India leads Capacity Building Initiative on Digital Transformation in BRICS
New Delhi [India], May 23 (ANI): India on Friday hosted a Virtual Capacity Building Session on Digital Transformation in BRICS, organised by the Department of Telecommunications (DoT) through the National Communications Academy, Technology (NCA-T) in Ghaziabad, according to an official release from the Ministry of Communication.
Convened under the BRICS ICT Working Group, the event brought together digital thought leaders from across the BRICS nations to explore shared challenges, best practices, and chart a path forward for robust ICT cooperation among the group countries.
The session was inaugurated by Daniel Cavalcanti, BRICS Chair, and Atul Sinha, Director General of NCA-T, India.
Cavalcanti commended India for hosting the session and highlighted the event's role in advancing cooperation, focusing on mobile security, cyber resilience, digital infrastructure, and digital twin.
Atul Sinha emphasized on capacity building through collaboration, co-creating scalable, secure technologies, and fostering partnerships to empower citizens across BRICS nations. There were four thematic sessions addressing pressing challenges and opportunities in the digital domain.
During the event, in session 1, India showcased its flagship Sanchar Saathi initiative aimed at protecting mobile users from fraud, enhancing transparency, and ensuring equitable access to mobile services. The session underscored the importance of citizen-centric regulatory frameworks that foster trust and inclusivity in digital communications.
In the session 2, India and Brazil led presentations on their national approaches to cyber resilience. The discussion emphasised preparedness, rapid response, and cross-border cooperation to counter cyber threats.
Session 3 focused on building secure, inclusive, and interoperable platforms. India presented AADHAAR as a foundational DPI that has revolutionised public service delivery through identity-based digital inclusion. China also shared insights on its digital infrastructure journey. The session highlighted DPI as a transformative tool for governance efficiency and service outreach.
In the session 4, India introduced its ambitious Sangam Digital Twin initiative, aimed at using AI-native, federated platforms to enable scenario-based infrastructure planning and real-time governance solutions. China also shared its experiences with Digital Twin technology. The discussion showcased the use of predictive simulations and data-driven governance as game-changers for public infrastructure management.
In the closing remarks, Avinash Agarwal, Deputy Director General, International Relations Division, DoT, India and the BRICS Chair, Daniel Cavalcanti, reaffirmed the commitment of BRICS nations to mutual learning and collaborative digital development.
The sessions provided a robust platform for sharing national success stories, identifying scalable solutions, and laying the groundwork for future digital cooperation. The outcomes are expected to bolster strategic alliances and foster resilient, inclusive, and future-ready digital societies across BRICS. (ANI)

GCC survey shows a rise in number of homeless individuals in the city
The number of homeless individuals in the city has crossed 13,000, with the Central Business District of George Town in Royapuram Zone of the Chennai Corporation accounting for the most number of homeless people. The Chennai Corporation conducted a survey of the homeless in January, and found an increase in the number of persons without decent housing, when compared to the previous surveys that reported around 11,000 homeless individuals in the city. This has been attributed to an increasing number of people migrating from other districts and States in search of economic opportunities over the past few years. The Greater Chennai Corporation (GCC) found that the number of homeless individuals, which was 9623 by mid-February, had crossed 13,000 by the end of the survey in May. Ward 57 Councillor Rajesh Jain said: 'People from States such as Andhra Pradesh and Bihar have come to my ward in Royapuram zone in search of jobs, and some of them have been homeless. The number of homeless women is higher than that of men in several parts of my ward. Many people have come to Chennai in search of jobs from other districts also.' Pointing to the rise in the number of homeless persons on stretches such as Wall Tax Road and Prakasam Salai, Mr. Jain said they had started demanding housing facilities. 'We do not know the actual reason for the rise in the number of persons migrating to the city from other States. We have to verify whether it is due to failed agriculture in their native villages. We have taken measures to help them. Around 10% of the homeless children do not go to school. The GCC has two schools in the ward to provide free education for the children,' he said. Ward 56 Councillor V. Parimalam said efforts were being taken to persuade homeless children to go to school, pointing to the installation of smart classrooms in Chennai Corporation schools. They also face other challenges. R. Manikandan, who was identified as a homeless resident of Royapettah during the survey in January, had to move out of the area he used to live in due to the implementation of infrastructure projects by civic agencies. Though he rented a house in May, he has not been able to pay the rent of ₹3500 this month. G. Selva, CPI(M) district secretary, said there was an increase in the number of wage labourers without shelters in the city. 'They work hard. The government should ensure the dignity of such individuals.' An official of the Chennai Corporation said a number of homeless individuals, who were identified in the survey, did not have Aadhaar and ration cards. 'We will facilitate the issuance of ration cards for those who are yet to get one,' the official said.

