
UT sets up efficient energy mgmt cell
Chandigarh: In a significant stride towards sustainable development, Chandigarh has elevated the energy efficiency standards of its govt infrastructure.
CB Ojha, chief engineer of UT administration, Sunday said an energy management cell, state designated agency (SDA), has been set up under the engineering department to promote energy conservation and efficiency.
In recognition of the critical importance of energy efficiency, a State Energy Efficiency Action Plan was prepared by the SDA in collaboration with the Bureau of Energy Efficiency (BEE), New Delhi, and was subsequently approved by the administrator, UT Chandigarh, last August.
In accordance with the measures outlined in the Action Plan, Chandigarh administration initiated the replacement of conventional electrical light fittings and HVAC systems in existing govt buildings with energy-efficient alternatives.
To validate the energy savings achieved, the SDA, under the Star Rating Programme of the BEE, actively participated in benchmarking the energy performance of govt buildings.
The BEE gives star ratings based on the Energy Performance Index (EPI), where a 1-Star rating indicates the least energy savings and a 5-Star rating represents the highest level of energy efficiency.
As a result of these efforts, five govt buildings — including Deluxe Building and Additional Deluxe Building, Sector 9D — got star ratings.

The Deluxe Building, which previously held 2 stars, and the Additional Deluxe Building, previously unrated, have now both achieved 4-star ratings.

The chief engineer further said Paryavaran Bhawan, Sector 19, has been awarded a 5-Star Rating in recognition of its exemplary energy performance.
In addition, the NITTTR Building and the former Smart City Limited Office Building have also earned 5 star ratings.

Illegal construction begins at Sec 17 collapsed bldg site, DC orders probe
1 2 Chandigarh: In what it appears to be a blatant violation of norms, illegal construction has started at a site in Sector 17 which once housed a famous three-bay building that collapsed on Jan 6 all due to gross negligence and violation of safety measures. While the debris of the collapsed building was cleared from the site a few days back, multiple iron columns have now come up at the spot despite the fact that the UT estate office has not approved a revised building plan for the site so far. The estate office has now decided to probe the entire matter. With the said site being completely covered from all sides with huge tin sheds, the iron columns are not visible from the ground level. But these can be clearly seen from upper storeys of nearby buildings. The TOI too captured a clear view of the site and found fresh iron columns installed at the spot, indicating that the work has been going on for the past few days. Nishant Kumar Yadav, deputy commissioner (DC)-cum-estate officer of the Chandigarh administration, said, "No revised building plan for the collapsed building in Sector 17 has been approved till date. In the absence of the revised building plan, no construction is allowed at the collapsed building site." Sources in the Chandigarh administration revealed that there is a laid-down process and procedure for constructing commercial and residential buildings in Chandigarh. "For commercial buildings, applications for building plans must be submitted to the UT estate office. The Chandigarh administration's technical and administrative staff review the plan at designated stages. Upon successful completion of all steps, the Estate Office issues the building plan, authorising construction in accordance with Estate Rules and regulations. " "Additionally, the Chandigarh administration has established a plan approval committee (PAC), consisting of senior technical and administrative officers from various departments, including engineering and architecture. April 27 | The fact-finding inquiry report of the UT administration found both the lessee and owner of the building in Sector 17 responsible for its collapse. In his detailed inquiry, the SDM of the Chandigarh administration's central division found that despite knowing that the structural stability certificate had not been procured, they renovated and altered the structure, ignoring the possible risks. Chandigarh administration approves new boys hostel construction at PEC
Chandigarh: The standing finance committee of the UT administration has approved the construction of a new boys' hostel block at the Punjab Engineering College (PEC). Planned to cover approximately 86,000 square feet, this hostel project will cost around Rs 30 crore. As per the project's design, the planned hostel building will have a ground floor and six additional floors. The hostel will feature over 100 rooms, distributed across each floor, with all necessary facilities. Additionally, a spacious basement will be constructed, providing 34 car parking spaces. Besides the parking facility for four-wheelers, the basement will also include essential facilities such as an electrical panel room for proper power supply, a pump room, a fire pump room, and two separate staircases. Designed with a modern architectural plan, the building will include modern facilities on each floor. In addition to student rooms, common rooms, lifts, and two separate staircases will be available on all floors from the first to the sixth. The second floor of the hostel will have a maximum of 19 rooms, while the ground floor will have only six rooms, as many other facilities are planned for the ground floor. The rooms have been planned and designed according to the available space in the building. "The committee discussed all aspects of this hostel and then approved it, enabling the UT's engineering department to start work on the ground," sources in the UT said. AP's pioneering energy-efficient bldg nearing completion
Visakhapatnam: It pays well to optimise and economise energy consumption, instead of ranting at authorities every time power charges are raised. The Andhra Pradesh Eastern Power Distribution Company Limited (APEPDCL) has come up with the first-of-its-kind energy-efficient building in Visakhapatnam that can slash power consumption by 50 per cent or even more, redefining architectural design and integrating innovation and sustainability. The Super Energy Conservation Building Code (ECBC) structure, built at Sagar Nagar in Visakhapatnam and targeted to save energy by at least 50 per cent compared to conventional buildings, is nearing completion. Constructed in an area of 14,400-sq. ft by the Bureau of Energy Efficiency (BEE) in collaboration with the APEPDCL and the Andhra Pradesh State Energy Conservation Mission (APSECM), the Rs.13 crore-project is backed by the BEE with a grant of Rs.5 crore. From windows that control sunlight and filter heat to cavity walls, false ceiling to air conditioners and ripple-AC-brick structure, several innovative features have been built into the innovative structure. The cavity walls include an eight-inch outer wall and four-inch inner wall. Between them there is a four-inch air gap. In addition, a 50-KW powered solar plant has been installed on the premises to ensure optimum utilisation of renewable energy. The project serves as a shining example of sustainable development in a big way. Chairman and Managing Director of the APEPDCL Prudhvi Tej Immadi emphasised, while talking to The Hans India, that the Super ECBC structure not just sets a new trend for energy-efficient development in the state, but also contributes significantly to the broader target of promoting sustainability and conserving the environment. An official from the APEPDCL shared with The Hans India that, considering that the architectural designs of the pioneering structure are not just innovative but also energy-efficient, there was scope for the building to bag an award in future. The Super ECBC building plays a key role in mitigating environmental challenges and catering to rising energy demands. They aid in slashing energy consumption as well as emissions and contribute significantly to sustainability and resilience. Besides, the structure offers economic advantages through lower operating costs and enhanced property APEPDCL has plans to utilise the two-floored structure to facilitate a host of training sessions for its employees spread over 11 districts under its jurisdiction.
