CBI files charge sheet against ex-J&K Guv Malik
Jammu: The Central Bureau of Investigation (CBI) on Thursday filed a charge sheet against former Jammu and Kashmir Governor Satya Pal Malik and five others in the Kiru hydroelectric power project kickbacks case.
In 2022, the Jammu and Kashmir government requested a CBI investigation into the alleged corruption in the allotment of a Rs 2,200 crore contract for civil works in the Kiru hydroelectric power project.
In 2024, the CBI carried out searches at eight locations in Delhi and Jammu.
Interestingly, the concern of kickbacks in the allotment of this contract was raised by Malik himself when he was the Jammu and Kashmir Governor from August 23, 2018 to October 30, 2019.
Malik then alleged that he had been offered a bribe of Rs 300 crore to approve two files, one of which pertained to the Kiru hydroelectric power project, but he had refused to accept it.
The award of civil works to Patel Engineering Ltd, a major infrastructure and construction company that was founded in 1949, has been called into question.
The CBI booked Chenab Valley Power Projects Private Limited (CVPPPL) Chairman, MD and Directors, along with Patel Engineering.
The FIR said an investigation had been conducted by the Jammu and Kashmir Anti-Corruption Bureau and the Power Department and it was found that guidelines for e-tendering in the awarding of civil works in the project were not followed.
Further, allegations of substandard work and failure to provide jobs to local youth have been made against the hydel project.
Kiru hydroelectric power project is a run-of-the-river scheme being developed over the Chenab River in the Kishtwar Tehsil of Kishtwar district in J&K. The project is being constructed between Kirthai II (upstream) and Kwar (downstream) hydroelectric plants.
The project is being developed by Chenab Valley Power Projects, a joint venture between the National Hydroelectric Power Corporation (NHPC, 49 per cent), the Jammu and Kashmir State Power Development Corporation (JKSPDC, 49 per cent), and the Power Trading Corporation (PTC, 2 per cent).
It is being constructed at an estimated cost of Rs 4,287 crore for an installed capacity of 624 MW. It was awarded scoping clearance by the Ministry of Environment, Forests and Climate Change (MoEF&CC) in 2008.
Environment clearance was issued in 2016, and the project received approval from the State Administrative Council (SAC) in 2019.
The foundation stone for the hydroelectric power plant was laid in 2019, while the deadline for initiating commercial operations is July 2025.

No demolition threat to slums in Delhi: CM Rekha Gupta
Countering rumours of impending demolition of many slums in the national capital, Delhi Chief Minister Rekha Gupta on Sunday hit out at the previous Aam Aadmi Party and Congress governments for treating residents of these colonies as vote banks and depriving them of basic amenities. Speaking after inaugurating a toilet block in a slum in Haiderpur, CM Gupta assured that no slum will be demolished without first providing permanent housing to its residents. She said that FIRs will be filed and strict action will be taken against those spreading false information about demolitions. She clarified that most anti-encroachment actions are being carried out in compliance with court orders and are targeting illegal occupations that are obstructing traffic or hindering public movement. Talking about slum demolition near Jangpura, she said the action was ordered by the Delhi High Court. "Wherever there are orders of the Court, neither the government nor the administration can do anything. Today, the reality of Madrasi Colony is that it is settled on the banks of the Barapullah drain, and the Court has repeated almost four times that these jhuggis (informal settlements) must be removed so that machines can reach there and cleaning can be done. Otherwise, there are chances of floods in Delhi like in 2023..." she added. The Chief Minister said the previous Arvind Kejriwal government and Sheila Dikshit government did not do any development for residents of slum clusters in Delhi. "The BJP government in Delhi is spending Rs 700 crore on various projects," she added. The Chief Minister emphasised that every slum resident deserves to live with dignity. "It is our responsibility to ensure that they enjoy the same facilities as other citizens of the city," she said. The government's goal is not just redevelopment but also improvement in the standard of living of slum dwellers, she added. On Sunday, she also inaugurated and inspected various development projects in Nehru Camp in Haiderpur, Ekta Camp in Pitampura, and the area near U and V Blocks of JJ Cluster in the Shalimar Bagh Assembly constituency. The Chief Minister also reviewed key works such as laying of pipelines and construction of new roads in these areas. She also announced that a clean and safe parks with swings will be developed especially for the children of slum areas in the city. CM Gupta reiterated her government's commitment to ensuring that every resident of Delhi's slums has access to basic amenities such as clean water, proper roads, public toilets, and parks, so that no citizen is left behind in the journey of development. On this occasion, the Chief Minister inaugurated the construction work of a 24-seater Jan Suvidha Kendra (public convenience centre) at JJ Cluster, Outer Ring Road, No. 26, Nehru Camp in Haiderpur. She said that this Jan Suvidha Kendra will address the long-standing issue of toilet shortage in the area and will particularly benefit women, senior citizens, and children by providing clean and safe facilities.

