
Focus on vehicle efficiency to reduce GHG emissions
Sustainable transportation is a key aspect of reducing global carbon emissions to stem the climate crisis. The avoid, shift, improve, and fuel (ASIF) framework outlines a comprehensive approach to creating more sustainable transport systems. While much attention is given to alternative fuel technologies, particularly electric vehicles (EVs), the efficiency improvement strategy remains one of the least discussed but highly effective levers of sustainable transportation. This strategy, however, often gets overshadowed by the excitement surrounding new fuel technologies. While all other strategies, such as modal shift from private to public transport or road to rail transport, are important, efficiency improvement is a crucial yet under-appreciated policy lever.
Efficiency improvement is typically a technical issue dealt with at the vehicle manufacturing and regulatory levels, but it is an area often overlooked in public discourse on sustainable transportation. A prime example of this is the Corporate Average Fuel Efficiency (CAFE) standards, which regulate the fuel efficiency of vehicles in terms of grams of carbon dioxide emitted per km. The Bureau of Energy Efficiency (BEE) in India has set strict fuel efficiency targets for the four-wheeler passenger vehicles segment (M1 category).
Though the second phase of CAFE norms were rolled out for M1 in 2023, no such norms have been mandated for other categories of passenger and commercial vehicles. In case of heavy-duty vehicles (HDVs), a constant-speed fuel economy norm was rolled out in April 2023. Shifting to CAFE norms for HDVs can make manufacturers focus on high efficiency vehicles. This provides immediate and impactful results.
As part of the regulations, both globally as well as domestically, lab-based test cycles are moving closer towards real-world driving cycles, called Worldwide Harmonised Light Vehicle Test Procedure (WLTP). The WLTP is considered closer to real-world driving conditions as compared to the earlier testing cycle, such as the Modified Indian Driving Cycle (MIDC), which was criticised for being far removed from on-road realities of driving behaviour or environment.
Under the CAFE norms, manufacturers must meet corporate-level efficiency targets. This means that the average emissions from all the vehicles a manufacturer sells must be below the target set by the regulator. To help companies meet these targets, the regulator offers options like super credits for efficient models like EVs and hybrid EVs (HEVs), which offers flexibility to manufacturers to sell more electric or hybrid vehicles to offset sales of heavy, less efficient vehicles.
India's regulatory framework is in line with global norms but suffers some lag. In 2027, Phase III of the CAFE norm is proposed to be mandated for implementation, setting even stricter standards for vehicle efficiency. The phased implementation of these norms allows vehicle manufacturers' time to adapt their designs, engineering, and portfolio to meet the upcoming targets. Penalties for non-compliance, based on the Energy Conservation (Amendment) Act 2022, remain substantial.
When we look at the European Union's CAFE targets, we see a similar trajectory. From 2020 to 2024, the target for passenger vehicles was 95 grams of CO2 per km (under the New European Driving Cycle), and for 2025-2029, the target is 93.6 grams of CO2 per km. More ambitious targets are set for 2030-2034 (49.5 grams of CO2 per km), based on the WLTP. These targets reflect the global trend toward stricter emissions regulations and underscore the importance of efficiency improvement in the transport sector.
As car sales continue to grow in India, the need for efficiency improvement becomes even more pressing. The growing popularity of SUVs, which tend to be larger and heavier, only exacerbates the challenge of reducing emissions. With rising car ownership and increasing fuel demand, India faces both environmental and economic challenges, with extremely high import dependency of 88% for fuel and the associated pressure on foreign exchange.
Improving the efficiency of vehicles on the road, regardless of whether they run on fossil fuels, hybrid systems, or electricity, provides an immediate and effective solution to reducing emissions. Given that India has a long way to go before achieving high levels of EV penetration, which is currently just about 2.5% of total sales, focusing on efficiency improvement in the existing fleet could yield significant benefits in terms of reduced fuel consumption and emissions in the medium to long-term. Moreover, increased efficiency would reduce India's reliance on imported oil, helping to curb the nation's trade deficit and energy security.

