Bihar: Rape victim dies at Patna hospital, Congress accuses Nitish govt of being insensitive

A girl, who was battling for life after being raped in Bihar's Muzaffarpur recently, died at a state-run hospital on Sunday, police said.
The minor was raped on May 26 in her village in Muzaffarpur and brought to the Patna Medical College and Hospital (PMCH) on Saturday in a critical condition, an official said.
The rape victim, referred to PMCH, was left waiting in an ambulance for several hours on Saturday, allegedly due to the unavailability of a hospital bed, state Congress president Rajesh Ram alleged.
A purported video of the incident had gone viral on social media, exposing the "insensitivity of the government and the hospital administration, he claimed.
PTI couldn't independently verify the authenticity of the video.
Reacting to the incident, Leader of Opposition in the Lok Sabha Rahul Gandhi, in a post on X on Sunday, wrote, 'The brutality against a minor Dalit girl in Muzaffarpur and the subsequent negligence in her treatment is extremely shameful. If she had received timely treatment, her life could have been saved. But the double-engine government was negligent not only in providing security but also in saving her life. We will not sit quietly until the victim's family gets justice. Strict action should be taken against the culprits and negligent officers."
Ram was present at the PMCH along with the party's media cell Bihar in-charge Rajesh Rathore during the admission of the rape victim on Saturday.
"The girl died this morning. Her throat and chest were brutally slashed by the accused. He had also attempted to kill her by slitting her throat. Her vocal cords were damaged, and she was unable to speak. The accused was arrested," a police officer said.
The state Congress chief on Sunday claimed, "It is a heart-wrenching incident and an insult to our state, headed by Chief Minister Nitish Kumar."
He alleged, "The victim died as the law and order and the health system in the state have collapsed. The NDA government in the state and the PMCH administration are solely responsible for the death of the girl. The incident has exposed the insensitivity of the government, the CM and the PMCH."
Rathore said the survivor had been referred to PMCH from Muzaffarpur and her family members reached the state-run hospital at 11 am on Saturday.
"It took the hospital administration more than four hours to provide her a bed, and she was finally admitted there after 3 pm. She was admitted after our intervention. The girl succumbed to her injuries on Sunday morning," the Congress leader claimed.
Later in the day, Congress workers staged protests across the state against the NDA government and the PMCH administration.
In Patna, Congress workers, led by the chief of the state party unit, held a protest near the Income Tax Golumber and burnt the effigy of Chief Minister Nitish Kumar and state Health Minister Mangal Pandey.
They also demanded the resignation of Pandey over the issue.
'The law and order situation has completely collapsed in the state. There is no rule of law in the state. The CM and BJP leaders have no concern for crimes which are being committed under the protection of the ruling parties. The CM has become deaf and dumb…he is simply maintaining a stoic silence over the issue," the Bihar Congress chief alleged.
Despite repeated attempts, Pandey could not be reached for comments on the allegations.
The accused lured the minor on the pretext of offering chocolate near her aunt's house and took her to a maize field. He raped the girl there, the police said.

He also mocked the idea of a command control room when basic infrastructure, such as CCTV installation in colonies, is pending. He urged the government to take immediate steps to restore street lighting and ensure CCTV connectivity to help prevent crimes such as chain snatching and eve teasing. Engineering seats In a separate press meet, ST Morcha president Kalyan Nayak has urged the state council of higher education to take action against 17 engineering colleges for not following the rule of reservation in Category 'B' (management) and Category 'C' (NRI quota). Instead, the colleges concerned have been charging hefty fees from SC/ST students, he added. The government has failed in allotting proper land for setting up of a sewage treatment plant or dump yard in municipalities, as a result of which it has been unable to take advantage of the Centre's grants, bemoaned MLC Anji Reddy.

