CBI files charge sheet against ex-J&K Guv Malik
In 2022, the Jammu and Kashmir government requested a CBI investigation into the alleged corruption in the allotment of a Rs 2,200 crore contract for civil works in the Kiru hydroelectric power project.
In 2024, the CBI carried out searches at eight locations in Delhi and Jammu.
Interestingly, the concern of kickbacks in the allotment of this contract was raised by Malik himself when he was the Jammu and Kashmir Governor from August 23, 2018 to October 30, 2019.
Malik then alleged that he had been offered a bribe of Rs 300 crore to approve two files, one of which pertained to the Kiru hydroelectric power project, but he had refused to accept it.
The award of civil works to Patel Engineering Ltd, a major infrastructure and construction company that was founded in 1949, has been called into question.
The CBI booked Chenab Valley Power Projects Private Limited (CVPPPL) Chairman, MD and Directors, along with Patel Engineering.
The FIR said an investigation had been conducted by the Jammu and Kashmir Anti-Corruption Bureau and the Power Department and it was found that guidelines for e-tendering in the awarding of civil works in the project were not followed.
Further, allegations of substandard work and failure to provide jobs to local youth have been made against the hydel project.
Kiru hydroelectric power project is a run-of-the-river scheme being developed over the Chenab River in the Kishtwar Tehsil of Kishtwar district in J&K. The project is being constructed between Kirthai II (upstream) and Kwar (downstream) hydroelectric plants.
The project is being developed by Chenab Valley Power Projects, a joint venture between the National Hydroelectric Power Corporation (NHPC, 49 per cent), the Jammu and Kashmir State Power Development Corporation (JKSPDC, 49 per cent), and the Power Trading Corporation (PTC, 2 per cent).
It is being constructed at an estimated cost of Rs 4,287 crore for an installed capacity of 624 MW. It was awarded scoping clearance by the Ministry of Environment, Forests and Climate Change (MoEF&CC) in 2008.
Environment clearance was issued in 2016, and the project received approval from the State Administrative Council (SAC) in 2019.
The foundation stone for the hydroelectric power plant was laid in 2019, while the deadline for initiating commercial operations is July 2025.

AgustaWestland VVIP chopper deal case: Delhi court denies Christian Michel's plea for release
A Delhi court has refused to release Christian Michel James, the alleged middleman in the controversial AgustaWestland VVIP chopper deal, ruling that he has not yet served the maximum sentence for the charges levelled against him. Special Judge Sanjay Jindal, in an order dated 7 August, dismissed Michel's application for release under Section 436A of the Code of Criminal Procedure (CrPC). The court stated that since Michel faces serious charges under Section 467 of the Indian Penal Code (IPC) — which carries the possibility of life imprisonment — he cannot claim to have completed the maximum period of custody applicable to his case. Michel, who was extradited from Dubai in December 2018, argued that he had been in judicial custody for nearly seven years — a period he claimed was sufficient under Section 436A CrPC, which permits undertrial prisoners to seek release if they have served more than half of the maximum sentence for their alleged offences. However, the court ruled that this provision does not apply to him, given the nature and severity of the allegations. The judge added that the question of whether the forgery charge under Section 467 IPC stands against Michel will be decided at the charge-framing stage — and cannot be dismissed at this point. Yes. The court also noted that Michel's plea for release had already been reviewed and rejected by both the Supreme Court of India and the Delhi High Court. His argument for relief under Section 436A CrPC had been 'categorically' turned down earlier, citing the inclusion of non-bailable offences that attract longer terms of imprisonment, including charges under the Prevention of Corruption Act. Interestingly, Michel remains in Tihar Jail, even though he was granted bail in both the CBI and Enforcement Directorate (ED) cases earlier this year. The Supreme Court granted him bail in the CBI case in February 2025, followed by bail in the ED case from the Delhi High Court just two weeks later. According to reports, he has not yet furnished bail bonds, reportedly due to passport-related formalities that remain unresolved. The CBI alleges that Michel acted as a key intermediary in the 2010 AgustaWestland VVIP helicopter deal, which led to a loss of approximately €398.21 million (around ₹ 2,666 crore) to the Indian exchequer. Separately, the ED's chargesheet, filed in June 2016, claimed Michel received €30 million (around ₹ 225 crore) as kickbacks from the deal — money allegedly routed through a complex network of companies.

ISI could have promoted insurgency in Northeast in absence of peace pacts with rebel groups: Tipra Motha founder Pradyot Kishore
Tipra Motha founder Pradyot Kishore Manikya Debbarma Friday said the peace accord between the Centre, the state government and Tripura-based insurgent outfits – National Liberation Front of Tripura (NLFT) and All Tripura Tiger Force (ATTF) – was signed at the right time last year. Pradyot Kishore reasoned that in the absence of the peace accord, Pakistan's Inter-Services Intelligence (ISI) could have created more trouble in the region in the wake of the fall of the Sheikh Hasina-led government in Bangladesh on August 5 last year. Over 328 armed insurgents surrendered after the signing of the peace accord in New Delhi. Apart from government officials and representatives of the rebel groups, Pradyot Kishore was also present during the signing of the accord. On Friday, Chief Minister Dr Manik Saha said the Centre has announced Rs 250 crore to aid the transition of surrendering rebels as per the Memorandum of Settlement (MOS) with the two rebel outfits. CM Saha further said that the peace accord has led to the socio-economic improvement of marginalised groups, boosted employment opportunities and increased tourist inflow in the state, among others. The Union government has signed several peace agreements with rebel groups in the Northeast in recent years. In 2020, it signed the Bodo Accord, followed by the Karbi Peace Accord in 2021, and the peace pact with the United Liberation Front of Asom (ULFA) in 2023, among others. Although militancy in Tripura dates back to 1967, when a small outfit called Sengkrak took up arms, the height of insurgency came in the late 1980s, when a series of insurgent groups, including the NLFT and the ATTF, became active. While most of these militant groups have largely become defunct, a small faction of the NLFT is said to be active in Bangladesh.

PM's Mann ki Baat radio programme earned over Rs 34 crore: Government