AP's pioneering energy-efficient bldg nearing completion
Visakhapatnam: It pays well to optimise and economise energy consumption, instead of ranting at authorities every time power charges are raised. The Andhra Pradesh Eastern Power Distribution Company Limited (APEPDCL) has come up with the first-of-its-kind energy-efficient building in Visakhapatnam that can slash power consumption by 50 per cent or even more, redefining architectural design and integrating innovation and sustainability. The Super Energy Conservation Building Code (ECBC) structure, built at Sagar Nagar in Visakhapatnam and targeted to save energy by at least 50 per cent compared to conventional buildings, is nearing completion. Constructed in an area of 14,400-sq. ft by the Bureau of Energy Efficiency (BEE) in collaboration with the APEPDCL and the Andhra Pradesh State Energy Conservation Mission (APSECM), the Rs.13 crore-project is backed by the BEE with a grant of Rs.5 crore. From windows that control sunlight and filter heat to cavity walls, false ceiling to air conditioners and ripple-AC-brick structure, several innovative features have been built into the innovative structure. The cavity walls include an eight-inch outer wall and four-inch inner wall. Between them there is a four-inch air gap. In addition, a 50-KW powered solar plant has been installed on the premises to ensure optimum utilisation of renewable energy. The project serves as a shining example of sustainable development in a big way. Chairman and Managing Director of the APEPDCL Prudhvi Tej Immadi emphasised, while talking to The Hans India, that the Super ECBC structure not just sets a new trend for energy-efficient development in the state, but also contributes significantly to the broader target of promoting sustainability and conserving the environment. An official from the APEPDCL shared with The Hans India that, considering that the architectural designs of the pioneering structure are not just innovative but also energy-efficient, there was scope for the building to bag an award in future. The Super ECBC building plays a key role in mitigating environmental challenges and catering to rising energy demands. They aid in slashing energy consumption as well as emissions and contribute significantly to sustainability and resilience. Besides, the structure offers economic advantages through lower operating costs and enhanced property APEPDCL has plans to utilise the two-floored structure to facilitate a host of training sessions for its employees spread over 11 districts under its jurisdiction.

Smaller towns & state boards: How the bet to go vernacular paid off for Drishti IAS
In 1999, when Vikas Divyakirti and Taruna Verma founded Drishti IAS , they began with a bold premise—creating a structured, high-quality learning environment for Hindi-medium aspirants, who were long underserved in India's civil services preparation ecosystem. At a time when most coaching resources catered primarily to English-speaking students, Drishti wanted to cater to students in the vernacular medium, believing that language should never limit ambition. The institute was started with a modest investment of approximately Rs 50,000–60,000. Those familiar with Divyakirti's thinking say the approach has been guided by a strong belief that education—especially in the civil services domain—must be value-led, not venture-led. While the focus so far has been on organic growth and academic integrity, the leadership is now open to future partnerships that align with the institute's ethos and long-term mission. 'Students from smaller towns and state board backgrounds deserve the same level of mentorship and clarity as anyone else,' says Vivek Tiwari, CEO of Drishti IAS. While many coaching institutions remain metro-centric, Drishti has consistently taken a Bharat-first approach, expanding into Tier 2 cities such as Prayagraj, Jaipur, Indore, and Lucknow. Its hybrid model allows aspirants to study from their hometowns without compromising on quality. The institute has also diversified into adjacent domains, including state public service commissions, judicial services, CUET, CLAT, and teacher eligibility exams. To ensure academic consistency across locations, Drishti follows a hub-and-spoke model, supported by a robust faculty training pipeline and continuous feedback loops. 'Scale helps us reach, but standardisation ensures quality, and regional customisation makes it relatable,' Tiwari notes. Faculty retention has also been a major strength. With many senior educators remaining with the institute for the last few years, Drishti attributes this to its collaborative culture and fair compensation. 'We have always believed that institutional success comes from values, not just star value,' Tiwari adds. 'The Indian Administrative Service coaching space is one of the most competitive and high-pressure segments in the education sector. Yet, over the years, I have seen Drishti IAS rise steadily and meaningfully, building trust, especially among students from vernacular and rural backgrounds,' says Anish Singh, founder of All Things People, former CHRO of Unilever, and an angel investor. Tiwari emphasises that UPSC coaching is not just academic, but deeply emotional. 'We view aspirants as future citizens and leaders. That is why we integrate mental wellness and alumni mentorship into our ecosystem,' he says. 'One of our biggest challenges today is maintaining academic rigour that Drishti is known for—even as we grow and diversify,' Tiwari adds. 'We are now serving a much larger and more diverse aspirant base across geographies, languages, and exam categories. Ensuring the same level of customisation, content depth, and emotional connection at scale is both our priority and our most exciting operational challenge.' He also points out that while digital adoption and AI-led learning bring immense opportunity, they raise the bar for real-time support. 'Students today want faster answers, smarter tools, and seamless support. It's a welcome pressure—it keeps us on our toes and forces us to keep evolving. Our challenge isn't just to grow—but to grow without losing the heart of who we are.' Amid growing media speculation about potential acquisitions, particularly around interest from players like PhysicsWallah, Tiwari clarifies that while no deal is currently on the table, the company remains open to dialogue. 'There have been a lot of informal discussions in the ecosystem. At this stage, we are not in any acquisition talks with anyone. But we do keep channels open and speak with many people across the industry,' he says. 'If ever a partnership or opportunity arises that truly resonates with our ethos and strengthens what we offer our students, we'll consider it. Until then, we remain independent and focused on delivering value our way.' Looking ahead, Drishti IAS plans to deepen its multilingual offerings, expand its presence in underserved geographies, and double down on AI-driven customisation. As the test prep industry heads toward consolidation, tighter regulatory oversight, and regional diversification, Drishti IAS says it stands out as a value-driven, performance-led institution redefining what coaching can mean in India's educational landscape.
