Siddaramaiah: Anubhava Mantapa will be inaugurated next year
Chief Minister Siddaramaiah said that the Anubhava Mantapa, being constructed by the State government at Basavakalyana in Bidar district at a cost of nearly ₹600 crore, will be completed and inaugurated next year.
He was speaking after inaugurating 'Basava Jayanti–2025: Our Journey Towards Anubhava Mantapa', organised by the Federation of Basava Organisations and the All India Veerashaiva-Lingayat Mahasabha, at Kalamandira here on Saturday.
Mr. Siddaramaiah described Anubhava Mantapa as the first 'Parliament' because it was open to all sections of society, including women, to air their views.
'Basavanna expounded to the world a culture rooted in kayaka (labour) and dasoha (selfless service) because in ancient times, profession was linked to caste,' said Mr. Siddaramaiah. As Basavanna propounded the concept of dignity of labour, he was hence not only a social reformer but also an economic expert, Mr. Siddaramaiah added.
Delving at length on the message propounded by Basavanna, the Chief Minister said the 12th century saint and reformer spoke against the caste system and the social revolution against it launched by Basavadi Sharanas has not occurred anywhere else in the world.
The Basavadi Sharanas walked the talk in their struggle to build an equal and casteless society, he added. Though centuries have passed since the social reform movement, and Basavanna spoke of a casteless society, it still persists, said Mr. Siddaramaiah who pointed out that Basavanna's teachings are relevant for all time, and his values should be embraced by all sections of the society.
Referring to the contributions of Basavadi Sharanas, the Chief Minister said their experiences became the Vachanas. The Vachana literature, delivered in spoken language, reached those who had been deprived of education, said Mr. Siddaramaiah.
He referred to the caste discrimination in society that kept the 'lower castes' out of the purview of education which, he said, was the privilege of the 'upper castes.'
Referring to his own background, the Chief Minister said that his parents were deprived of education and he himself was admitted directly to 5th standard at the insistence of Rajappa, his teacher.
'Because of Rajappa Master, I was directly admitted to the fifth grade, received education, and became Chief Minister twice,' he added and attributed his education and his political growth to the provisions made in the Constitution by Dr. B.R. Ambedkar.
The values enshrined in the Vacahanas are also reflected in the Constitution and hence it was important to study and save it, he added. Responding to the demand of the organisers, the Chief Minister assured the Federation of Basava Organisations, more funds would be allocated for the construction of Basava Bhavana.
Suttur seer Shivaratri Deshikendra Swami, Mysuru district in-charge Minister H.C. Mahadevappa, MLA Tanvir Sait, and others were present. Earlier, a procession of folk artists was also taken out along the main roads of the city.

RCB, event firm execs held as K'taka shunts out CM's aide to quell anger
Four executives, one from Royal Challengers Bengaluru (RCB) and three from an event management firm, were arrested and chief minister Siddaramaiah's political secretary was ousted on Friday as the Karnataka government moved to fend off criticism over the deaths of 11 fans during chaotic celebrations for RCB's Indian Premier League (IPL) title victory earlier this week. The police arrested Nikhil Sosale, in charge of RCB's marketing and revenue — who moved the Karnataka high court against the action — and DNA Entertainment Private Limited executives Sunil Mathew, Kiran Kumar and Sumanth R. Police had booked RCB, DNA and as well as the state cricket body for culpable homicide, unlawful assembly and assault on Thursday. Another first information report (FIR) was filed against the three organisations following a complaint by Rohan Gomes , 25, who survived the chaos, which also injured 56. However, the high court restrained state police from taking coercive action against top officials of the Karnataka State Cricket Association (KSCA). As the political backlash grew, the Congress government removed chief minister Siddaramaiah's political secretary K Govindaraj and also transferred additional director general of police (ADGP), intelligence, Hemant Nimbalkar on Friday. The government did not reveal the reasons for their removal. However, people aware of the matter said Govindaraj was removed followed criticism of his reported involvement in the event. Govindaraj denied any involvement ahead of his removal. The Opposition BJP and the JD(S) jointly lashed out at the Congress government, saying police officers were being made the 'scapegoats' for the tragedy and alleging that the entire responsibility for the incident lies with Chief Minister Siddaramaiah and his deputy D K Shivakumar. Karnataka BJP general secretary P Rajeev said he has filed a police complaint seeking legal action against Siddaramaiah, Shivakumar and Home Minister G Parameshwara. Shivakumar accused the Bharatiya Janata Party (BJP) of 'politicising dead bodies', as the opposition party in the state blamed the government for the mayhem. 