School pairing will ensure better resource utilisation, says Yogi
Highlighting the system's benefits for students, teachers, and parents through better resource utilization and improved education quality, the chief minister directed that schools with more than 50 students should function as independent institutions to strengthen administrative efficiency, accountability and academic oversight.
The chief minister made these remarks on Monday while chairing a high-level review meeting of the basic education department. During the meeting, he issued several crucial directives aimed at enhancing the quality of primary education in Uttar Pradesh.
'Bal Vatikas (pre-primary schools)
should be started in vacant premises'
He instructed officials that in cases where the school buildings fall vacant due to the pairing system, Bal Vatikas (pre-primary schools) should be started in those premises.
He said Anganwadi centres should be shifted to such buildings to enhance early childhood education and ensure optimal use of infrastructure. The CM emphasised that this transition must be completed within a fixed timeframe, leaving no room for delay or negligence.
Focus on 100% school attendance
The discussion focused on ensuring 100% school attendance, optimal use of available resources, and strengthening the school infrastructure, according to a government spokesperson.
Emphasising that no child between the ages of 6 and 14 should be left out of the education system, the chief minister instructed school management committees (principals and village heads) to take full responsibility for this.
He called for effective implementation of the 'School Chalo Abhiyan' to ensure that every child is enrolled and attending school regularly.
'Transfer ₹1200 via DBT without delay'
The chief minister directed that financial assistance of ₹1,200 for uniforms, shoes, socks, stationery, and study material be transferred directly to the bank accounts of parents of students enrolled in council schools via DBT without delay. He stressed that this process must be completed with full transparency and timeliness to avoid any disruption in the availability of school materials.
Addressing the issue of inadequate infrastructure in some schools, he instructed officials to ensure immediate provisioning of necessary resources so that students can study in a clean, safe and conducive environment.
Maintain an ideal teacher-student ratio
Stressing the need to maintain an ideal teacher-student ratio, the chief minister called for urgent recruitment to fill vacant teaching posts. He directed the department to send requisitions for all vacancies immediately and complete the appointment process in a time-bound manner, an official said.

Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday underlined the urgent need to enhance research and innovation in the agriculture sector as he highlighted the state's rich natural resources and a robust network of agricultural institutions. Speaking at the 36th Foundation Day of the Uttar Pradesh Council of Agricultural Research and a national seminar in Lucknow, the Chief Minister said, 'Nature and God have been kind to Uttar Pradesh -- we have vast fertile land, abundant water resources, and over 86 per cent of cultivable land is irrigated. Yet, our research outcomes and their implementation remain limited.' He pointed out that only 25-30 per cent of farmers in the state are currently able to apply scientific research effectively in their fields, which he described as a concerning statistic given the state's agricultural potential. 'With just 11 per cent of the country's agricultural land, Uttar Pradesh produces over 20 per cent of India's total foodgrain output. But I firmly believe that if we fully utilise our land, water, and research capabilities, we can triple our current productivity,' he said. Adityanath called for a focused and sustained push toward agricultural research and innovation to realise this potential. He reminded the audience, which included scientists and researchers, that 'nations that have invested in R&D have progressed the most -- whether it's in space science, IT, or atomic research.' He stressed that Uttar Pradesh has the capacity not only to feed the country but to contribute significantly to global food security, especially in sectors like horticulture and vegetables. Highlighting the mismatch between foreign solutions and local needs, he said, 'What works for Europe may not work for India. We need research tailored to our soil, climate and environment.' CM Adityanath said over 15 agricultural research institutions, along with 89 Agri Science centres and several state and central agricultural universities, are already working in the state, but the pace of progress must accelerate. Referring to Prime Minister Narendra Modi's vision of making India a developed country by 2047, the Chief Minister said, 'States must play their part. Uttar Pradesh must aim to become a USD 1 trillion economy, and we have set short-term, medium-term, and long-term goals accordingly.' He added that the state's Vision 2047 blueprint includes not just agriculture, but also improvements in infrastructure, education, healthcare, and per capita income. He emphasized that public trust and participation will come only when short- and medium-term goals are also clearly articulated and achieved. The Chief Minister urged all state agricultural universities, research councils, and science centres to initiate concrete steps in research, development, and innovation aligned with the specific needs of the region. 'The time has come for Uttar Pradesh to lead the nation in agricultural advancement through science and strategy,' he said.

