, and Yas Island remained steady. Overall, apartment transactions accounted for 63 per cent of activity in Q1 2025, with completed units making up the majority. Ali Ishaq, Head of Residential Agency, Abu Dhabi at Savills Middle East, said: 'Demand is clearly present, particularly within well-connected and master-planned communities. The shortage of new launches has channelled activity towards the ready market, and we are seeing this reflected in both transaction share and rising capital values.' According to the report, interest in the Abu Dhabi residential market continues to be supported by broader shifts in sentiment among expatriate families, driven by recent visa reforms and the development of the education sector. The announcement of a Disney theme park on Yas Island and the entry of international developers into the market are also expected to enhance future demand. Savills anticipates continued activity in the ready market over the coming months, with demand likely to remain strong for high-quality residential product, particularly within established communities.