'They (opposition) are trying to do politics over dead bodies. We are not doing it. We have do they have to target me? In what way am I responsible?' he said. The tragedy occurred on Wednesday afternoon as hundreds of thousands of people thronged the Chinnaswamy stadium. The RCB team landed at the HAL airport at 2.45pm, and were received by Shivakumar. The first felicitation ceremony was organised by the state government at the Vidhana Soudha around 4.30pm. The 11 fans, mainly students or young IT professionals, died after they were caught in the crush at the gates . The first deaths were reported around two ambulances were present and 1,318 policemen were deployed, the government told the high court on Thursday. In comparison, around 5,000 were deployed for the 2024 World Cup victory parade in Mumbai. The crush led to four deaths at Gate 7, two at Gate 6, one at Gate 1, and four more between Gates 17 and 21, the government told the court. At a press conference on Thursday, Siddaramaiah ordered the arrests of representatives of the organisations booked by police, announced a judicial probe and said that five police officers, including the city's top cop B Dayananda, were suspended. On Friday evening, a city court in Bengaluru sent the four arrested men to 14 days' judicial custody. The high court will hear Sosale's plea challenging his arrest on June 9. 'A few arrests have been made. Ultimately, the case has to go to CID. So before that, whatever legal formalities have to be done by our team are being done,' Bengaluru's new police commissioner Seemanth Kumar Singh said. Gomes, 25, in his complaint, said that he reached Gate 17 after seeing social media posts by RCB indicating that the tickets will be issued at the venue and that entry would be allowed without a ticket. He also alleged that RCB publicised a victory parade in an open-top bus. Sosale's lawyers, in his petition, argued that he was detained solely on the basis of an oral directive from the chief minister, without a preliminary inquiry or investigation. 'The Petitioner's arrest is motivated and an attempt to shift the blame of the tragedy to RCSPL and its officials,' the plea said, referring to Royal Challengers Sports Private Limited, the company that owns the franchise. KSCA, meanwhile, argued that it had no operational role in the event and merely rented the stadium to RCB's management company. It claimed RCB, through DNA, bore full responsibility for managing the entry and exit gates. It further alleged that the cricket body was being scapegoated to deflect criticism away from government leaders who had facilitated a separate ceremony at Vidhana Soudha earlier in the day. Granting KSCA officials interim protection from arrest till June 16, Karnataka high court judge justice SR Krishna Kumar directed that no 'precipitative action' be taken against KSCA president Raghuram Bhat, secretary A Shankar and treasurer ES Jairam, who are among the accused named in one of FIRs registered by police over the tragedy. Uttarakhand CM Dhami directs officials to complete construction works on time
Nainital (Uttarakhand) [India], June 7 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami chaired a high-level review meeting with Kumaon division-level officials in Nainital on Friday. According to an official release, public representatives and senior administrative officers of six districts of Kumaon division--Nainital, Almora, Pithoragarh, Bageshwar, Champawat and Udham Singh Nagar--were present in this meeting. The Chief Minister discussed the schemes being run by the Central Government and the State Government in the division. He said that there is a need for public representatives and officers to coordinate with each other and work on the ground by organizing public darbars and chaupals to solve the problems of the people. 'So that even the person standing at the last end benefits from the schemes of the government' He said that under the leadership of the Prime Minister, 'contribute to the work going on in the district. Our resolution is to end corruption and for this the number 1064 has been started.' The Chief Minister asked the district officials to 'make a schedule to sit in their office from 10 to 1:00 so that people coming from far away can meet them and put forward their point.' The Chief Minister directed to complete all the construction works in a quality manner within the stipulated time frame. He said that strict action will be taken against the concerned officials if the work is not done as per the standards or there is unnecessary delay. Reviewing the progress of the Jamrani Dam Project in the meeting, the Chief Minister said that the rehabilitation package has been approved and the master planning has been completed. 'The main dam construction work will be started before the monsoon. This project will play an important role in increasing the irrigation capacity for both the states of Uttarakhand and Uttar Pradesh' The Chief Minister directed to further speed up the revival efforts of Sukha Tal. He informed that this work is being done by the Drinking Water Department under the Namami Gange Scheme and the work of promotion and beautification of Sukha Tal Lake in Nainital district is in progress at a cost of Rs 2916.00 lakh. Discussing the overall development of Kainchi Dham area, the Chief Minister asked to give priority to the development work of all the necessary facilities there. The Chief Minister said that the work of beautification and illumination is in progress at Shri Kainchi Dham under Manaskhand Mandir Mala at a cost of Rs 2815.68 lakh. He informed about the progress on the master plan for Almora Medical College and said that the budget of Pithoragarh Medical College has been doubled. He said that ensuring the availability of all the state-of-the-art facilities in the border area is the top priority of the government. Chief Minister Pushkar Singh Dhami reiterated that the Uttarakhand government will not tolerate corruption at any level. The Chief Minister directed to suspend Superintending Engineer Shivam Dwivedi in Kashipur on a complaint by the District Magistrate of Udham Singh Nagar under Jal Jeevan Mission. He also directed the officials to conduct regular public hearings, adopt solution-based work style and immediately resolve the problems of the public at the local level through camps. He also said that the vigilance system is being made more strong and active in the state. 'Now the government will directly and decisively intervene in cases of corruption. If an officer of any level is found guilty, he will be given severe punishment. However, he will also be given a fair hearing and an opportunity to explain.' The Chief Minister said that our priority is to make the 'dreams of the people come true'. Uttarakhand has already become a leader in the country in many areas and now we have to ensure that the state reaches the top position in other areas as well. (ANI)