Brasilia: The problem in holding talks with Pakistan is not the language but finding a common vision for decency and peace, Congress MP Shashi Tharoor said on Tuesday, stressing that New Delhi can engage in dialogue with Islamabad if it takes significant action against the infrastructure of terrorism that is visible everywhere in the country. Mr Tharoor, who is leading an all-party parliamentary delegation to Brazil, also said his team successfully conveyed India's message against terrorism to the Latin American countries, including to those who may have had some misunderstandings. "This is what we keep telling our interlocutors. If Pakistan is as innocent as they claim to be, why do they give safe haven to wanted terrorists?... Why are they able to live peacefully, to conduct training radicalise further people, to equip arms and get people to practice their arms and Kalashnikovs...," Mr Tharoor told PTI Videos. He said the problem in talking to Pakistan is not the language but finding a common vision for decency and peace. "You crack down on this infrastructure of terrorism that is visible everywhere in your country. Then, of course, we can talk," he said. "We can talk to them in Hindustani. We can talk to them in Punjabi. We can talk to them in English. There is no problem in finding common ground with Pakistan. The problem is finding a common vision for decency, for peace. We want to be left in peace, to grow and develop. They don't want to leave us alone. They want to harass us. They want to undermine us," he said. "They want to cut us this whole bleeding to death India by 1,000 cuts. They're not going to bleed to death so easily. Better forget that idea," he added. On another question, whether India hopes that Brazil, which is hosting the 11th BRICS Parliamentary Forum, may issue a statement on terrorism against Indian citizens, Mr Tharoor said, "I think, honestly, BRICS has a different agenda. I'm not saying that they may not want to express solidarity. I mean, that's really not my brief...I don't know, and I don't even know if it's in the draft that they're working on already". "As far as the other issues you're concerned, you know, international forums are not our preoccupation. Our preoccupation is honestly our bilateral relation to Pakistan and Pakistan's complete failure to dismantle the infrastructure of terrorism in their country," he said. On a question whether nations have been recognising India's stance against terrorism, Mr Tharoor said his delegation has been to four nations—Guyana, Panama, Colombia and Brazil- so far and "this has been very clear in all the countries we've been to". "And I would say in all four countries, we've had a very, clear success, if that's the word, I don't like to boast of success. That's for others to judge. But we have got our message through very clearly, including to those who may have had some misunderstandings," he said, referring to Colombia. Earlier, Congress MP Mr Tharoor had said Colombia withdrew a statement offering condolences to Pakistan for the loss of lives following India's military strikes in response to the Pahalgam attack after his delegation explained Islamabad's relentless support to cross-border terrorism. "And as a result of getting our message through, we have certainly been able, in my view, to come back feeling that these countries understand our situation better and express full solidarity with our struggle against terrorism, which is the main purpose of our trip," Shashi Tharoor said. The delegation concluded their visit with a meeting with Brazil Vice President Geraldo Alckmin. "The visit of the Indian parliamentary delegation concluded on a high note with a meeting with the Vice President of Brazil @geraldoalckmin. The delegation thanked him for Brazil's firm stand against terrorism and welcomed his emphasis on deepening bilateral ties in trade, defence, science & technology, and other key sectors," the Indian Embassy in Brazil posted on X. The Tharoor-led delegation will head to Washington DC from Brazil. On a question on the delegation's expectations from the Washington DC visit, Shashi Tharoor said, "My expectations are that it's going to be a challenging visit. We have a lot of different kinds of audiences," he said. "Judging by some of the information floating around, flying around, we get some interesting and perhaps challenging questions, which we will be very happy to answer," he added. Mr Tharoor in a post on X said the delegation had an intense day of meetings in Brazil that "gave us much to be pleased about — affirmations of solidarity and goodwill for India across the board, both from the highest echelons of government and from the legislature." The delegation held an excellent and highly productive meeting with Senator Nelsinho Trad, President of the India-Brazil Friendship Front and President of the Senate Foreign Affairs Committee. "Deeply appreciate his insightful understanding & strong endorsement of India's perspective on recent events. Such solidarity strengthens the bonds between our democracies! Brazil and India," Mr Tharoor said. The delegation also met the new Indian Ambassador to Brazil, Dinesh Bhatia. "At the Ambassador's lunch, had the great pleasure of meeting two venerable academic couples who have each held India's flag aloft in the Brazilian capital for more than half a century: Prof Vijayendra Kumar and his wife Devi, who herself taught Hindi to Brazilians; and Prof Haridas and his wide Padmaja, who hail from Palakkad district and have seen my ancestral home on a visit to Kollengode!" Mr Tharoor said. "Prof Kumar explained that aside from the diplomats, there are only five Indian families in Brasilia's 4 million population, something I find impossible to believe!", he said. The delegation also called on Amb Celso Amorim, Head Adviser of the Special Advisory to the President of Brazil, and discussed India's position of zero tolerance to terrorism.

Shimla: Chief minister on Tuesday handed over land allotment certificates to 89 Pong Dam oustees during a function in Haripur in the Dehra assembly constituency of Kangra district. The CM said the state govt was granting them their due and assured that the remaining displaced families would also be allotted land in near future. Additionally, each family will receive Rs 3 lakh as financial assistance for building homes, he said. "For the last 25 years, this constituency didn't have any Congress legislator. An independent MLA from Dehra resigned in arrogance. However, 11 months ago, Congress' Kamlesh Thakur was elected as MLA in the byelection and since then Dehra has been witnessing transformation towards development," said Sukhu. The CM also assured the completion of the Nandpur bridge by December this year. The project was expected to boost tourism in and around Dehra besides strengthening the local economy. Sukhu, meanwhile, informed that the state govt shifted the wildlife wing office of the forest department from Shimla to Dharamshala, and in near future, more govt offices would be moved to Kangra district to decongest Shimla city. He said the implementation of the GST caused significant losses to Himachal Pradesh as in the pre-GST era the state used to receive Rs 3,000 crore annually, but now it gets only Rs 150 crore. Responding to the criticism from the BJP leaders on the medical device park, Sukhu said the previous BJP govt was trying to give away land worth Rs 500 crore in Nalagarh for merely Rs 12 lakh to an industrialist, ignoring the state's interest. The present govt will not allow the assets of the state to be squandered and that the state's financial condition is improving due to the policies of the present state govt, he added.
