Alias Totoy didn't link any NBI agent to missing sabungero case —Santiago

GMA Network08-07-2025
National Bureau of Investigation Director Jaime Santiago on Tuesday said that Julie 'Dondon' Patidongan or alias Totoy did not link any agent of the bureau to the case of the cockfight enthusiasts or sabungeros who disappeared from 2021 to 2022.
'Alam ninyo, sa isang programa, ay sinabi na ni Totoy na hindi naman daw niya sinasabi na merong involvement ang NBI,' Santiago said in a press briefing.
(You know, in one program, Totoy already said that he wasn't claiming that the NBI was involved.)
'Kasi sinabihan ko yesterday… sinabihan ko siya na kung sinuman ang NBI na involved, pangalanan mo. Kung hindi mo alam ang pangalan, pwede naman magpa-lineup. But then, in one program, inamin niya na wala siyang sinasabi na may involved na NBI,' he added.
(Because I told him yesterday… I told him that if there really is someone from the NBI involved, he should name them. If he doesn't know the name, he can request a lineup. But then, in one program, he admitted that he never actually said anyone from the NBI was involved.)
On Monday, Santiago dared Patidongan to name the NBI agents allegedly involved in the alleged execution of the missing sabungeros.
Santiago said the NBI was vindicated by the clarification.
'Ang tiwala ng tao sa amin ayaw ko masira. Ang NBI ay isang institution na pinagkakatiwalaan ng tao,' he said.
(I don't want to break the people's trust in us. The NBI is an institution that the public relies on.)
Meanwhile, Santiago reiterated that the NBI is willing to extend its aid in the case, saying that no coordination with the Department of Justice is needed as the bureau is an attached agency.
'Sabi ko nga, pinagyayabang ko nga we have forensic expertise on the matter: DNA, lie detection, whatever. Kung anong gustong ipa-assist sa amin, kung anong gustong itulong sa amin ay ibibigay namin,' he said.
(As I said, I was pointing out that we have forensic expertise on the matter: DNA, lie detection, whatever. Whatever assistance they want from us, whatever help they need, we will provide.)
Patidongan previously said that the bodies of the 34 missing sabungeros were buried in Taal Lake.
He has also named businessman Atong Ang as a mastermind in the case. He also linked actress Gretchen Barretto to the disappearance.
The two have denied the allegations against them, with Ang saying that Patidongan threatened to link him to the disappearance if he refused to pay P300 million while Barretto said she received a similar threat. —AOL, GMA Integrated News

Patidongan being evaluated as possible state witness — DOJ Sec. Remulla

Justice Secretary Jesus Crispin Remulla said Monday they are looking into the possibility of discharging whistleblower Julie 'Dondon' Patidongan or alias Totoy as a state witness in the case of the Missing Sabungeros. 'We will ask the court to discharge him as a state witness. Later on. It may be only in this case already,' Remulla said in an ambush interview. He later clarified that this is 'still being evaluated.' Patidongan is one of the six accused in the abduction and serious illegal detention case of several sabungeros or cockfighting enthusiasts who went missing from the Manila Arena in January 2022. The sabungeros were identified as John Claude Inonog, Rondel Cristorum, Mark Joseph Velasco, Rowel Gomez, and brothers James Baccay and Marlon Baccay. The six men left Tanay, Rizal at 1 p.m. on January 13, 2022, to go to the Manila Arena but were allegedly forced to board a gray van at around 7:30 p.m. They were never seen again. Last June, Patidongan surfaced as a whistleblower, first going by the alias 'Totoy.' Patidongan claimed that businessman Charlie "Atong" Ang is the mastermind behind the abduction of the sabungeros who were reported missing from 2021 to 2022. He also told authorities that more than 100 sabungeros were abducted and killed. He said their remains were then dumped in the Taal Lake. The families of the missing sabungeros have filed a complaint for multiple murder, serious illegal detention, enforced disappearance, direct bribery, and obstruction of justice against Ang. Ang's camp has repeatedly denied the allegations against him. — RF, GMA Integrated News

DOJ, attached agencies seek P40-B budget in 2026

The Department of Justice (DOJ), including its attached agencies, has a proposed budget of P40.9 billion for 2026, only slightly higher than its budget of P39 billion under the General Appropriations Act in 2025. Under the National Expenditure Program (NEP), the Office of the Secretary has an allocated budget of P10.5 billion. This was divided to P8.5 billion for personnel services, P1.5 billion for maintenance and other operating expenses, and P415 million for capital outlays. Meanwhile, the Bureau of Corrections received the next highest allocation with P10 billion, followed by the Public Attorney's Office with P6.4 billion. Aside from this, P5 billion was allocated for the Bureau of Immigration and P3 billion was allocated to the National Bureau of Investigation. The Land Registration Authority, the Office of the Government Corporate Counsel, the Office of the Solicitor General, the Parole and Probation Administration, the Presidential Commission on Good Government, and the Office for Alternative Dispute Resolution received a budget of less than P2 billion each. Last week, the Department of Budget and Management submitted the P6.793-trillion NEP to the House of Representatives. The legislative body, holding the 'power of the purse,' is now set to start deliberating on the proposed budget allocations set by the executive branch for 2026 after the submission of the DBM. — Joahna Lei Casilao/RSJ, GMA Integrated News

NBI arrests 1 for sexual exploitation in Bulacan

Authorities have arrested an individual in Marilao, Bulacan for online sexual exploitation and rescued five minors, one of which was reportedly the suspect's niece, the National Bureau of Investigation (NBI) said Friday. In a statement, the NBI said that investigation revealed that alias 'Tisay' offered sexually explicit content involving minors and sending child sexual abuse or exploitation materials (CSAEM) to foreigners. After being granted a warrant to search, seize, and examine computer data, authorities headed to the subject's address in Marilao on Wednesday, August 13. The NBI said the operation led to the arrest of the suspect and seizure of various gadgets. They also rescued five minors during the operation. The minors were turned over to the Marilao Municipal Social Welfare and Development Office for appropriate intervention and aftercare services. Meanwhile, "Tisay" was presented for inquest for violations of the Republic Act 9208, as amended by the Expanded Anti-Trafficking in Persons Act of 2022; the Anti-OSAEC and Anti-CSAEM Act, and the Anti-Child Abuse Law. The NBI said the operation stemmed from a referral of the Homeland Security Investigation (HSI) regarding Philippine phone numbers that were involved in the online sexual abuse and exploitation of children (OSAEC). The HSI said the referral was based on the arrest of a United States citizen for child exploitation. — BAP, GMA Integrated News