"Govt of day is handicapped; it can't register an FIR because there is judicial order": V-P Jagdeep Dhankhar
Chandigarh (Punjab) [India], June 7 (ANI): Vice-President Jagdeep Dhankhar said that the 'government of the day is handicapped' as it can't register a first information report and said that the three-decades-old judicial order provides a 'virtually impregnable cover'. The Vice-President of India, Jagdeep Dhankhar, today said, 'The Government of the day is handicapped. It can't register an FIR. Because there is a judicial order. And that judicial order is more than three decades old. It provides virtually impregnable cover. Unless permission is accorded by a functionary at the highest level in the judiciary, an FIR can't be registered. So I pose a question to myself, in deep pain, worried, concerned, in anguish -- why was that permission not given? That was the minimum that could have been done on the earliest occasion.', according to an official statement issued by the Vice President's Secretariat. He further said, 'I have raised the issue. Ultimately, if a motion is brought to remove a judge, is that the answer? If there has been a crime, a culpable act shaking the foundations of democracy -- the rule of law, why wasn't it punished? We have lost more than three months, and the investigation has not even been initiated. Whenever you go to court, they ask why the FIR was delayed.' Dhankhar further stated, 'Does the committee of judges have a constitutional sanction? Does it have statutory sanction? Can this report result in any outcome? Can this report, by itself, be actionable? If a judge removal mechanism is there, the Constitution says this removal mechanism can be initiated either in the Lok Sabha or the Rajya Sabha. This is the only way. Then this committee cannot substitute for an FIR investigation. Now, the separation of powers. Penal thing has to follow it. If we have to lay claim on democracy, on the rule of law, equality before law, let me tell you -- even the President of India and the Governors -- they have immunity from prosecution only till they are in office. No other body has it. No other in the country, no other constitutional office has this immunity, and that too while in office. Now, how can we have a mechanism that such a crime -- a culpable act -- revealed from a document revealed by the Supreme Court, that there was a cash haul.' The Vice-President said, 'I find it very soothing and must congratulate you that the bar associations in the country are active on it. I hope an FIR is filed. One, that permission could have been given on the very first day. It should have been. A compulsive, expedient situation should have been there, because the mechanism evolved is the same. Second, it could have been given at least after the report. Could it have been given on the judicial side? What happened on the judicial side -- it is there. I gather from the public domain -- money spending.' Dhankhar further said, 'While I have appreciated the former Chief Justice for putting those documents in the public domain, so what we say, there was a cash haul, because the report says -- the report was put in the public domain by the Supreme Court. Let us not destroy the idea of democracy. Let us not dilute our ethical standards so low. Let us not decimate integrity.' Interacting with members of the Punjab and Haryana High Court Bar Association in Chandigarh on Friday, the Vice-President said, 'Judicial system at the moment, because of a very painful incident that happened mid-March in Delhi at the residence of a sitting judge, there was a cash haul, obviously tainted, unaccounted, illegal. And unexplained! The intervention is very significant. One, it appeared in the public domain after 6-7 days. Imagine if it had not appeared. So, we don't know whether it is isolated or if there are other instances. Now, whenever tainted, unaccounted, unexplained cash haul is there, the system has to move to find out whose money is this? And what is the money trail? Where did this loose cash come from? Are there big sharks? Has the money influenced the Judiciary in judicial work? All these issues are agitating not only the minds of lawyers but also people on the street. But let the lid be blown off the can of worms. Let these skeletons in the cupboards come out. Why was there no FIR? Why has there been no investigation at all?' Dhankhar stated, 'I'm so happy that our Bar associations are picking up the issue. But the confidence of the people is very fundamental in all institutions. All I am saying is, the thought that it will die down, that it will not get media attention, that people have short memories, and those actors, sharks who are culpable, postures that indicate the highest criminality. We must not be sparing them. The people's confidence, I'm sure, will be restored -- I don't know to what extent -- but only by very thorough investigation, proper investigation, scientific investigation -- the investigation that will expose, to public satisfaction, the original source of money, the money trail, the people involved, the beneficiaries, and the purpose.' The Vice-President recollected, 'If you know a famous case -- Sarwan Singh v. State of Punjab, 1957 -- the gap between establishing the truth is sometimes very thin. The distance between 'may be true' and 'must be true' is very thin. But