Uttar Pradesh cabinet approves 1% discount in stamp duty on property purchased in name of women
LUCKNOW : The Uttar Pradesh Cabinet on Tuesday approved a one per cent discount in stamp duty on property worth up to Rs one crore if it is purchased in the name of a woman. A decision in this regard was taken at a Cabinet meeting chaired by Uttar Pradesh Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow, the UP government said in a statement, and added that a total of 37 proposals were passed in the meeting. Till now, this exemption was applicable only on property up to Rs 10 lakh in the state, in which a maximum discount of Rs 10,000 was available. But now the government has increased this exemption to property up to Rs one crore. Giving information about the decision, UP's Labour Minister Anil Rajbhar said that the government believes this decision will help middle class women become property owners, which will not only increase their confidence but they will also become financially more capable and respected in the society. This exemption will also strengthen the Mission Shakti programme, under which women are being made self-reliant and empowered, he said. In Budget 2024, the central government had also talked about reducing the stamp duty on deeds executed in favour of women. This decision of the Uttar Pradesh government is being considered as a step in the same direction. There is a possibility of a huge increase in the registration of property in the name of women, the statement said. The UP Cabinet also approved the proposal to give 10 hectares of land free of cost on an annual lease rent of Re one in favour of IR Detection Technology Centre proposed by IRDE (Instruments Research and Development Establishment), DRDO. This centre will be set up in the Lucknow node of Uttar Pradesh Defense Industrial Corridor. Under this project, about 150 engineers and technical personnel are likely to get direct employment and more than 500 people are likely to get indirect employment. IRDE, Dehradun is a constituent laboratory of the Defence Research and Development Organisation (DRDO). This institute is starting a new project to establish an indigenous fab-line for the development and manufacture of IR detectors. This project proposes to set up a semiconductor IR detector manufacturing facility. This will put India in the category of leading countries, the Uttar Pradesh government said in the statement.

UP Cabinet Approves 1% Stamp Duty Exemption For Women On Property Worth Up To Rs 1 Crore
Lucknow: In a landmark Cabinet meeting chaired by Chief Minister Yogi Adityanath at Lok Bhawan, the Uttar Pradesh government approved several key proposals aimed at boosting women empowerment, youth digital access, infrastructure, and education. The session cleared a total of 37 proposals and announced the commencement of the Vidhan Sabha's Monsoon Session from August 11. One of the most significant decisions made was the expansion of the stamp duty exemption for women property buyers. Previously limited to properties worth Rs 10 lakh, this exemption has now been extended to properties valued up to Rs 1 crore, offering a 1 per cent reduction in stamp duty. This can translate into savings of up to Rs 1 lakh per property registration in the name of women. State Labour Minister Anil Rajbhar said that this move targets middle-class women, helping them become property owners, boosting their confidence, financial independence, and social respect. The policy complements the Mission Shakti initiative and aligns with the Union Government's recent proposal to reduce stamp duty on property deeds, favouring women. In an effort to enhance digital empowerment among the youth, the Cabinet approved distributing feature-rich tablets under the Swami Vivekananda Youth Sashaktikaran Yojana. The tablets, superior to smartphones in screen size, battery life, and multitasking capabilities, will support education, skill development, and job preparedness. The five-year scheme has a budget allocation of Rs 2,000 crore for the financial year 2025-26 and will be fully funded by the state government without any financial burden on the Centre. The government also sanctioned the construction of the Chitrakoot Link Expressway, a Rs 939.67 crore infrastructure project to be executed via the EPC model. The 15.172-kilometre, initially four-lane expressway will connect Bharatkoop in Chitrakoot to Ahmadganj village, linking the Varanasi-Banda National Highway and NH 135 BG. This expressway is expected to improve regional connectivity and boost tourism in Chitrakoot by providing faster, smoother travel for pilgrims and visitors. The project includes a five-year maintenance period post-construction and is anticipated to generate around 38 lakh man-days of employment. To align technical education with industry standards, the Cabinet approved a Rs 6,935.86 crore project in partnership with Tata Technologies Limited (TTL) to upgrade 121 government polytechnic institutes. TTL will invest Rs 6,034.20 crore, while the state government will contribute Rs 1,063.96 crore plus an additional Rs 858.11 crore for infrastructure and facilities. The initiative will establish Tata Technology Excellence Centres to enhance diploma-level education and skill development. The first phase will focus on upgrading 45 polytechnic institutes as a pilot project. The Cabinet announced that the Monsoon Session of the Uttar Pradesh Legislature will begin on August 11. This session will comply with constitutional mandates requiring a maximum six-month gap between sessions. The government plans to present bills to replace ordinances issued after the last session and conduct other vital legislative business.