Stadium stampede: Ktk Opposition Leader demands Special Assembly Session, Rs 1 Cr Compensation
Bengaluru, June 8 (UNI) Karnataka Opposition Leader R Ashok on Sunday demanded a special session of the Assembly to deliberate on the Chinnaswamy stadium stampede. Addressing a press conference here, Ashok said the House should also discuss the Congress-led government's failures that cost 11 lives ahead of IPL champions Royal Challengers Bengaluru (RCB) victory celebrations on Wednesday. 'Three separate inquiries have been ordered – which one is genuine? We demand a judicial probe headed by a sitting High Court judge,' he insisted. Ashok also called for enhanced compensation for the victims' families. 'If the government is truly not at fault, it should give Rs 1 crore per family. As opposition leaders, we will contribute our one month's salary to the families,' he announced. Dismissing the justification for such a grand event, Ashok added, 'Winning a trophy is not new. Other states have won before. But no other CM has ever used such events for cheap publicity.' He accused the state government of flouting police instructions and thereby breaking the law, which led to the stampede. Ashok alleged that the tragedy could have been averted had Chief Minister Siddaramaiah and Deputy Chief Minister DK Shivakumar not been engrossed in a power tussle. 'Instead of mourning the loss of innocent students, they were chasing a trophy. The police had informed the government of a casualty by noon, and yet the programme went on even after eight children had died. This shows how stone-hearted the government is,' he charged. Ashok cited a letter dated June 4, from the Vidhana Soudha police to the Chief Secretary, warning that the programme was being hastily organised, with inadequate staff and serious security concerns. The letter had recommended cancelling the event, yet the government proceeded, he alleged. He further stated that police had clearly instructed against the participation of department staff and their families, but the directive was ignored. 'CCTV deployment was skipped, drones were flown despite prohibition, and the stage – which was to accommodate only 20–30 people – ended up hosting over 200, including 11 players,' he said. Ashok pointed out that while the event was officially listed as a government function, CM Siddaramaiah later disowned it, claiming it was not a government-organised event. CBI arrests Meitei outfit Arambai Tenggol activist from Imphal airport
CBI arrested a member of Arambai Tenggol from Manipur's Imphal Airport and brought him to Guwahati on Sunday (June 8, 2025). He will be 'produced before the competent court for police remand', the probe agency said. 'Kanan Singh was arrested by the CBI at the Imphal airport,' they added. 'The information related to his arrest has been given to his family members,' a Central Bureau of Investigation (CBI) spokesperson said in a statement. The federal agency is probing cases related to the Manipur ethnic violence in accordance with a direction of the Supreme Court. 'The trials of the Manipur violence cases have been shifted from Manipur to Guwahati in view of the law-and-order situation in Manipur,' the spokesperson said. The situation in the state capital, Imphal, was tense after reports of the arrest of the AT leader started circulating on Saturday (June 7, 2025). The CBI statement made it clear that Singh was arrested from the Imphal airport on Sunday (June 8, 2025). As a preventive measure, the administration has issued prohibitory orders in Imphal West, Imphal East, Thoubal, Bishnupur and Kakching districts, while internet and mobile-data services, including VSAT and VPN facilities, have been suspended in these valley areas. Protesters torched tyres and old furniture on roads in Kwakeithel and Uripok, demanding the release of the Meitei leader. They clashed with security forces at different places in the state capital on Saturday (June 7, 2025) night. A mob also set a bus on fire at Khurai Lamlong in Imphal East district. More than 260 people have been killed and thousands rendered homeless in ethnic clashes between Meiteis and Kuki-Zo groups in Manipur since May 2023. The Centre imposed the President's rule in the northeastern state on February 13 after Chief Minister N Biren Singh resigned.