this thin distance has to be negotiated by evidence of unimpeachable veracity. So I put innocence at a very high level. I am not aware of who is guilty. But one thing is for sure -- a crime of great enormity, shaking the foundations of the Judiciary and democracy, has taken place. I hope it will be addressed' Dhankhar stated, 'As a former President of the Rajasthan High Court Bar Association, probably this is the first time this happened -- that we got together. So lawyers in such bodies are watchdogs of democracy. And in democracy, nothing matters more than proper investigation, proper findings, getting to the source, the original source of the tainted, unaccounted, illegal cash. Surely the cash will not come without a purpose. And the purpose can't be legitimate. Lord Denning, a great judge, quoted Fuller. Fuller is from 350 years from now: 'Be ye never so high, the law is above you.' Now, those who have to enforce the law are also subject to the law.' Highlighting that courts are a temple of justice, Dhankhar said, 'For lawyers, nothing is more important than the purity of the system where you work. That is why we call it the temple of justice. Now, if the temple of justice is so sacrileged, so tainted, so besmirched that people come very close to losing faith, then where would people go for justice? Before we inflict more injuries on the soul of Bharat -- it's written in a sense of democracy -- I hope things will take shape. He further said, 'All I'm saying is that our judges need protection. Because judges make tough decisions. Judges decide against the Executive. The Executive in any democracy is a mighty power. So judges have to be fearless and independent. They cannot be subjected in a routine way. But now what has happened is -- even judges' premises are sacrosanct. Any crime happening therein is not subject to investigation unless a sanction is given.' The Vice-President said, 'Now, if this institution is clouded, smoked, then one gets an idea. We don't know how many skeletons are in the cupboard. Then another worry -- stories are going around. Names are floating on whose money is it? Maybe it is not their money. So, proper investigation will also save the reputation of many, many who are being doubted. Because a criminal investigation must nab only the accused and prove the guilt beyond a reasonable doubt. Because people can't put pressure. Bar associations can. We have a role to play in this society. You are stakeholders. Ultimately, you'll be the sufferers. You help people access courts. Members of the bar, you do your utmost to secure the dispensation of justice in the right way. If faith in what you are assisting with is shaken, there will be no way.' Signifying the importance of the Bar Association, the Vice-President said, 'The Body of Lawyers and Bar Associations is, in a sense, custodians of the rule of law. They are watchdogs of democracy, and when the system is challenged, there is an obligation on members of the Bar. There have been times when lawyers play a key role, and that is why in our democracy, we have a separation of powers, which means the Executive will do its role, the Legislature will do its role, and the Judiciary will do its role. The critical issue is, judgments have to be given by judges. They can't be scripted by the Legislature. I am Chairman, Rajya Sabha, you can't script a judgment. Am I right? Similarly, the job that we do can't be done by the Executive or the Judiciary.' Dhankhar further said, 'The Bar Association of the Punjab and Haryana High Court is unique in the entire country. Two States, One Union Territory, very, very important Bar Association. The same is about the Bar Council. I had the good fortune to be the President of my association in Rajasthan, but that was the presidency of the bench at Jaipur. You are the president in the complete right. Whenever I have appeared in the Punjab and Haryana High Court, it has always been a pleasure to come to this place because the Bar has a long tradition. Members of the Bar have been instrumental in getting us freedom. During the freedom struggle, top lawyers ignored their real practice in fiscal terms and devoted themselves to the nation.' Highlighting the importance of a democratic society, Dhankhar said, 'In a democratic society, the rule of law and equality in law are compromised -- seriously, severely, if some people are above the law, beyond scrutiny, beyond investigation. Secondly, yours is a very important High Court, covering a huge jurisdictional area of two states and a Union Territory. The Chief Justice of the High Court, apart from judicial work, also has to do administrative work. And the administrative work is very large. Same about Haryana.' The Vice-President said, 'I believe the greatest power of Indian citizens is to be treated as innocent till proven guilty. So I don't want to suggest someone is guilty. But let the investigation be there. It should be proved. Definitely. We don't know how many people will be there once we break the curtain.' He further added, 'Purpose is equally important because if it is related to judicial work, if judgment can be influenced by money bags, that day at least, I do not wish to see. And no Member of Parliament would love to see it--unless one is part of it.' In conclusion, Dhankhar said, 'Let me tell you, I have travelled all over the world. On intelligence, our judges are the best. In hard work, our judges are the best. When they lose confidence in everybody -- the executive, and I would say even in organizations to which I belong, but they trust the Judiciary. Because they know, a judge is a reincarnation of God. He will do justice. And there also, they draw a distinction. A sitting judge, in public perception, I don't subscribe to it, carries greater weightage than a judge under oath will certainly do justice.' (ANI)
