Govt to allocate RM300 mln for two schemes to strengthen fisheries industry
He said the two schemes are the Fisheries Catch Sector Financing Scheme and the Matching Grant Scheme for the Replacement of Trawl Nets and Boats.
'Each scheme is allocated RM150 million. The Fisheries Catch Sector Financing Scheme will focus on upgrading fishing vessels and automating the fishing industry.
'The Matching Grant Scheme for the Replacement of Trawl Nets and Boats aims to encourage more sustainable and environmentally friendly fishing methods,' he said in a statement after chairing the High-Level Committee Meeting on Fishermen Development and Empowerment (JPT-PPN) today.
Ahmad Zahid, who also chairs the committee, said the meeting also agreed to implement the Fishermen Economic Transformation Through Aquaculture Project (TEMAN-AKUA): Aquaculture for B40 Fishermen, targeting unlicensed fishermen in Melaka, Negeri Sembilan and Perlis to transition into aquaculture.
The project will be implemented in four phases involving cockle and mussel farming, with a potential return of RM50 million annually.
'The total cost of RM5 million for the 2025-2029 period will be supported through the Aquaculture Delivery and Support Services System Programme (SPeKS),' he added.
Ahmad Zahid also said the Sultan Nazrin Muizzuddin Shah Fisheries College in Lumut, Perak, will train local boat skippers and fishermen under the Local Fishermen Training and Entrepreneurship Grant Programme to reduce reliance on foreign crews.
The programme includes Malaysian Skills Certificate (SKM) courses, short-term training and entrepreneurship grants of up to RM200,000. A 2025 pilot project will involve 50 participants.
The meeting also reviewed the success of Ops Tiris 1.0 to 3.0 in tackling diesel subsidy misappropriation, involving 1,600 arrests and seizures amounting to over RM400 million.
Ahmad Zahid said the targeted fuel subsidy mechanism introduced on June 10, 2024 in Peninsular Malaysia ensures that fishermen continue to receive subsidies at RM1.65 per litre through the Subsidised Diesel Control System (SKDS), with enforcement intensified in Sabah, Sarawak and Labuan.
'The Ministry of Agriculture and Food Security remains committed to introducing new initiatives to combat diesel leakage among fishermen.
'As such, I stress that the government will not compromise on leakages and misappropriation. Instead, we will strengthen targeted policies, build fishermen's capacity, and ensure the sustainability of the fisheries industry as a pillar of national food security,' he said.
Ahmad Zahid added that the meeting also tabled the outcomes of the Fishing Community Engagement Sessions (SLU) held since November 2024, which identified 37 key issues.
He said 46 per cent of those issues have been resolved through inter-ministerial efforts, reflecting the effectiveness of the government's inclusive and responsive approach to addressing the concerns of the fishing community.

Scam victims include pilots, professors and bankers
KUALA LUMPUR: Scam victims include educated individuals such as government retirees, pilots, professors, bankers, academics, and businessmen, as evidenced by the 500 average calls the government receives per day. Home Minister Datuk Seri Saifuddin Nasution Ismail said the trend of online fraud cases is worrying, having increased by 43 per cent last year compared to 2020. "On average, we receive 500 calls per day, and the trend continues to rise. "With 500 calls, we can see the diversity of victims: government retirees, pilots, professors, bankers, academics, and businessmen. Profiling them indicates that a more aggressive campaign is needed," he said in his winding-up session on the 13th Malaysia Plan. To combat this, he said, the National Security Response Centre (NSRC) operates 24/7 and the Public Service Department would also create new positions. "Our new premises in Cyberjaya have been renovated. The Prime Minister has approved additional funding and requested the PSD to create new positions. "Tomorrow, at a meeting with the Prime Minister, we are expected to provide feedback on these preparations. Bank Negara Malaysia (BNM) and the Malaysian Communications and Multimedia Commission (MCMC) are also involved, and the police will ensure 24/7 operations," he said.

Pamela Ling Case: Police Recorded Statements Of 48 Witnesses
KUALA LUMPUR, Aug 20 (Bernama) -- Police have summoned 48 witnesses, including four officers from the Malaysian Anti-Corruption Commission (MACC), to record their statements to assist in the investigation into the disappearance of Datin Seri Pamela Ling Yueh. Home Minister Datuk Seri Saifuddin Nasution Ismail said close cooperation was also being carried out with enforcement agencies, including the MACC, to ensure that the investigation could be carried out comprehensively. "Cooperation was made with related agencies, including the Immigration Department. For example, the vehicle that was allegedly used (to kidnap Pamela in Putrajaya when she was on her way to an appointment at MACC headquarters on April 9) was found north of the Bukit Kayu Hitam-Thailand border. "This is only a belief, not an affirmative (confirmation)," he said during his winding-up speech on the 13th Malaysia Plan (13MP) debate for his ministry in the Dewan Rakyat today. He also stressed that police will investigate every report of a kidnapping or missing persons case according to the standard operating procedures (SOP) in accordance with the law. He said that according to police data and records, in every 10 missing persons cases, nine were successfully found, including those who were alive and those who had died. 'Specifically, this missing person incident, in terms of data, does not give an impression that the level (of public safety) is worrying. But we cannot adopt a denial syndrome attitude because if it involves lives, it is crucial from the perspective of the police, and we will use all our resources to overcome it,' he said. Meanwhile, commenting on the issue of national border security, Saifuddin Nasution said the authorities had detected 71 illegal routes for smuggling activities along the border of Sarawak, Malaysia with Kalimantan Indonesia, including hot spots in Ba'kelalan, Lubuk Antu and Tebedu. The government, he said, had approved an allocation of RM28 million to the Home Ministry (KDN) to develop seven additional security control posts, including Pos Raso 1 in Lundu, Pos Sapit in Padawan and Pos Tepoi in Serian.

Water and energy supply key to attracting investors says PM Anwar
KUALA LUMPUR: The ability to provide sufficient water and energy supply is among the main attractions for investors in the semiconductor, data centre, and Artificial Intelligence (AI) sectors in Malaysia, says Prime Minister Datuk Seri Anwar Ibrahim. He said this was further strengthened by the country's capacity to provide professional manpower expertise, which was a key strategic requirement for investors. 'These two aspects (water and energy) are very strategic, and I wish to emphasise that we will not be able to maintain Malaysia's credibility as a peaceful and competent nation if we cannot resolve matters related to water and energy. 'It is not only about providing (water and electricity facilities to investors), but also about how we manage the (prices) of water and energy at reasonable levels without burdening the people,' he said when officiating the Langat 2 Water Treatment Plant (LRA2) here today. Also present was Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also the Minister of Energy Transition and Water Transformation (PETRA). Meanwhile, Anwar said Malaysia continued to face wastage issues, particularly involving Non-Revenue Water (NRW) due to usage practices and weaknesses in the old piping system. He said Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also the minister responsible, had raised the matter numerous times during Cabinet meetings. Following discussions, it would be made one of the priorities under the 13th Malaysia Plan (13MP). The Prime Minister said in terms of water management, ensuring comfort and meeting the people's needs remained the government's main priority. 'How can a country with an abundance of water, with floods two or three times a year, still face water shortages? That means something is wrong, not because of Allah's will, but due to a lack of human ingenuity. 'Take Jordan, for example. They may only have heavy rain two or three times a year, but they are able to store water for times of need. That is why our technology must not only focus on advancement but also ensure water-saving measures are in place,' said Anwar, who is also the Finance Minister. - Bernama