Internal reservation: Survey of SCs to continue at 'citizen centric services' centers
Bengaluru, A provision has been made to continue the survey for gathering the empirical data, aimed at providing internal reservation among Scheduled Castes in Karnataka, at the 9,400 state level 'citizen centric services' centers from June 9 to 22, the commission overseeing the survey said. With about 10 per cent of the survey yet to be completed and amid requests for time extension, the commission headed by retired judge of the Karnataka High Court H N Nagmohan Das, who has been tasked to recommend to the government the internal reservation among SCs, has made this announcement. "Currently, the 'Comprehensive Survey of the Scheduled Castes-2025', is being carried out across the state of Karnataka from April 5 onwards in 2 modes at special camps and online self-declarations. As of date i.e., , an overall progress of 90 per cent has been achieved in the survey across the state," an official release dated June 7 that was released to media on Sunday said. It said about 10 per cent of the caste survey is yet to be completed. In addition to this, some Scheduled Caste organisations have once again submitted representations, requesting for time extension to complete the said survey. The commission, however, pointed out that in the wake of the schools reopening in the state, the teachers who were appointed as enumerators for the survey have been relieved from the survey work. "Thus, in order to facilitate the continuation of the SC castes' survey for those Scheduled Castes' households of Karnataka, who are yet to submit their data in the Scheduled Caste Survey, a provision has been made to carry out the same at the existing 9,400 state level 'citizen centric services' centers, such as , "Karnataka One", "Bengaluru One" and "Grama One" and also at the 198 "BBMP ward offices", from June 9 to June 22," it said. In order to submit the required information, the Aadhaar card or ration card of the citizen is required, it further said, adding that a separate camp will be set up at each of the 198 Bruhat Bengaluru Mahanagara Palike ward offices, to carry out this survey. According to officials, the SC population in the state according to the 2011 census was 1.04 crore. In 2025, the projected SC population will be 1.16 crore and out of this 1.05 crore, have been enumerated. Apart from this, the same facility for the survey will also be provided at the Bapuji Seva Kendras, across the state. To enter the said information at the centres, the citizen's Aadhaar card or the ration card number is required. Further, the time limit for Scheduled Caste families for submitting online self declaration has also been extended up to June 22. This can be done through the link: https: As per the government orders earlier and the terms of references, the Commission has to obtain empirical data regarding the representation of the 101 Scheduled Castes' in education and government services in the state of and has to submit a report with suitable recommendations on internal reservation of the Scheduled Castes. A section of SCs, like 'SC Left', have been demanding internal reservation, alleging that only a few influential sub-castes were taking away a majority of the benefits, while many communities were still marginalised. The internal reservation is aimed at slicing up the 17 per cent reservation matrix given to 101 Scheduled Castes. The government, in November last year, had appointed Nagmohan Das to head a commission to recommend internal reservation among SCs, after the Supreme Court last year allowed the states to provide internal reservation, and the state cabinet agreed to implement internal reservation. In a landmark verdict delivered by the Supreme Court on August 1 last year, it held that states are constitutionally empowered to make sub-classifications within the SCs, which form a socially heterogeneous class, for granting reservation for the uplift of castes that are socially and educationally more backward.
